Q1: Is this a new requirement? If not, can you provide the previous contract number, price and period of performance?
A1: Services are currently provided under Contract No. FA2860-14-C-0017.
Q2: Who is the incumbent vendor for this work?
A2: Advanced Global Resources
Q3: How many years has the incumbent supported this task?
A3: Five (5) years
Q4: The qualifications state that the test administrator must have “a minimum 3 years of academic and/or military test administrator experience.” Then it states that the test administrator “must have at least one (1) year of knowledge and experience as a testing administrator with standardized educational or military testing programs”.
Is the second requirement of 1 year further defining the type of experience required as part of the minimum 3 years?
A4: The PWS has been revised to read:
(b) The baccalaureate degree must have at least fifteen (15) semester hours in testing and measurement, counseling and guidance or a related discipline. In lieu of the semester hour minimum, the candidate must have a minimum of three (3) years academic or military test administrator experience;

The second requirement to have at minimum, one (1) year of knowledge and experience as a testing administrator with standardized educational or military testing programs is a separate requirement, but can be a part of the minimum three (3) years required in lieu of the minimum semester hour requirement.
Note: the candidate must have at least one (1) year of knowledge and experience as a testing administrator with standardized educational or military testing programs and at least 15 semester hours in testing and measurement, counseling and guidance or relative disciplines to be considered technically acceptable OR a candidate can have three (3) years of academic or military test administrator experience only (which suffices the minimum one
(1) year requirement) and meet all other qualification minimums.

Q5: The requirement for proficiency with AFAEMS limits the pool of qualified candidates. Would the government consider candidates with skills in all other software and the ability to quickly become proficient in AFAEMS?
A5: If the candidate does not have experience using AFAEMS, they must show proficiency in a similar management system that requires the uploading of documents, scheduling of appointments, and creation of an automated schedule.
Q6: Are there any security requirements or background checks the candidate must have?
A6: Yes. Must be able to pass background checks necessary to obtain installation access and a common access card (CAC) required to perform services on-site at Joint Base Andrews. See Section VI – A.1 ‘Security Requirements’, item 2 – Background Checks.
The referenced section reads “Background Checks. The contractor agency candidate will be required to submit to and pass all applicable background checks prior to receiving a contractor’s badge and/or necessary CAC to accomplish work or enter the installation. The 11 SFG/AT office is the primary point-of-contact for all procedures necessary for gaining base access. See AFFARS clauses 5352.242-9000, Contractor Access to Air Force Installations and 5352.242-9001, Common Access for Cards (CAC) for Contractor Personnel.”
