10 Only 2 PAST/month? Is that per RCS? Per administrator?

How does that add up to 2,000-12,000/year?

Yes, only 2 PAST/month.

Not per RCS, it is per testing location in accordance with Attachment 3 of the PWS.

For entry into these specialties, a minimum of two successful PAST are required. With 65 MEPS locations, it should equal approximately 130 tests per month. For Alaska and Puerto Rico locations, one test per month is probable.

Due to PAST failures, multiple tests may be required resulting in approximately 12,000 tests per year.

Yes, all field developers are required to possess each of the certifications mentioned within the PWS. If one certification encompasses another required certification that is acceptable. For example, if a Lifeguard certification includes CPR and First Aid certification, then it is acceptable to only have a Lifeguard certification in addition to a Personal Trainer certification.
