About this file
This document contains answers to questions regarding solicitation number FA286020R0051 from the Department of the Air Force for repair work at Building 1915. The scope of work involves miscellaneous finish upgrades, supporting mechanical, electrical, and fire protection work by repairing or replacing partitions, ceilings, flooring and other materials. Exterior doors will be replaced and overhead door flashing repaired in the hangar. The work must be scheduled to minimize mission impacts as the hangar is in a restricted flight line area requiring escorts. Hazardous materials procedures are specified for unforeseen hazards. Mold remediation is confined to offices and bathrooms, though asbestos abatement is not included in the scope. Clarification was provided that 5% is an acceptable estimate for sprinkler pipe repair or replacement beyond total sprinkler head replacement.

1. What evaluation criteria will be used to determine if proposals are Technically Acceptable? Section M lists only Buy American and by Amendment “Period of performance is no more than 360 days.”
Answer: The criteria is LPTA (Lowest Price Technically Acceptable)
2. Are the B1915 Drawings and Specifications Conceptual Design submission considered part of the SOW or are they for reference only?
Answer: They are part of the SOW.
3. Are any further design submissions required other than the system level submittals, shop drawings, and calculations required by the SOW?
Answer: No.
4. Since most of the Life Safety systems are being modified or replaced will the building be in operation during the contract? If so what safety precautions does the contractor have to consider given building is used for fuel system purging?
Answer: The building be in operation during the contract. The contractor does not have to consider safety precautions related to fuel system purging. That is the Government’s responsibility.
5. At the site visit we were told the existing fire protection system is not operational. Is there an estimate of how much of the existing sprinkler piping system (other than the 100% replacement of sprinkler heads) will need to be repaired or replaced? Can we base our bids on 5% repair or replacement?
Answer: Yes, 5% is acceptable.
6. What are the hours of operation for the contract? (Ref p40 Specification comment 01)
Answer: For construction work: regular hours: 7:00 am – 4:00 pm
7. Is a new mechanical room required? SOW p10 Para 2.b “The AHUs are in the hangar and should be in a mechanical room in accordance with UFC-4-211-01, Aircraft Maintenance Hangars.” SOW p14- 15 “The new AHUs and H&V units should be in new mechanical space.” Structural comments 06 and 09 by Daniel Fragozo also reference a new mechanical room. Also Response to Henry Stripling (DynCorp) comment, p 38 General 01, indicates a need for a new interior mechanical room. If needed where would this room be located and what size should it be?
Answer: No. see 2019_1211 RFP B1915, (“the RFP”), drawings M-112 and M-212. The RFP is the SOW.
The pages referenced in this question are from the Design Analysis, which was not intended to be a part of the contract documents. It was written by the architect/engineer (A-E) to describe their design process and understanding of the project to the government. It’s inclusion with the RFP was an error made by Base Civil Engineering. The Design Analysis version with comments was NEVER supposed to be included in the bid documents.
8. Are there any details on the requirements of the PA system?
Answer: Only that which is in the RFP.
9. Part I A. Architectural Para 2 Additional Items NOT Included in the Statement of Work lists exterior doors and overhead door flashing. Are these items excluded from the SOW?
Answer: No. As stated in the answer to question #7, the Design Analysis is an information only document. The RFP does include replacement of exterior doors.
10. P 17 E. Structural 3. Summary lists an HVAC requirement “Standard 18: HVAC systems shall be installed with an emergency cutoff.” Is this meant to be included in D. HVAC?
Answer: Please see the answer to question #7.
11. Will the existing FFE in the office area be removed before construction starts?
Answer: If you mean furniture, fixtures, and equipment, the answer is yes.
12. The Asbestos report dated June 11, 2018 indicates in Section 2.2 Table 1, there is asbestos in Fire Doors on the elevator lobby and stairwells. There is no elevator lobby nor stairwells with fire doors in Bldg 1915, the location of this contract. Please clarify the areas of Bldg 1915 that require asbestos removal if any. There does not appear to be any asbestos removal in the SOW.
Answer: The reference to the elevator lobby and stairwells in Bldg. 1915 is an error. They found no asbestos in Bldg 1915 (see RFP pages 363 – 372).
13. The cost estimate attached to the SOW in Section II Project Background states; “and sandblast and refinish corroded hangar doors,” Since this is found nowhere else in the SOW please clarify if this is part of the work required under the contract.
Answer: No, it is not.
14. Is there a specific MOP for the Mold remediation or are we supplying it?
Answer: What does MOP stand for? If it’s a procedure, then yes.
15. Is the wall insulation supposed to be removed the scope as well calls out the insulation in the ceiling to be removed but does not mention the wall insulation?
Answer: Yes.
16. Is there any asbestos abatement as a part of this project?
Answer: No (see answer to question #12). However, there might be lead-based paint abatement (see RFP pages 343, 407 – 409).

18. On drawing A-111 note 20 The are requiring that all the doors and frames be to be removed. The asbestos survey says they didn’t test the doors for asbestos, but they may contain asbestos due to the plate on the door. Have they tested these doors since the last survey? Are they asbestos containing? And are all the doors in my scope or only the interior doors in the office area?
Answer: We do not know if they contain asbestos. See RFP, SECTION 01 35 26, 3.1.4 Unforeseen Hazardous Material, p. 172.
