SECTION 1 - DESCRIPTION OF SUPPLIES AND SERVICES / GENERAL INFORMATION
1.0 Introduction
This Performance Work Statement (PWS) defines the requirements for the delivery and handling of dry ice blocks to support air transportation and cargo preservation operations for the 89th Aerial Port Squadron (APS), Joint Base Andrews, Maryland.
1.1 Scope
The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and parts necessary to deliver dry ice blocks using contractor-furnished containers that preserve product integrity in support of air transportation and cargo preservation operations for the 89th Aerial Port Squadron at Joint Base Andrews, MD. The contractor must maintain sufficient capacity to fulfill scheduled weekly deliveries, as well promptly accommodate emergent and surge shipments to designated locations. The contractor shall also maintain continuous availability, implement digital invoicing and delivery record-keeping systems, and conduct regular exchange of containers.
1.2 Description of Supplies and Services
1.2.1 Contractor Requirements
• Dry ice shall be supplied in solid block form, each individually wrapped to prevent freezing together.
• Each block shall weigh 50 lbs; no other sizes will be accepted.
• Each shipment shall consist of 4,000 lbs of dry ice total; split deliveries are not permitted.
• Surge deliveries, typically occurring 1–2 times per quarter, may add between 2,000 and
5,000 lbs per order beyond the standard weekly 4,000 lbs, with notice provided anywhere from same-day up to three weeks in advance. The contractor shall maintain capacity to promptly fulfill these variable demands.
• Emergent delivery requests must be fulfilled within 24 hours of receipt of government notification.
• Blocks shall be delivered in containers sufficient to preserve product integrity and in accordance with all applicable Department of Transportation (DOT) regulations (49 CFR) for ground transportation of hazardous materials, specifically dry ice (UN1845). Containers must be vented and durable to ensure safe delivery.
• Containers shall be contractor-furnished and exchanged weekly. Empties will be removed and replaced with full containers during each delivery.
• The contractor shall maintain accurate delivery logs for all shipments and provide them to the Government to support invoicing and performance verification.
• Contractors may not leave material handling equipment (MHE) on-site; all contractor-furnished MHE must be brought for each delivery and removed after use.
• The contractor shall provide a current Safety Data Sheet (SDS) in accordance with 29 CFR
1910.1200 (Hazard Communication) and all applicable OSHA standards. The SDS shall be submitted electronically to the designated Project Manager no later than five (5) business days after contract award and prior to the initial delivery.
• The Contractor shall comply with DFARS 252.223-7001 (Hazard Warning Labels) for all delivered hazardous materials.
1.2.2 Deliverables Summary Table

1.3 General Information
1.3.1 Hours of Operation
• Deliveries shall occur every Wednesday between 0730 – 1630.
• Upon arrival, delivery personnel shall report to the Pearl Harbor Gate and contact the designated points of contact given after award.
• Delivery personnel will be escorted to Building 1900. Prior coordination with the
Government is mandatory to arrange escort services. Contractors shall provide the designated government point of contact with a delivery schedule in advance and notify any schedule deviations promptly to ensure escort availability.
1.3.2 Base Access
The contractor shall ensure all delivery personnel possess valid base access credentials and vehicle passes prior to arriving at the installation.
• Identification badges must be prominently worn on-site.
• A written request on company letterhead shall be submitted to the Government POC designated after award (DD577 holder for 89 APS), listing:
o Contract number o Work site location o Period of performance o Names of employees and subcontractors requiring access.
• The DD577 Holder will endorse and forward the request to Base Pass & Registration.
• Upon reporting, personnel must present:
o Valid driver's license o Current vehicle registration o Proof of insurance o Social Security number
1.3.3 Period of Performance
• Base Year: 30 September 2025 – 29 September 2026
• Includes four (4) one-year option periods.
• Government points of contact for delivery coordination and access will be provided separately upon award.
1.3.4 Security Requirements
Contractor personnel shall comply with all installation security regulations. The contractor shall ensure all employees receive required initial and recurring security briefings. Any potential threats to government personnel, facilities, or information systems shall be reported immediately to appropriate authorities. The contractor shall sign an agreement acknowledging compliance with these security and reporting requirements.
1.3.5 Material Handling Equipment (MHE)
All Government-owned material handling equipment (e.g., pallet jacks, forklifts) will be operated solely by U.S. Government personnel. Contractors may furnish their own MHE;
however, such equipment must be brought for each delivery and removed upon completion; no contractor-furnished MHE may be stored on-site. All offloading involving Government MHE will be performed exclusively by Government personnel.
1.3.6 Performance of Services During Crisis
In the event of a peacetime emergency, wartime contingency, or civil disturbance, neither party shall be held liable for performance failures due to conditions beyond their control.
1.4 Remedies for Non-Compliance
In the event of Contractor non-compliance with this specification, the Government reserves the right to take appropriate corrective action, including, but not limited to, issuing documented verbal and/or written notices and exercising all rights and remedies available under the contract and applicable law. Such remedies may include withholding payment proportional to any costs incurred as a result of the non-conformance, and may extend to termination of the contract.
1.4.1 Timely Delivery
The Contractor must deliver dry ice in accordance with the schedule specified in Section 1.3.1 (Hours of Operation). Failure to do so requires the Contractor to coordinate with the Project Manager to reschedule and complete the delivery at no additional cost to the government. The government will issue a verbal and/or written notice of the non-compliance and may withhold reimbursement proportional to any costs incurred due to the delay.
1.4.2 Quantity
The Contractor is responsible for delivering dry ice blocks in the specified quantity, weight, and format as outlined in Section 1.2.1. If the delivery is incomplete, or if any blocks are damaged or do not meet the required specifications, the Contractor must promptly replace and redeliver the affected items at no cost to the government.
1.4.3 Quality/Compliance
If the delivered dry ice fails to meet the specified purity, packaging, or labeling requirements, or does not comply with applicable Department of Transportation (DOT) regulations for air transport (49 CFR), as outlined in Section 1.2.1, the Contractor shall replace the non-conforming product at no cost to the Government.
1.4.4 Container Exchange
The Contractor shall perform container exchange weekly as specified in Sec. 1.2.1. Failure to properly execute this exchange may result in a written warning and/or require the Contractor to return and retrieve unexchanged containers at no additional cost to the Government.
1.4.5 Security/Access
Contractor personnel must adhere to base access procedures as outlined in Sec. 1.3.2 and comply with all installation security regulations as stated in Sec. 1.3.4. Non-compliance may result in a verbal or written warning and/or access revocation.
