AJXF-18-1563 HVAC REPAIR & FIRE SUPPRESSION
The purpose of Amendment 0002 is as follows:
1. To post the Request for Information (RFI)
3. To extend the proposal due date from 28 July 2020 by 11:59PM Eastern to 30 July 2020 by
10:00am Eastern. All other terms and conditions remain unchanged.
Proposal Submittals: Please submit your low price proposal no later than 30 JULY 2020 by 10:00 am Eastern to the POCs listed below. Proposals must be submitted electronically. No hard copy proposals will be accepted. Late proposals will not be accepted.

1. Q. Can you provide a copy of the sign in sheet?
A. NO.
2. Q. Please confirm the workforce for this project will be US Citizen only.
A. No, but they must be legal residents (Green Card holders)
3. Q. Please confirm we will be permitted to obtain a vehicle pass to get one company truck through the secured gate daily.
A. Yes.
4. Q. Please confirm if our staging area will be inside or outside of the secured fence.
A. Inside the airfield fence, you will be allowed 4 parking spaces for temporary storage.
Anything more than that will need to be stored 4 miles away at the other side of JBA.
5. Q. Please confirm if escorts will be required to stay with our personnel at all times, and if Government will be providing escorts or if Contractor will be required to obtain escort badges.
A. Yes, escorts will be required to stay with your personnel at all times, and the escorts will be provided by the Government.
6. Q. Deliveries – can we escort third party delivery vehicles through secured gate and what gate do they come in?
A. They will have to enter through the Pearl Harbor Gate, and be announced 2 hours prior to their arrival.
7. Q. We assume this project may have unannounced ramp freezes, can you explain how much downtime we should include in our assumptions for one work week? On average, how many hours and how many stoppages per week should we expect and build into our estimate?
A. As long as your personnel are inside the building, they can continue working. Assume
3 ramp freezes per week, 1 hour each.
8. Q. Will anything be brought into the warehouse portion of the building that would be considered secretive (and require us to stop work for an extended period)?
A. No.
9. Q. Please confirm the intention is to replace UH-3 in the 2nd floor Mechanical room
(not 1st floor mechanical room as referenced in the SOW).
A. Yes, SOW says "Replace 5 unit heaters:...Mezzanine and 1st floor Mechanical Rooms
(UH-3)"
10. Q. Will any work be required to be done during off hours?
11. Q. The SOW calls to replace the (DH-3) door heaters at the two ramp doors. Please confirm that door heaters for the other doors (DH-1) and (DH-2) are not required to be replaced.
A. ALL door heaters (DH-1: quantity 2, DH-2: quantity 4, DH-3: quantity 4), including their fans ARE required to be replaced. The SOW will be revised accordingly.
12. Q. If we are replacing the existing gas-fired unit heaters with and infrared system, the infrared heaters will uses the concrete floor as a heat sink and as long the doors are not left open a lot in the winter, the DH-1 and DH-2 may not be necessary.
A. All door heaters are necessary.
13. Q. Is the scope of work for DH-3 replacement limited to just an equipment replacement? Are we reusing the existing duct and grilles, or are we to replace the whole assembly?
A. Reuse all the existing duct and grilles.
14. Q. The SOW calls to replace 5 floor mounted unit heaters, however, an additional unit heater was present in the sprinkler room. Is this to be replaced as well?
A. Yes, SOW says “…and 1st floor Mechanical Rooms (UH-3).”
15. Q. For the R6 insulated ceiling tiles, will insulating the ceiling with loose insulation batts be acceptable or it is desired to have an insulated ceiling tile that provides the
R6 insulation.
A. The latter: insulated ceiling tiles that provides the R6 insulation.
16. Q. It is not mentioned in the SOW, however, if we are replacing the heat tracing, that piping should also be provided with new insulation and aluminum jacketing. Is this to be included?
17. Q. Aside from age, are there any performance shortcomings that this replacement is attempting to remedy, particularly with the high-bay heater replacement?
18. Q. The Period of Performance (PoP) is designated as 64 Calendar Days on Page 1 of
51, Box 10. The Solicitation document named ‘AJXF 18-1563 Bldg 1900
HVAC_CONSTRUCTION SCHEDULE’ shows the PoP as 180 calendar days.
Please confirm that the PoP for this project is 180 calendar days, and that the 64 calendar days shown on Page 1 of the Solicitation is incorrect.
A. PoP = 180 days. The SOW will be revised accordingly.
19. Q. Please provide Mechanical As-Built Drawings for Building 1900.
A. Done.
20. Q. Please confirm that the Drawings provided with Amendment 0001 accurately reflect the existing building. The concern is the arrangement of the 2nd floor and the
VAV box replacements; if the arrangement has been altered, the project requirement will not be a simple VAV Box replacement.
A. the Drawings provided reflect the existing building accurately enough for bidding purposes.
21. Q. CAD and Word Files for Contractor’s Use
Question: Please advise if the Owner will provide CAD files (drawings) and Word files (specifications) for the Contractor’s use in generating the required Design
Documents.
A. USAF does not have the original CAD drawings of this building. We do have very basic floor plans created by enlisted airmen and will provide those.
22. Q. The Statement of Work (SOW) states that only acoustical ceiling tiles are to be replaced at the Mezzanine Level corridor and offices. Please confirm that existing acoustical ceiling grids are to remain in place.
A. No, replace the ceiling grids.
23. Q. Please provide a schedule or list showing all mechanical equipment items to be replaced. Per discussions during pre-proposal site visit, the specific quantities required for new/replacement “high bay heaters” and “door heaters” is unclear.
A. See answers to questions 9 and 11. Also, in SOW: “High bay:...Replace high bay heaters (UH-1 and -2) with a gas infrared heating system”
24. Q. Since this is a “replacement-in-kind” project, may ALL existing conduit and wire be reused and extend final connections as necessary?
25. Q. May we reuse existing power disconnect switches?
26. Q. May we reuse existing motor starters?
27. Q. Please confirm that new electrical distribution equipment, conduit, conductors, and protective devices are not to be provided for this project.
A. They are required for the new high bay gas infrared heating system only.
28. Q. AHU-3 is being replaced. Is a new duct detector required or may the existing duct detector be reused?
A. Please specify what type of detector you mean.
29. Q. Please provide the name of the manufacturer of the existing building Fire Alarm
System, and the Model Number, Series Number, and any other relevant information for the existing system.
A. TBD; panel was locked. Manufacturer is Monaco Enterprises Inc.
30. Q. Please designate any existing ceiling areas where there will be a need to remove and reinstall light fixtures, fire alarm devices, ceiling-mounted strobes/speakers, etc.
Please provide a quantity for each type of lighting fixture, electrical and fire alarm system device to be removed and replaced.
A. This is the bidder’s responsibility.
31. Q. Is 120v power supplied for ECMS/DDC Panels or Systems?
32. Q. Please provide the underside of roof height (dimension from ground floor slab to underside of roof). This information is needed to select the correct lifts, scaffolding and other equipment used to access our work in the high bay areas.
A. Please see drawings.
33. Q. Please state if the construction work is to be performed during regular hours
(i.e., weekdays and Government-Occupied Hours) or during off hours (i.e., nights, Government-Unoccupied Hours, weekends)?
A. Construction work is to be performed during regular hours.
34. Q. Please confirm or further clarify the number of Design Submissions required for this project. Per the SOW and Bldg 1900 HVAC CONSTRUCTION SCHEDULE, two (2) design submissions are required; one for the “Implementation Work Plan” and one for the “100% Equipment Submittal”.
A. There will be 30% and 100% design submittals. The SOW will be revised accordingly.
35. Q. Will JBA (Owner) use “Dr. Checks for the Design Review Comments?
36. Q. Will review and coordination be done thru video conferences?
A. Possibly, but teleconferences as a minimum.
37. Q. Are the services of a Fire Protection Professional Engineer required as a
Designer of Record (DOR)?
A. Only if it is required by the referenced NFPA codes.
38. Q. Are the services of a structural engineer, vibration analyst, security system engineer and a tele-communication system engineer required for this project?
39. Q. Are there concerns with Chiller noise? The chiller location at the end of the occupied space with the mechanical rooms in-between the occupied space and the chiller indicate there would not be concerns or issues with chiller noise.
40. Q. Is there a requirement to change the existing diffusers along with the VAV
Boxes?
41. Q. Are the building’s original Arch/Struct drawings available? Building construction has a large impact on the Chiller sizing. For example, a roof replacement with an insulated roof may make the chiller over-sized at this point.
A. See answers to question 21.
42. Q. Is there a DDC diagram for the system? If yes, please provide the DDC diagram. The drawings provided are for pneumatic controls. The SOW calls out to
“re-establish base EMCS interfacing”.

43. Q. Solicitation Document SF 1442 states that an offer guarantee (bid bond) is not required. Please confirm.
A. Correct No Bid Bond.
44. Q. Please confirm that Contractor’s Offer (price proposal) is due to Owner no later than 11:59 PM on Wednesday, July 28, 2020.
A. Correct.
45. Q. Will the Site Visit Attendance Sign-In Sheet be posted?
A. NO.
46. Q. Replacement of VAVs and ceiling tiles will require working in occupied offices.
Will the occupants be temporarily relocated during this work, or will the daytime work hour requirement be adjusted to accomplish this work?
A. The occupants will be temporarily relocated during this work.
47. Q. Will the Government consider replacing the ceiling grid along with the tile? This would allow for more efficient workflow, and replace any damaged grid.
A. See answer to question 22.
