About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition (J&A) document for a single source procurement under the simplified procedures authority of RFO 12.201-1 and 41 U.S.C. 1901. The contracting activity is 316 CONS under the Air National Guard Readiness Center (ANGRC). The acquisition involves a delivery/task order on a limited source basis through GSA eBuy for Tellabs Optical Line Terminal (OLT) chassis and associated hardware components valued under $10 million. The equipment is required to upgrade and expand the existing fiber-optic network infrastructure supporting both unclassified (NIPR) and classified (SIPR) environments at ANGRC.

The justification for single source procurement is based on the proprietary nature of the existing Tellabs system and the requirement for seamless compatibility with current infrastructure. The agency maintains an existing "repair and replace only" maintenance contract with Tyto Athene LLC, which is obligated only to service Tellabs hardware; procurement of alternative manufacturer equipment would risk voiding this contract. The J&A identifies that procuring from a different manufacturer would result in increased costs, logistical complexity, and inefficiencies from managing multiple vendors. To address competition concerns, the government commits to conducting a comprehensive market survey prior to maintenance contract expiration and the next major network modernization cycle, developing future requirements using non-proprietary, standards-based specifications, and implementing a long-term transition plan to migrate to a multi-vendor compatible infrastructure. The contracting officer (1st Lt Christopher Jackson) and technical personnel (Torrie D. Horton, GS-13, Branch Chief of Network Operations) have certified the justification as accurate and complete.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):

Agency: ANGRC Contracting Activity: 316 CONS

II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):

This document approves the award of a , Delivery/Task Order on a limited source basis to GSA eBuy for Tellabs OLT chassis and related hardware. In support to modernize the ANGRC network while ensuring compatibility with the current maintenance infrastructure . This justification is made on Individual basis.

III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):

The requirement involves the acquisition of a Tellabs Optical Line Terminal (OLT) chassis and its associated hardware components to upgrade and expand the existing fiber-optic network infrastructure at the Air National Guard Readiness Center (ANGRC). This equipment serves as the central hub for the network, facilitating high-speed data transmission across both unclassified (NIPR) and classified (SIPR) environments. Due to the proprietary nature of the existing system, this hardware must integrate seamlessly with the current architecture to ensure continuous mission support and maintain the validity of the existing maintenance agreement.

IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):

RFO 12.201-1 Simplified Procedures, 41 U.S.C. 1901

V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):

The required equipment is a proprietary, chassis-based optical networking system from Tellabs, designed to upgrade and integrate with the existing network infrastructure. As detailed in the Salient Characteristics sheet, this equipment functions as the central Optical Line Terminal (OLT), which requires seamless compatibility with the current Passive Optical Network (PON) to support both SIPR and NIPR environments. Acquiring equipment from another manufacturer would not be compatible with the existing proprietary Tellabs system.

The ANGRC has an existing "repair and replace only" maintenance contract with Tyto Athene LLC for the current Tellabs infrastructure. The introduction of equipment from a different brand would risk voiding this contract, as Tyto Athene LLC is only obligated to service Tellabs hardware.

Procuring equipment from a different manufacturer would result in increased costs, logistical complexity, and inefficiencies from managing multiple vendors for a single integrated network system. Therefore, it is not advantageous for the government to pursue this course of action.

VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):

Prior to the expiration of the current maintenance contract and before the next major network modernization or technology refresh cycle, a comprehensive market survey will be conducted. This survey will identify and evaluate alternative optical networking technologies and vendors. Future requirements for network upgrades will be defined using non-proprietary, standards-based specifications wherever possible. This will promote competition by allowing equipment from multiple vendors to be considered. A long-term transition plan will be developed to migrate from the current proprietary system to a more open, multi-vendor compatible infrastructure. This will be timed to align with the end-of-life of the current equipment

May 2026 Page 3 of 3May 2026 Page 3 of 3 and the expiration of existing maintenance contracts, allowing for a competitive procurement for the next generation of network hardware.

VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):

The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.

VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):

Not Applicable

IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):

This action will be solicited in GSA eBuy to ensure the as many qualified vendors will be able to view and reply to the solicitation.
