ACQUISITION APPROACH
Performance Based Service Acquisition Full and Open Competition Solicitation will result in a single Firm-Fixed-Price Contract Period of Performance Base period plus Four (4) one-year option periods, with the possibility of becoming eligible to perform two (2) additional one-year Incentive Option Periods (IOPs) Basis for Award: Lowest Price Technically Acceptable The Government intends to Award without Discussions

Offerors are reminded to carefully review their compliance status before submitting their proposals. Ensure that any teaming arrangements or subcontractor agreements with large businesses will not result in the loss of the prime contractor’s small business status. Misrepresentation or false certification can lead to criminal liability and adverse administrative actions. Please consult the Small Business Administration for further guidance on eligibility requirements.

Special Provisions Performance Incentive Plan Price Incentive Reduction Reduce payment for underperformance based on their ability to meet Service Summary (SS) thresholds (Up to 4% of contract price at risk) SS Items are tied to CLINs, when a SS threshold(s) is not met, a report will be given to the contractor by ACO and will reduce appropriate CLIN(s) accordingly.
Incentive Option Periods (IOPs) Rewards the contractor for achieving above satisfactory CPARS ratings with up to two IOPs Contractor must achieve Satisfactory CPARS Ratings with at least one rating that exceeds Satisfactory in: Quality, Schedule, Management, or Business Relations.
Any CPARS ratings below Satisfactory will result in contractor being ineligible for the associated IOP

Source Selection Activities For the purpose of efficiency the PCO may limit the number of proposals in the competitive range to an efficient number that will permit an efficient competition for this LPTA source selection Discussions will be conducted only with those offerors determined to be in the competitive range Meaningful discussions to avoid multiple proposal revisions The government will not conduct successive rounds of discussions to give offerors opportunities to strengthen weak proposals The Government intends to award without discussions.
Source Selection Activities Final Proposal Revisions Changes or exceptions in the Final Proposal Revision are subject to evaluation and may render the Offeror’s proposal be determined unacceptable and ineligible for award.
