Billing Clerk/Data Analysis
QUESTIONS AND ANSWERS
1. Question: Will the government allow substitution of education for experience? For example, PWS 1.5.4.1 states that contractors, “Must possess a minimum of 36 months experience within the last 48 months of military medical billing and 24 months experience within the last 36 months of Medical Coding.” Which occurs under the condition of only needing a High School Diploma or GED per PWS 1.5.3.1. If our candidate has a Certificate in Medical Billing and Coding, can the number of months experienced be reduced to possibly 24 versus 36?
Answer: No, the PWS does state any substitution of education for experience
2. Question: Can the contractor/offeror’s performance as “key personnel” that involved similar scope and magnitude of effort as this solicitation be included as Past Performance on attachment 3, PAST PERFORMANCE LIST OF REFERENCES?
Answer: Information can be submitted by the subcontractor, however subcontractor will need to provided what part of the requirement was performed by the Prime and Subcontractor.
3.
Question: When is the due date/response date for the proposal?
Answer: Refer to the solicitation block 8 4.
Question: According to Standard Form 1449, this acquisition is a Set-Aside, 100% for Service Disabled Veterans Owned Small Businesses, but the announcement on FBO states, Competitive Small Business 100% Set-Aside. Is this solicitation a Set-Aside for SDVOSB?
Answer: Refer to the Updated posting of the Amendment 0001
5.
Question: Is this a new requirement? If this is not a new requirement, who currently performs these services? Is there an incumbent in place? What is the current contract number?
Who is the incumbent? Previous POP? What is the response date for the solicitation?
Answer: This a is an existing requirements. The incumbent contractor is CNI Professional Services, LLC. Contract number is FA8053-12-0041-RC04. The POP is 21 Jul 2014 – 20 Jul 2016 6.
Question: What was the award amount for the previous contract? If applicable
Answer: Award Amount: $335,040.00 7.
Question: Can you please provide the Past Performance Questionnaire in a Word document?
Answer: Word Document upload as requested.
8. Question: Please clarify the POP start date, NACI / background check submission dates, and the period of time contractors have to have their worker physically start work. In accordance with 1.13.1, “Requests for Contractor personnel hired at the beginning of the contract shall be submitted to the Government not later than 45 workdays from the contract start date.” PWS 1.13.1 seems to conflict with PWS 1.1.2 in that the contractor shall physically start work no later than 30 calendar days from the initial date on the period of performance. The period of performance starts on 21 July 2016; thus according to PWS 1.13.1 the names must be submitted to background checks by 7 June 2016 which does not consider the 30-day window. We recommend either moving the POP start date by 30-days or acknowledge the start date will be negotiated around security requirements.
