This information is being provided to you as a result of your response to my sources sought notice posted on FedBizOpps. This is some additional information that you will need in order to properly prepare your proposal, should you wish to do so….
Please understand that this requirement is in a state of flux and is also on a short time line to be awarded. An urgent and compelling requirement request has been forwarded to the Head of the Contracting Agency as required in FAR Part 6. So this is on the fast track…
1. Is anyone performing the work today? No, Equipment is currently being installed by Kuanta, a Turkish based company. Installation is on schedule and should be completed by 3 July 09.
2. Two locations are mentioned….will training take place simultaneously at these locations? No, Kirkuk will be the first 2 weeks (Approx 10 days) This is for the operational part of the requirement. This is hands on training of the Air Traffic Controllers on the actual equipment and in the new tower at that location. This training is for 10 students that have completed basic operations training. These students are limited (70 skill level) English proficient. The Iraqi government will have an interpreter available to the instructor. Please refer to paragraph 2.4 of the type and manufacture of the Navigational, Tower, Weather, and Airfield Equipment that the hands on training must take place on. A full list of equipment with model numbers is being developed and will be forwarded as soon as possiable.
The second part of the training is for the maintenance personal. 20 different students, this training will start in Taji, the estimate is 4-6 weeks of classroom/theory training, again the students will be limited English proficient but an interpreter will be available. The training will then move back to Kirkuk to finish the training (another 4-6 weeks of hands on. These are approximate # of days). This will be on the live equipment on the airfield.
3. What are the living conditions for our contractor (s)? Billeted on base with US forces and eating in US dining facilities, some basic transportation (on base) may be available. The contractor may arrange for a rental vehicle if necessary and include the price in their proposal.
4. Will we have hands on equipment (live or static) that are govt provided to assist us with training? The equipment will be the actual live equipment that is currently being installed. Classrooms will be made available with tables, chair ect. Audio/Visual equipment is rare and power cannot always be guaranteed at all times. The contractor should have sufficient resources to provide this equipment and a contingency plan. (Should you wish to transport equipment, please ensure you show the shipping in your proposal).
5. What is the EOC objective? To turn over the equipment to allow them to work on it, or will it be similar to a 3-level coming out of Keesler? They are looking at 7 level type training, they are currently at 3 level with some experience. The goal is for these students to become train the trainer qualified.
6. Is there anything else you can tell me about the procurement? They are hoping to start the operations training in early July. And the Maintenance part right after Ramadan, 20 Sept 09. it is estimated that the NavAid part (operations) will be 4 weeks, 20 working days, and the maintenance part, Airfield Lighting will be 2 weeks, 10 working days, and the Weather training will be 1 week, 4 or 5 working days. These are just estimates.
NavAid includes ILS, Localizer, Glide Scope, VOR (Very High Omni Directional Range) / DME (Distance Measurement Equipment), Tower Monitoring Systems (Remote Control Status Display)
Airfield Lighting includes, Airfield Lighting Systems (ALS), Constant Current Regulator (CCR), and Tower AFL Computer Control System.
Weather includes Airfield Weather Observation System (AFL), Runway Visibility Range (RVR), Ceilometer Meteorology Office Computerized Control System (TCCS).
The training days are just estimates, you will provide the training so you set the classroom and hands-on schedule in your proposal.
