1. Reference: “Design Build” OR “Replace in Kind” Project / Statement of Work - 8/17/2020 (SOW), Title Page (Page 1), and Part 2.1.1 (Page 2); and Solicitation No. FA286020R0048 – Page 1 of 51, Block 10.

Question: Statement of Work (SOW) Title Page (Page 1) states “Design Build Project”. Document named ‘Solicitation+-+FA286020R0048’ (SF1442), Page 1, Block 10 and SOW Part 2.1.1 both state “This is a “Replace in Kind” project.”. Which is correct? This has a bearing on the type and number of engineering tasks required, their associated costs and the deliverable documents to be generated.

Replace in kind

2. Reference: Period of Performance / Solicitation No. FA286020R0048 – Section F, Page 8 of 51.

Question: Please confirm the designated Period of Performance is from 07 Sept 2020 to 12 May 2021. (This is 247 calendar days.) RTUs and chillers may have long lead/order times which could impact the designated Period of Performance.

247 days POP from NTP

3. Reference: High Efficiency Boilers / Statement of Work - 8/17/2020 (SOW), Part 2.1.1 – HVAC (Page 2) Question: Please define and further describe ‘High Efficiency Boilers’.

The existing Lochinvar gas-fired, hot water boiler is approximately 75% to 85% efficient and over sixteen years old. The government is interested in new boilers, with high output high efficiency, and hot water boiler capacity.

4. Reference: Statement of Work - 8/17/2020 (SOW), Part 2.1.1 – HVAC (Page 5) Question: 20 Ton AHU indoor unit and associated roof mounted condensing unit serving Crisis Action Team (CAT). “New indoor/outdoor unit shall be compatible with R-143a.” This refrigerant is unfamiliar to TRC. Typically, split systems of this type use R-410A. Is this a typo? Please clarify.

This was not a typo, since this refrigerant is limited to one company and most companies use R410a then R410a is the refrigerant to be used.

5. Reference: Statement of Work - 8/17/2020 (SOW), Part 2.1.1 – HVAC (Page 5) Question: “30 Ton RTU servicing the large amphitheater room”: Is this unit operated continuously or is it cycled on for occupancy only? This room presents special problems if an RTU of that size is operated with the room being vacant a majority of the time. Premature failure and/or very poor performance can be expected if this unit is not designed and then operated in accordance with the design.

This unit is operated continuously. Pre-COVID this room is heavily used. Post COVID this room is slowly increasing in usage. The government is expecting a unit to be designed that can heat/cool this unique multi-purpose area.

6. Reference: Statement of Work - 8/17/2020 (SOW), Part 2.1.1 - HVAC (Page 5) Question: ‘The Contactor shall submit design calculations to substantiate proposed layout and sizing of utilities and structural elements (i.e., HVAC loads, electrical loads, Platform supports, etc.). What types of design calculations are required? Is the Carrier HAP program acceptable for HVAC calculations?

Yes, HAP is acceptable. This is a replace in kind project, CE is asking for design calculations for verification purposes for the outdoor units and sizing of new pipes and new pumps if applicable.

7. Reference: Efficiency Rating for RTU and Split System / Statement of Work 17/2020 (SOW) Question: For RTU and Split System, what efficiency rating is required. Is there interest in energy efficiency system changes, such as CO2 control of outdoor ventilation?

The required efficiency (SEER) is per the latest Unified Facilities Criteria. The government is interested in outdoor ventilation and programmed into the controls system. B3500 already has CO2 sensors.

8. Reference: EMC System Background / Statement of Work - 8/17/2020 (SOW) Question: “Install new energy management control system to all new components and connect to JBA EMC System.” Please provide EMC System background (I.E., existing sequences of operation, Bacnet or Lonworks backbone, graphics standards, etc.) for our price proposal.

Ensure all new components are compatible with Automated Logic, the existing building control system. Our buildings are not integrated with Joint Base Andrews control systems.

9. Reference: Commissioning Requirement / Statement of Work - 8/17/2020 (SOW) Question: There are effectively four projects here; boilers replacement, N-1 chiller new installation, RTU replacement, and energy management system addition/expansion. What level of commissioning effort is expected? Please elaborate.

Contractor to commission only new equipment per the Statement of Work.

10. Reference: Air and Water Flow Readings and Balancing / Statement of Work - 8/17/2020 (SOW) Question: Is it the intention of this RFP to limit air and water flow readings and balancing to the replaced equipment; or to do ‘whole-system’ balancing?

Limit air and water flow readings and balancing to the replaced equipment

11. Reference: Power for New Chiller / Statement of Work - 8/17/2020 (SOW), Part 2.1.1 – HVAC (Page 5) Question: Has any accommodation been made electrically for the new chiller? Or is it the intent of the Scope of Work for the chillers to be operated from the same power source; Either/Or?

It is the government intent for the contractor to place the chiller adjacent to the existing chiller system outside and run power back underground to the electrical room in B3500 that was visited on Monday/17 August.

12. Reference: Permits / Statement of Work - 8/17/2020 (SOW), Part 6.3.1 Question: Permits are described in Part 6.3.1. Please provide a list of the specific permits and their associated fees as required for this project. If a (Construction) Permits and Fees Schedule exists for Joint Base Andrews, please also provide that document.

JBA is Federal land to include B3500. Contractor shall follow all Federal regulations and laws, to include all Air Force guidance and regulations.

13. Reference: Statement of Work - 8/17/2020 (SOW), Part 2.1.1 – HVAC (Page 5) Question: There is reference to a drawing to be attached to the RFP related to the chiller layout piping. “Install new 320 Ton Trane air-cooled chiller with new concrete pad adjacent to existing chiller to remain, and connect new chilled water pipes to existing chiller piping system refrigerant relief piping, and valves as referred in attached drawing, reinsulate all existing and new chilled water piping and fittings in mechanical room.” We have received the mechanical drawings, but to be clear, there is NOT an additional drawing showing the new piping, valves, etc., as referred to. Missing Mechanical Drawings - to date – are as follows: M1.1 through M1.4, M1.6 through M1.11, M1.13 through M1.15, M2.5, M2.6 and M3.3. We request all Mechanical Drawings as part of verifying chiller, boiler and pumps sizing as required in the RFP. We also request Electrical Drawings for the same reason.

14. Reference: Sequence of Operation for Chiller / Statement of Work - 8/17/2020 (SOW) Question: “The contractor shall coordinate phasing sequence for chiller with the building staff/facility manager to minimize chiller downtime, refer to attached drawing for sequence of operation.” Please advise which of the drawings issued to date includes a “Sequence of Operations”. If not shown or included on the drawings provided to date, please provide a copy of the referenced drawing Will be provided if available

15. Reference: Chilled Glycol Thermal Storage Plant / Drawings Question: Limited drawings provided indicate a partial load low temperature chilled glycol thermal storage plant. Is this still functional and is the new N-1 chiller required to run at the lower temperatures?

The old ice enhanced chiller system has been removed. The new chiller is not required to operate at lower temperatures. Refer to New drawings.

16. Reference: CAD and Word Files for Contractor’s Use Question: Please advise if the Owner will provide CAD files (drawings) and Word files (specifications) for the Contractor’s use in generating the required Design Documents.

Will be provided if available Additional CAD drawings and Word doc specifications will be provided to assist with the design effort that will aid in the As-Built requirement.

17. Reference: Site Superintendent – Quality Control and Site Safety Question: Will the Contractor’s Site Superintendent be allowed to also perform the roles of Quality Control Manager (QCM) and Site Safety and Health Officer (SSHO)? If not, please specify the On-Site Personnel requirements.

I do not have issue with the following request. The government would expect a cost savings for only having one representative for the three tasks.

18. Reference: Building Automation System / Controls Contractor Question: Please provide the company name, contact person, and phone number for the Building Automation Systems (BAS)/Controls Contractor currently providing service and/or maintenance for the existing building and temperature controls systems in Building 3500.
