STATEMENT OF WORK

Static Display Refinishing (F-4 Phantom II & F-100 Super Sabre), ANGRC

PROJECT No: ANGR 26 3123 22 May 2026

AIR NATIONAL GUARD READINESS CENTER

NATIONAL GUARD BUREAU

1. Background

The Air National Guard Readiness Center (ANGRC) campus on Joint Base Andrews maintains two historical military aircraft, an F-4 Phantom II and an F-100 Super Sabre, as outdoor static displays. These heritage assets serve to honor military history, foster esprit de corps, and enhance the visual aesthetic of the campus. Due to prolonged exposure to environmental elements, both aircraft have experienced significant exterior degradation, including coating failure, active corrosion, and deterioration of structural seals.

2. Objective

The objective of this contract is to provide all labor, materials, tools, and equipment necessary to prepare, repair, and refinish the static display heritage aircraft and their respective display stands. The Contractor shall restore the visual quality of the static displays to a museum-level standard.

3. Scope

To accommodate fiscal parameters, the requirement is structured with a Base Line Item for the F-4 Phantom II and an Option Line Item for the F-100 Super Sabre.

• Base Requirement: Refinishing of the F-4 Phantom II and its display stand.

• Option 1: Refinishing of the F-100 Super Sabre and its display stand.

For each awarded aircraft, the Contractor shall perform surface preparation, localized corrosion control, drainage maintenance, coating application, display stand restoration, and site restoration.

4. Specific Tasks

4.1 Structural Inspection & Authorization to Proceed

The aircraft mounts have not been structurally assessed in approximately 10 years.

Prior to the Contractor commencing any work, a Government-appointed Subject Matter Expert (SME) from the Civil Engineering Squadron (CES) and/or Maintenance Squadron (MXS) will inspect the supports. The Contractor shall not commence physical work on the aircraft until written approval to proceed is provided by the Contracting Officer’s Representative (COR).

4.2 Surface Preparation & Corrosion Control

The Contractor shall sand and scuff the exterior surfaces to prepare them for coating.

The Contractor shall not remove all existing layers of paint down to bare metal. The Contractor shall smooth the surface, remove flaking paint, and reveal areas of significant active corrosion. Original coatings shall be maintained and seamlessly feathered. The Contractor shall address, neutralize, and repair localized active corrosion prior to applying primer or topcoats.

4.3 Drainage Maintenance

The Contractor shall inspect and clean all engineered water drain holes on the underside of the airframe. All aircraft drain holes shall remain completely clear and unblocked by new paint, sealant, or protective coatings to ensure proper internal water drainage.

4.4 Coating Application

The Contractor shall apply high-quality aerospace polyurethane topcoats to restore the visual quality of the static display. Paint schemes, markings, and stencils shall exactly match the historically accurate configuration currently on the aircraft.

4.5 Display Stand Restoration

The Contractor shall sand, prep, and refinish the aircraft display stands to restore them to a durable, weather-resistant, glossy appearance matching their original aesthetic.

4.6 Site Protection & Restoration

In accordance with AFI 84-103, the Contractor shall utilize heavy-duty ground protection mats for heavy equipment to prevent rutting. The Contractor shall utilize ground tarps to catch all paint scrapings, dust, and overspray. Upon completion, the Contractor shall remove all equipment and restore the surrounding turf to its original or better condition (including, but not limited to, filling ruts and applying seed/straw or sod).

4.7 Environmental & Outdoor Polyurethane Exemption

The application of polyurethane coatings will be performed outdoors. The Contractor shall coordinate with the Joint Base Andrews Environmental Management Office (EMO) and Bioenvironmental Engineering Flight (BEF) prior to spraying to secure final approval under the Special Projects clause for infrequent maintenance. The Contractor shall establish appropriate environmental containment (e.g., drop cloths, wind screens).

5. Submittals & Deliverables

The Contractor shall submit the following deliverables to the KO and COR:

Deliverable Description / Requirement Schedule

Site-Specific Safety Plan (SSSP)

Comprehensive safety plan outlining hazard mitigation, PPE, and containment procedures.

10 days post-award, prior to start of work.
