MEMORANDUM FOR PROSPECTIVE OFFERORS
FROM: 338 SCONS/PKC

SUBJECT: Request For Proposal (RFP) No. FA3002-13-R-0012, Maxwell-Gunter Base Operations Support (BOS), Maxwell AFB, AL.
1. Enclosed is the subject RFP for the Maxwell-Gunter (BOS), Montgomery, AL.
2. This requirement will be solicited with the issuance of a Request for Proposal using full and open competition. Proposals are required to ensure Offerors’ full understanding of the contract requirements and to determine technical acceptability. The evaluation approach for this requirement will be a Lowest Price Technically Acceptable (LPTA) Source Selection Process.
The best value to the Government is expected to result from selection of the technically acceptable proposal with an acceptable past performance and lowest evaluated price. The factors to be evaluated are Price, Technical, Past Performance and Small Business Subcontracting Plan.
The resulting award will be a Firm-Fixed-Price (FFP) contract. The proposed contract performance period will consist of a one-year basic period that includes a 45 day mobilization period, plus 4 one-year option periods and an addition 2 one-year Incentive Options Periods which the contractor may become eligible to perform based on contract performance above Satisfatory in the CPARS system.
3. Please read the RFP package carefully and complete all documents in accordance with the provided instructions in Section L.
4. Your proposal shall be submitted and received no later than 15 Jun 15 4:00 PM (CT). Late receipt of your proposal shall be handled in accordance with FAR Provision 52.215 paragraph (c). The proposal shall be mailed or delivered to the Contracting Officer, Ms. Gloria Marshall, 338 SCONS/PKC, 2021 First Street West, JBSA Randolph, TX 78150-4302 as well as 42 CONS/LGCC BOS, ATTN: Kemeshia Smith/William Stallings, 50 LeMay Plz South, Maxwell AFB, AL 36112 in accordance with the instructions located in Section L of the RFP.
5. The issuance of the RFP constitutes the initiation of the source selection process. The Procuring Contracting Officer (PCO) and the Contract Specialist are the only point of contacts (POCs) for this acquisition. Any questions, clarifications, or concerns regarding this solicitation shall be addressed in writing by mail or e-mail(e-mail is the preferred method of communication) to the PCO, Ms. Gloria Marshall e-mail gloria.marshall@us.af.mil and Mr. Benjamin Wood e-mail.
