About this file
This document contains questions and answers regarding electrical work required for repair of marina piers at Keesler Air Force Base along with the corresponding federal contract opportunity. The electrical work includes installation of new pedestals on the west pier with both 120V and 208V receptacles, along with ensuring receptacles on the existing east pier pedestals are rated for the existing 120/208V service. Signage and equipment grounding must also be provided according to NEC requirements. Individual branch circuits from panelboards PPW2 and PPW3 shall feed each pedestal rather than the shown configuration of a single larger breaker. Conductors must be THWN or XHHW type rather than RHW due to potential for gasoline and oil spills from boats.
The federal contract opportunity is for repair of the marina piers at Keesler Air Force Base with a magnitude between $1,000,000 to $5,000,000. The acquisition is set aside for SDVOSBs. Proposals are due by the date specified in Section L, and will be evaluated according to the criteria in Section M. A site visit will take place on the specified date for interested contractors to gain access to the base. Funding is not guaranteed at this time and the solicitation may be cancelled before or after the closing date.

1. Do not see the type of receptacle going into each pedestal. I see where there can be faceplate-1 and/or faceplate-2 but there is no direction on which pedestal has what faceplate. If I am missing it I apologize. The pedestals in Detail 3 on sheet E103 are shown as being installed on the west pier. The existing pedestals on the east pier will be reused. Each new pedestal has both faceplates with the receptacle configuration laid out in the detail.
2. Need to make sure that the receptacles on the East Pier that is being fed from the 120/208v service are rated at 120/208v and not 120/240v per NEC 555.33(A)(3). Tthe unit is rated for a 2-wire, 120V circuit. The circuits feeding these existing pedestals are three phase with the note to alternate single phases between pedestals. This is reflected in the unbalanced loads in the east panelboard schedules.
3. Panel PPW3 is a 400amp panel being fed w/ 4 sets 3-500mcm. Need direction on how to connect the 4-500mcm per phase to that panel. I could maybe see using the tap rule but you still have an issue.
The information provided in the panelboard information schedule identifies the ampacity and feeder requirements for the specified panelboards. The feeder sizes have been increased to accommodate voltage drop. The contractor shall be responsible for providing a panelboard that is physically sized to accommodate the requirements specified in the panelboard information schedule.
4. Panel PPW2 is a 200 amp panel being fed w/2 sets 3-4/0. Need direction on how to connect the 2- 4/0 per phase.
See response to Item 3.
5. The cables need to be specified as “Gasoline and Oil Resistant” due to gas and oil spillage from boats. Conductor type RHW shall be removed from the allowable insulation types.
Provide conductors of insulation type THWN or XHHW as permitted by the specifications and the installation conditions.
6. Provide signage per NEC 555.24 Provide a permanent sign at each pier entrance that reads:
“WARNING – POTENTIAL SHOCK HAZARD – ELECTRICAL CURRENTS MAY BE PRESENT IN THE
WATER” in accordance with NEC 555. The sign shall be marine grade and reflective.
7. PPW3 is serving more than 1-pedestal via 200 amp two pole breaker. This way of feeding the pedestals will require taps located near each pedestal that will be located in an area that will likely get wet. NEC 555.33 (A)(3) requires an individual branch circuit to feed the shore power receptacles. Keesler would prefer 20 amp, 30 amp, and 50 amp breakers feeding each pedestal instead of the single 200 amp breaker shown. The basis of design for the west pier pedestals is Eaton Lighthouse with a 24” base extension. The pedestals are manufactured with compression style lug bus bars designed for loop feeds. Therefore, taps will not be required and the connections will be made 12” above the deck of the fixed pier in accordance with NEC 555.30.B. The east and west pier pedestals are fed from a multiwire branch circuit. Although the ungrounded conductors share a neutral, the individual multiwire branch circuits serving the pedestals are considered multiple branch circuits in accordance with NEC 210.4(A).
8. The Pedestals on the East pier are also daisy chained. Keesler prefers the pedestals be feed individually using the configuration in #7 above. See response to item 7.
9. Make sure the contractors realize that the feeder and branch circuit breakers are both GFCI protected per NEC. See note 3 on the Panelboard Information Schedule, sheet E104.
