Performance-based Work Statement (PWS) for
2019 Joint Base Andrews Open House
Bus Transportation
1. DESCRIPTION OF SERVICES / GENERAL INFORMATION
1.1 Scope. The contractor shall provide round-trip transportation for an estimated 175,000 spectators within an estimated radius of 13 miles of Joint Base Andrews NAF Washington, Maryland, hereafter referred to as Joint Base Andrews. Transportation support will be used from 10-12 May 2019. The contractor shall also provide transportation for an estimated 20,000 Department of Defense (DOD) spectators on and around Joint Base Andrews from 10-12 May 2019. Spectators may be handicapped or disabled. Transportation must comply with the Americans with Disabilities Act 1990 (ADA).
1.2 Service Description
1.2.1. A maximum of 275 buses shall be provided at one time (40 on Friday 10 May, 275 on Saturday 11 May, and 275 on Sunday 12 May). Transport buses utilized for this contract shall be 2010 models or newer. A minimum of 75 buses utilized must be handicap accessible. All buses shall be clean, free of trash, no holes in seats, and be equipped with an operational air conditioning system. Buses shall be able to accommodate between 41-51 passengers. All buses shall meet State of Maryland, The United States Department of Transportation, Interstate Commerce Commission Regulations, and Federal Motor Vehicle Safety Standards.
1.3 Date and Time Service is Required
1.3.1. Contractor shall ensure buses are in position at Joint Base Andrews for the DOD shuttle between the hours of 0600 – 1800 or until all spectators have been transported from the West ramp and the East ramp on Joint Base Andrews for the dates of 10 May 2019, whichever is later.
Staging of buses for the DOD shuttle route shall begin at 0600 for inspection from a K-9 unit.
1.3.2. The contractor shall ensure buses are in position at air show shuttle locations between the hours of 0600-1800 or until all spectators have been transported from Joint Base Andrews to their originating location (whichever is later) for the dates of 10-12 May 2019. For 10 May, the staging of 40 buses will begin at 0630 through the Pearl Harbor Gate at Joint Base Andrews for the transportation of DOD members from base parking to the flight line. For 11 May and 12 May the staging of the first 100 buses for transportation of non-DOD personnel from FedEx Field begins at 0600 for inspection from a K-9 unit. The next 75 buses shall be staged at the FedEx Field inspection area at 0700. The remaining 60 buses will be staged at the inspection area at FedEx Field each subsequent hour until all buses have been inspected. Buses will be split between locations for staging and inspection purposed depending on where each driver is assigned to work. Drivers shall be knowledgeable of all staging location in the event they are diverted.
1.4 Management and Staff Personnel
1.4.1. The contractor shall be responsible for compliance with military direction/supervision at all locations. The contractor shall be responsible for ensuring all bus operations and staff personnel comply with all military instructions. The contractor shall coordinate with officials at FedEx Field for designated spectator pickup and drop off points. Please note FedEx Field may have up to two (2) pickup and two (2) drop-off locations. The contractor shall coordinate highway routes of travel with local law enforcement authorities, Joint Base Andrews Security Forces personnel and Logistics Readiness Squadron personnel. In addition, the contractor shall provide sufficient number of staff personnel at all location pickup points to direct and control safe passenger loading and unloading. Although passenger drop off and loading points are controlled by the contractor, 11th Logistics Readiness Squadron personnel will be present to evaluate performance, assist in coordination, and direct logistical changes if required.
1.4.2. The contractor shall provide equipment needed to identify loading and unloading areas to include marking to and from locations. Specifically, the contractor shall ensure enough equipment is available for setup at each location. The contractor shall ensure enough personnel are ready to receive spectators at both the start time of the show and at the end of the show to return spectators to the off base locations.
1.4.3. Proper management and staffing of personnel at each loading and unloading location has historically contributed to efficient and effective utilization of buses transiting to and from the base. Thus the contractor shall ensure that contract personnel remain visible and available at all times and display the necessary qualities to provide effective leadership and customer service at each loading site.
1.4.4. The contractor shall have a vast knowledge of the local area and ensure safe and timely travel of direct routes to and from Joint Base Andrews.
1.4.5. The contractor shall present proof that they have assets required to perform this task.
1.4.6. The contractor shall ensure bus operators comply with all state and local laws.
1.4.7. The contractor, in coordination with the 11th Logistics Readiness Squadron (11 LRS) personnel will establish up to ten (10) bus loading lanes at Joint Base Andrews East flight line pickup point and ten (10) loading lanes at the West Ramp South flight line off-loading points to permit simultaneous safe loading and unloading of buses at all locations.
1.4.8. The contractor, in coordination with 11 LRS will establish up to twenty (20) bus loading lanes at FedEx Field at each location and twenty-five (25) bus loading lanes at Joint Base Andrews West Ramp North flight line off-loading point to permit simultaneous safe loading and unloading of buses at both locations.
1.4.9. Loading lanes shall be divided with sturdy equipment (i.e. bicycle racks). A maximum of 10,000 feet of bicycle racks will be provided by the government. The contractor is responsible for ensuring the personnel are in place to receive delivery of the government provided equipment and that personnel have the necessary knowledge to construct the loading lanes with the government provided equipment. Delivery of equipment will be made to multiple sites; thus the contractor shall ensure that enough personnel are available to support the government’s delivery schedule.
1.5 Maintenance and Fuel Requirements
1.5.1. The contractor shall provide maintenance, towing, and standby maintenance personnel for the contracted buses.
1.5.2. The contractor shall provide all fuel necessary to operate the buses.
1.6 Travel and Departure Time Requirements
1.6.1. Peak periods of demand are anticipated from 0900 to 1300 and 1500 to 1800 hours.
Travel distances will be within a 10 mile radius of Joint Base Andrews, travel time is approximately 22 minutes or less within this radius. Travel distance from East flight line to West flight line on Joint Base Andrews is approximately five (5) miles with a travel time of ten
(10) to fifteen (15) minutes.
1.6.2. Passengers that are loaded onto a contracted bus at the pickup locations shall depart no more than fifteen (15) minutes from the time the first passengers are seated.
1.6.3. The contractor will ensure all buses remain available until after all spectators have been safely transported off of Joint Base Andrews, MD to their originating location.
1.7 Security Requirements
1.7.1. The contractor shall coordinate with the 11th Security Forces Squadron (11 SFS) at each location to ensure all passengers go through the 11 SFS security screening process and magnetometers before loading onto buses. The 11 SFS will provide the equipment and personnel necessary to sweep spectators.
1.7.2. All contracted buses will be swept by Security Forces personnel and placed into a sanitized area before departing. Once a bus has been swept, 11 SFS will assign a bus monitor who will remain on the bus until the end of each air show day. Buses will only need to be swept once per day, provided a bus monitor has remained with the vehicle and the vehicle has not deviated from the designated route/routes.
1.7.3. The buses provided for internal DOD shuttle will be swept by Security Forces personnel and placed into a sanitized area on East flight line (Navy Ramp) on Joint Base Andrews. The buses used for the DOD shuttle will not require bus monitors.
1.7.4. The contractor shall submit a list of names to include first name, last name, middle initial, date of birth, social security number, driver’s license number and passport/Green Card number if a foreigner for all employees to 11 LRS by 1 April 2019.
1.8 Inclement Weather and Emergency Operations
1.8.1. In the event of inclement weather during the air show or an emergency on Joint Base Andrews, contracted buses and personnel will assist in any evacuation, contingency plan, or any way necessary for the situation.
1.8.2. In the case of an emergency or inclement weather the contractor shall be responsible for complying with military direction/supervision at Joint Base Andrews and FedEx Field.
Directions for such an event will be disseminated by the 11 LRS representative.
2. GENERAL INFORMATION
2.1 The contractor shall ensure managers are available on 2 April 2019 (time to be determined) for training with the 11 LRS and 11 SFS for bus route familiarization and event specific training on Joint Base Andrews, MD.
2.2 The contractor shall ensure bus drivers remain compliant with security requirements outlined in paragraph 1.7.2. The contractor shall ensure all bus driver breaks/lunches are coordinated with the 11 LRS representative.

2.4 PERSONNEL SECURITY REQUIREMENTS
AFI 31-501 (27 Jan 2005) The contractor shall not employ any person for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall the contractor employ any person under this contract who has an outstanding criminal warrant as identified by the National Crime Information Center (NCIC). NCIC checks will verify if a person is wanted by local, state, and federal agencies. All contractor personnel must consent to NCIC background checks. Contractor personnel who do not consent to an NCIC check will be denied access to the installation. Information required to conduct an NCIC check includes: full name, driver’s license number/state issues/expiration date, social security number, and date of birth of the person entering the installation and shall be submitted in conjunction with the contractor’s request for vehicle passes. Completion of a successful NCIC check does not invalidate the requirement for an escort when contractor personnel are working within controlled or restricted areas.
Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities.
The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required. The contractor shall flow this clause down to all subcontracts.
3. GOVERNMENT-FURNISHED PROPERTY AND SERVICES
3.1 Government will provide up to 10,000 feet of bicycle racks to establish loading lanes.
3.2 Government will provide security equipment, magnetometers, K-9 units, and personnel necessary to search buses for explosives or other harmful devices that could place spectators and military personnel in danger.
