1 Q: I am hoping to find out if there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement.

A: No, this effort does not have an incumbent. Although similar efforts have been put on contract by the Government, the AIM HIGH Flight Academy is the first requirement administered by

338 ESS.

2 Q: If this is a follow-on requirement, could you please provide the previous contract or task order number?

A: Please refer to Question 1

3 Q: Does the 0600-2100 time include breakfast, transportation to/from, and dinner? In other words, does the "duty day" of 0600 begin when the student show at breakfast, or at the school?

A: The duty day starts with the first scheduled event (typically breakfast or transportation to breakfast). The USAF contracting officer representative (COR) will be responsible for finalizing each AIM HIGH Flight Academy daily operation schedule in coordination with the contractor’s syllabus.

4 Q: Is the expectation that all students be at the flight school all day, or can we break up the schedule into morning and afternoon groups?

A: The expectation is for the students to be in training during normal business hours. In accordance with the PWS, the contractor shall develop a schedule in which 15 hours of flight instruction, 25 hrs of ground instruction, and 15 hours of simulator instruction can be accomplished for each student at all academies. The USAF will complement the contractor’s plan by scheduling Character and Education lessons during the gaps in aviation-based training. The students will not, however, be in their rooms or be in “off” time when not flying.

5 Q: I noticed that the travel day is on a Saturday. And then Sunday is a day off. Is that intentional? It seems like we would lose two training days with that schedule.

A: Yes, this is intentional. The second day of the academy is intended to be an administrative day in which students are introduced to USAF cadre and contractor staff, informed of the rules and expectations for the academy, and to allow the contractor to process any paperwork that may be required.

6 Q: Are contractors expected to provide "on call" transportation 7 days a week from 0600-2100, or can we provide a shuttle schedule?

A: There must be dedicated “on call” transportation between the hours of 0600-2100 for each academy.

Q: Will the web site require an application programming interface? In other words, will the information on student applications have to be exported to another kind of file or database for the USAF?

A: Yes. The Air Force will need to be able to have access to review all applications other than on the website.

The contractor shall provide weekly application updates delivered as a PDF and Microsoft Excel documents.

8 Q: Will the web server have to host videos, or can the site use third-party videos such as YouTube?

A: It can use third party videos that can be embedded on the website.

10 Q: Will the USAF need the ability to edit the web site (in coordination with the contractor)?

A: Yes. The COR will direct edits through the contractor.

11 Q: PWS 3.5.3: What is meant by coordination with students to obtain FAA Class III medicals? What is the expectation and limits of the contractor’s role for FAA Class III medical coordination?

A: The COR will provide a list of names and contact information and location for a total of 81 students (see 3.5.3.4). The Contractor will be responsible for helping the student find their local Aviation Medical Examiner (AME) and will be responsible for paying the AME directly for each student’s Third Class Medical.

12 Q: PWS 3.5.3.4: Please confirm students will need to provide one of the following (a or b) to meet the TSA clearance requirements:

A- Current, valid US Passport

B- Original Birth Certificate and Driver’s License

A: Contractor will be required to verify compliance with up-to-date TSA clearance requirements for U.S. citizens and non-citizens (COR will identify for Contractor who is a US Citizen and who is not). These requirements may be subject to change per TSA and FAA and this requirement is owned by those agencies, not by Detachment 1.

13 Q: Combined Synopsis, Technical Subfactor C: Does the contractor need to provide actual copies of airworthiness certs & registrations, or will tail # with date and inspection information

PWS, dated 22 July 20, Para 3.7.5.1 be sufficient? If we need to provide copies, will those copies count against the 20-page limit of the proposal?

A: Copies of the airworthiness certificates, registration, and inspection information are required. Multiple certificates may be placed on one page as long as the text remains legible. The inclusion of the airworthiness certificates counts against the 20 page limit.

14 Q: After the contract is awarded, are we able to make changes to the instructor cadre and/or aircraft fleet?

A: Yes. On the first business day in May, the contractor shall provide an updated list of instructors participating in AHFA and copies of their certifications; an updated list of aircraft that will be utilized for the AHFA effort, airworthiness certificates and an annual or 100 hour inspection shall also be provided. Once the flight academies start, changes need to be provided in writing to the COR prior to new instructors and new aircraft being utilized with AHFA students.

15 Q: Please confirm the new page limit for the proposal is 20 pages double sided

A: Yes. The proposal in its entirety shall not exceed twenty (20) pages, double-sided, not including the syllabus. The font shall be 12 pts and Times New Roman.

16 Q: Combined Synopsis/Solicitation, page 3, paragraph 16 - the following sentence has been added: “Be advised that all interested parties must acknowledge all Amendments when submitting their proposal.”

Are you looking for us to simply Acknowledge, with a statement in the proposal, that we are tracking Amendment 3, or do you want us to print/sign the cover page of Amendment 3 and add to our proposal?

A: Vendors must acknowledge all 3 Amendments. This can be a simple statement on the cover page that reads “Vendor XXX acknowledges receipt of Amendments 1, 2, and 3.”

17 Q: Can you please clarify how many medicals per academy are required? The CLIN breakdown shows 27 medicals, but there are 24 students. Please explain. Also on the qty. of rooms if there are 24 students in each class and 8 cadres and we are able to pair the students up in double rooms then the rooms should be broken down as a total of 20…12 double beds and 8 single beds. Can you please confirm we are able to change the 32 rooms to 20 rooms on CLIN 0005?

A: The contractor should plan to coordinate third class medicals for a total of 81 students; this number includes the 72 (24 students x 3 academies) students who will attend the academies and 9 (3 students x 3 academies) alternates during each period of performance.

The requirement for 14 two‐bed rooms and 8 single‐bed rooms (total room reservation 22) is incorrect. The correct room requirement is for 32 single-occupancy rooms. This number includes 24 students and 8 cadre.
