.) Spec Section 013526 paragraph 1.6.1.1.1 allows the site safety officer to act as the CQC for the project. However Spec Section 014500 par 3.4.2 states that the CQC can have no other duties.
Please clarify whether the SSHO can also act as the safety officer or not. Answer: Yes, the site safety officer may also act as the CQC.
.) The specifications say that blast doors are required. No such indication of any blast door requirements is indicated on drawing A 112. Which doors require blast rating and what is the blast rating requirements they have to meet? Answer: Doors in B1915 are to be replaced in kind. The Blast Resistant Doors section was included in the specifications listing in the event that the requirement came up during design.
.) The specifications indicate ceramic tile, finish carpentry, water repellants, air barrier, structural steel etc. are relevant specification sections for this project, but drawing A 112 does not indicate any of these related products being a part of this RFP. Please confirm they are not required for the project. Answer: These sections were included in the specifications listing in the event that the requirements came up during design. Structural steel is generally ancillary to the mechanical work.
.) Section 01 10 10 - Part 1 under 1.1.1 states the main goal of the project includes the “main goals of this project are correction of deficiencies in life-safety and fire protection systems, repair and replacement of the fire suppression systems” Please confirm if it is the contractor’s responsibility to assess during the pre-bidding stage and determine the necessary measures needed to assure the fire suppression systems (HEF and sprinkler) will meet or exceed the minimum requirements of UFC 4-211-01? Answer: Yes.
.) The documents somewhat contract in that they list specific items to repair/replace, yet further state that it is the contractor’s responsibility for a fully functional system in accordance with UFC. If additional work, such as a reconfiguration of the HEF systems to meet PAT/FAT requirements, overhead piping changes, additional HEF zones, removal of bird netting, construction of additional HEF equipment rooms within the hangar, structural upgrades should generators be required to be relocated and or added, etc… be viewed as a compensatory contract change or expected to be provided at no additional cost to the gov’t. Answer:

.) UFC 4-211-01; April 13 2017; 3-6.18 - In the event drawings of the existing fire suppression systems are not available, should the contractors include the provisions necessary in order to accurately survey pipe sizes with a high reach lift, in order to create as-built drawings for completion of the hydraulic analysis? Answer: N/A.
.) Appendix I outlines the Testing requirements of the project for the life safety systems. Based on 1 week for the PAT (from start of preparing the hangar to final foam cleanup at week’s end), allowing 14 days for the gov’t to review the PAT video and agree to perform the FAT, and then another week for the FAT, the hangar may be in a testing ready state for a minimum of 30 days.
Is it acceptable to leave the plastic draped around the hangar perimeter and other preparatory items in place during the 30 day cycle, or will it be required to remove the plastic after the PAT and then re-prepare the hangar for the FAT? Answer: It is acceptable to leave the plastic draped around the hangar perimeter and other preparatory items in place during the 30 day cycle.
.) In the event preliminary design calculations show the system would not meet the fluid delivery requirements to meet the 60 second timed test of the PAT/FAT, should the contractor’s price up additional zones, foam tanks, inductors as required for a working design/build solution or price the itemized list as provided in the documents only. Answer: price up additional zones, foam tanks, inductors as required for a working design/build solution.
