About this file
This is a Combined Synopsis/Solicitation document for a Request for Quotation (RFQ) issued by the Department of the Air Force, 316th Contracting Squadron at Joint Base Andrews, Maryland. The solicitation seeks museum-level restoration and refinishing services for two outdoor static display heritage aircraft—an F-4 Phantom II and an F-100 Super Sabre, along with their respective display stands—located at the Air National Guard Readiness Center (ANGRC) in Joint Base Andrews, Maryland. Work must be performed in accordance with the accompanying Statement of Work (SOW). The solicitation number is FA286026QA004, issued September 11, 2026, with a response deadline of September 23, 2026 at 2:00 PM EST. The solicitation is set aside for 100% small businesses under NAICS code 488190 with a size standard of $40.0 million. Contract Specialist LeAndrea Beyal-Tejeda and Contracting Officer George Halley serve as points of contact. Quotes must be submitted via email and remain valid through December 22, 2026.
Offerors must submit four volumes: an administrative cover letter identifying company details and confirming understanding of requirements; Volume 1 presenting a technical approach with a work timeline beginning before September 30, 2026; Volume 2 providing three recent and relevant past performance examples from the past five years involving similar exterior painting and restoration work; and Volume 3 containing pricing for two Contract Line Item Numbers (CLINs)—CLIN 0001 for the F-4 Phantom II refinishing and CLIN 0002 as an option for the F-100 Super Sabre refinishing. All pricing must be complete, reasonable, and inclusive of labor, materials, equipment, shipping, and overhead. Volume 4 requires completed representations and certifications unless current in the offeror's SAM.gov profile. Award will be determined through an integrated assessment of technical acceptability, past performance confidence rating (acceptable, neutral, or unacceptable), and total evaluated price, with preference potentially given to higher-rated offerors where superior past performance justifies cost differences. The Government intends to evaluate offers without interchanges, emphasizing that initial offers should contain best terms.

RFO 52.212-2 Evaluation - Commercial Products and Commercial Services
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: Technical, Past Performance, and Price.
(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)
Addendum to RFO 52.212-2 Evaluation - Commercial Products and Commercial Services
Award will be made to the offeror who is deemed responsible in accordance with the RFO, as supplemented, whose quote conforms to the solicitation's requirements (to include all stated terms, conditions, representations, certifications, and all other information required by the 52.212-1 addendum of this solicitation) and is judged, based on an integrated assessment of Technical, Past Performance, and Price, to represent the best value to the Government.
The Government seeks to award to the offeror who gives the Air Force the greatest confidence that it will best meet, or exceed, the requirements. This may result in an award to a higher rated, higher priced offeror, where the decision is consistent with the evaluation factors, and the requirement owner and CO reasonably determine that the superior past performance outweighs the cost difference.
The following factors will be used to evaluate the contractor’s quote:
FACTOR 1 – TECHNICAL
This factor will be evaluated on an Acceptable or Unacceptable basis. To be rated Acceptable, the technical approach must provide a detailed methodology describing how the offeror will perform the requirement in accordance with the SOW. The technical approach must include a date at which the offeror is available to begin work.
Definitions:
Acceptable: The submitted proposal is compliant with RFQ and SOW requirements.
Unacceptable: The submitted proposal is non-compliant with RFQ and SOW requirements, rendering it ineligible for award due to the presence of one or more deficiencies.
FACTOR 2 – PAST PERFORMANCE
The Government will evaluate the offeror’s Past Performance to determine whether the offeror’s past performance is recent and relevant as defined in RFO 52.212-1. The Government will also evaluate how well the offeror performed on prior contracts/projects and assess an acceptable, neutral or unacceptable confidence rating.
To be considered relevant, the submitted past performance references must demonstrate work involving exterior painting and restoration of historical aircraft and/or historical military equipment.
In addition to the submitted Past Performance Information provided by the contractor, the government reserves the right to use other sources of past performance information in determining a confidence rating.
Step 1: Recency Assessment The Government will first review the past performance information sheets provided by the vendor and those found in other sources (e.g., CPARS) to determine if they are recent. A past performance reference is considered recent if the work was performed within five (5) years prior to the issuance date of this RFQ. References that are not recent will not be evaluated further.
Evaluation Criteria
Step 2: Relevancy Assessment For all recent past performance references, the Government will assess their relevance to the work required by the Statement of Work (SOW). The Government will consider the scope, magnitude, and complexity of the prior work specifically as it relates to the ANGRC Static Display Refinishing requirement. Past Performance Information that is not relevant will not be evaluated further.
Step 3: Performance Quality and Reliability Assessment The Government will evaluate the quality of performance on contracts deemed recent and relevant to assign an overall Acceptable, Neutral or Unacceptable confidence rating as defined below:
Acceptable: Based on the vendor’s performance quality on recent and relevant efforts, the Government has an acceptable degree of confidence that the vendor will successfully perform the required effort. The vendor's record indicates performance was of acceptable or higher quality.
Neutral: No recent and relevant performance record is available for review, or the record is so sparse that no meaningful confidence assessment can be made. This rating is not viewed favorably or unfavorably.
Unacceptable: Based on the vendor’s performance quality on recent and relevant efforts, the Government has a low expectation that the vendor will be able to successfully perform the required effort. The record may indicate performance issues on one or more contracts.
FACTOR 3 – PRICE
The Total Evaluated Price (TEP) will be calculated as the sum of the Offeror’s proposed prices for all Firm-Fixed-Price Contract Line Item Numbers (CLINs) to include Option CLINs. The Government's intent is to award all CLINs; however, the Government reserves the right to award all, some, or none.
The Government will evaluate the quote submitted in response to this solicitation to ensure that the proposed price is complete, reasonable, and balanced. The Government reserves the right to reject an offer if the CO determines that the proposed price does not meet the criteria of completeness, reasonableness, and balance.
Completeness: The offeror's price and other supporting information will be evaluated to ensure continuity and traceability of prices to the proposed technical plan and between initial quotes and any revisions thereto. The review will determine the adequacy of the offeror's quote in addressing and fulfilling the solicitation requirements.
Reasonableness: The quote will be reviewed to determine the reasonableness of price and the offeror's understanding of and ability to perform the requirement. Price reasonableness will be determined through the use of competition. In the event adequate price competition is not received, the CO may use one or more of the price analysis techniques described at RFO 15.404-1.
Balance: In accordance with RFO 15.404, unbalanced pricing may increase performance risk and could result in payment of unreasonably high prices. All separately priced line items will be analyzed to determine if the prices are unbalanced. The offer may be rejected if the CO determines the lack of balance poses an unacceptable risk to the Government.
BASIS OF AWARD
Award will be made IAW the procedures specified in this Request for Quote (RFQ). A contract may be awarded to the offeror who is deemed responsible IAW RFO Subpart 9.1, as supplemented, whose quote conforms to the solicitation requirements and is judged to represent the most advantageous to the Government, price and other factors considered.
GENERAL CONSIDERATIONS
The quote must comply in all material respects with the requirements of law, regulations, and conditions set forth in the solicitation. To be eligible for award, the offeror must be determined responsible as defined in RFO 9.104-1.
By submission of your quote, the offeror agrees to all solicitation requirements including terms and conditions and representations and certifications. The offeror shall clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The Government reserves the right to cancel this solicitation with no obligation to the offeror.
A written notice of award or acceptance of an offer, mailed, or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
The Government reserves the right to conduct interchanges with offerors. These interchanges may be used to clarify aspects of quotes, resolve minor deficiencies, or allow offerors to revise their quotes (including price). The Government is not obligated to conduct interchanges with all offerors and may award without conducting interchanges.
