Base Education & Training Section Test Administrator

PERFORMANCE WORK STATEMENT_Rev 1

JOINT BASE ANDREWS – NAVAL AIR FACILITY WASHINGTON, MD

I . DESCRIPTION OF SERVICES:

Joint Base Andrews – Naval Air Facility Washington (JBA-NAFW) is seeking testing administrator services in support of U.S. Air Force voluntary off-duty education program to include the Defense Activity for Non- Traditional Education Support (DANTES) and Air Force Professional Military Education (PME) testing programs and other exams.

Provisions of AFI 36-2306 and the Defense Activity for Non-Traditional Education Support (DANTES) Examination Program Handbook (DEPH) apply.

II. QUALIFICATIONS:

Personnel employed to support this requirement shall possess, at minimum the following qualifications:

(a) A baccalaureate degree from a regionally accredited college or university; and

(b) The baccalaureate degree must have at least fifteen (15) semester hours in testing and measurement, counseling and guidance or a related discipline. In lieu of the semester hour minimum, the candidate must have a minimum of three (3) years academic or military test administrator experience; and

(c) Must have at minimum, one (1) year of office or professional work experience in a military or educational environment; and

(d) Must have at least one (1) year of knowledge and experience as a testing administrator with standardized educational or military testing programs; and

(e) Must have the capability to type minimum 40 words-per-minute (wpm); and

(f) Must be proficient in Air Force-approved software to include Air Force Automated Education management System (AFAEMS) to maintain individual student records, Windows Operating System, and Microsoft Word, Excel, Access and PowerPoint applications. If the candidate does not have experience using AFAEMS, they must show proficiency in a similar management system that requires the uploading of documents, scheduling of appointments, and creation of an automated schedule; and

(g) Must be fluent in the English language and possess excellent verbal and written communication skills in the English language; and

(h) Must be able to manage a diverse workload, multi-task and follow directions; and

(i) Must be able to pass background checks necessary to obtain installation access and a common access card (CAC) required to perform services on-site at Joint Base Andrews. See Section VI – A.1 ‘Security Requirements’, item 2 – Background Checks.

III. SCOPE OF SERVIVCES

A. Primary Tasks. The Test Administrator is responsible for administering tests to eligible military and civilian personnel and their dependents as authorized by DANTES, Air Force Career Development Academy, AF and local regulations (NOTE: additional tests may be added as needed):

1. All DANTES-approved examinations (to include but not be limited to): college entrance exams

(ACT, SAT, MAT); tests for college credit (DSST, Excelsior, GRE Subject); professional certification exams (PRAXIS, ASE); interest batteries (SII) and career assessment inventories (CAI).

2. All Air Force Career Development Academy, end of course (EOC) tests, including, but not necessarily limited to, those for SNCOA, AWC, ACSC and SOS.

3. Any tests specifically required by an education institution for admission or for course enrollment, including placement tests.

4. Tests requested to be administered by eligible personnel, such as correspondence course and qualification/certification exams.

5. Any test required by the Air Force that is not normally administered through the local military test control officer.

6. Other tests used in local advisement or guidance programs, to include career assessment and interest inventories, as requested by the Chief, Education and Training.

NOTE: Tests will be administered in accordance with instructions provided in testing handbooks, test examiner guides, and TCO/ATCO instructions in a manner which precludes any possibility of compromise.

B. Related Administrative Tasks. The following tasks must be performed in conjunction with actual test administration but CANNOT be billed as separate units:

1. Check room prior to testing to ensure proper spacing between desks and adequate lighting, heat, and air flow. Ensure testing office and testing room are kept in a condition conducive to good test performance, and that an adequate circulation of fresh air is available.

2. Require all examinees to present official picture identification before allowing them to test.

3. PME student enrollment in Course Development Student Administration/Registrar (CDSAR), Air University Student Information System (AUSIS); verify scores. Add student to e-exam. Unlock correct test on computer.

4. Withdraw paper-based exams from safe prior to start of each test session. Check all paper-based test materials for marks/missing pages before issuing them to students.

5. Maintain official DANTES log for all tests, showing the individual’s name, the test title and the start and stop times for all test intervals. Ensure each student signs this log upon receiving his of test and that all entries are complete and legible.

6. Instruct all examinees at the beginning of each session as follows:

i. To read carefully and follow instructions exactly as they are printed in the test booklet.

ii. To adhere to any prescribed time limits. The contractor will ensure that all timing limits are adhered to and the examinee is aware of the time requirements for each test.

7. Review each answer sheet as it is submitted by the examinee to ensure proper completion.

8. Check each reusable answer booklet as it is returned for marks and erase them completely. Check all booklets for missing pages and enter the time they are returned in the test log.

9. Complete safe and test office security forms at close of each test session. Ensure no money, supplies, forms, envelopes, inventories, brochures or booklets are stored in the safe.

10. Lock the safes and testing office doors and windows before leaving the testing office.

11. Prepare completed answer sheets, tests, checks/money orders, and any unused tests that may need to be returned, for mailing to the various testing agencies, according to the instructions for each type of test. All documents required for mailing will be fully completed by the contractor, except for the TCO/ATCO signature, prior to final check and sealing by the TCO/ATCO.

12. Inform TCO/ATCO immediately of any irregularities, which may represent the potential for a test compromise or complaint from a testing candidate.

13. Check DANTES exams upon receipt and enter test, serial and part numbers on the AFAEMS Test Inventory, ensuring that entries are made no later than the first duty day after tests are received.

14. Inventory contents of the safes (accountable DANTES and now called Air Force Career Development Academy materials) each time they are opened. Assist TCO/ATCO with weekly, monthly and quarterly inventories and with quarterly reports.

15. Identify all newly arrived now called Air Force Career Development Academy tests on the envelope, showing the name of the student, test identification number, date received, and expiration date. Enter all in stock Air Force Career Development Academy, tests into the data file in the established format.

Contact the squadron training NCO using the form provided to schedule testing ASAP.

16. Prepare DANTES order forms for TCO/ATCO signature and advise of under or over-stocking of any test related item. Ensure adequate numbers of tests and answer sheets are maintained at all times based on prior usage patterns, student inputs and TCO recommendations.

17. Notify students when tests have arrived, first by email and later by phone if needed. Schedule testing appointments, if requested.

18. Discard obsolete materials within 7 days of receipt of new publications and ensure dated exams are returned by expiration deadlines.

19. Maintain The DANTES Examination Program Handbook (DEPH), ensuring currency of all test instructions and policies.

20. Maintain a file of special order tests and handle all follow-up associated with these tests.

21. Maintain statistical data related to test administration as required by Chief, Education and Training and assist with reports and Power Point slides as requested. Such data will include (but not necessarily be limited to) monthly statistics on types of tests administered and to whom (by rank and service) and any additional test related data required for annual report.

22. Maintain all document and correspondence files in a neat and orderly manner. Separate files by fiscal year.

Contractor will be responsible for making file labels and setting up the file for each new fiscal year.

Process all necessary paperwork required for optimum operation of testing program.

23. Download e-exam updates as soon as possible when they are posted.

24. Refer all questions on schedule changes or testing policy to the TCO/ATCO and all questions on interpretation or application of test results to the counselors.

25. Prepare advertising for special testing (ASE, Praxis, GRE, etc.) for Chief, Education and Training or ATCO review and signature at least three (3) weeks before the test order deadline. Prepare and maintain a 3-month testing calendar to be sent via email every month to all training managers and First Sergeants.

IV. SCHEDULE

A. Basis for Calls. The contractor shall be on an on-call basis. A minimum of five active duty examinees must be scheduled by the Education Section, prior to initiating a call for services. A unit may be called for informally by the TCO/ATCO.

1. A unit shall consist of scheduled appointments for at least five (5) active duty but no more than fifteen

(15) authorized examinees for the services identified in this Statement of Work. Authorized examinees that may be tested standby with Chief, Education and Training Section permission include Department of Defense (DOD), Non-Appropriated Funds (NAF) and Department of Defense Dependents Schools (DoDDS) civilians, and US military retirees. Each unit will include testing and applicable administrative time.

2. A maximum of two (2) units will be performed in one calendar day for a minimum of five (5) units per week except in weeks where federal holidays or base closures may occur. The Test Administrator is responsible for checking the test log 24 hours in advance of each scheduled test session to insure five examines have signed up. If a scheduled test session must be canceled due to emergency, 24-hour notification prior to the start of the session must be provided by the test administrator to allow time to contact and reschedule those registered.

NOTE: Administrative services identified in paragraph 10 (Related Administrative Tasks), may not be used solely as a unit but must be performed in conjunction with the services identified in paragraph 9 (Primary Task).

B. Work Hours/Days. It is estimated that a minimum of five (5) units will be required per week and that each unit will require approximately four (4) hours. Units will generally be scheduled on separate days (preferably Monday through Thursday). Ideally, three (3) morning sessions (0800-1200) and two (20 to three (3) afternoon sessions (1230-1630) will be scheduled each week, depending on student demand. Contractor will arrive at least 20 minutes prior to start of test session to insure sessions begin promptly and will provide constant visual supervision throughout the entire session. Changes to the test schedule must be approved by the TCO/ATCO and must be advertised at least two (2) weeks in advance. Tests are not scheduled on Federal holidays.

C. Scheduling. The Contractor must inform the Chief, Education and Training of anticipated absence from a scheduled unit at least 24 hours prior to scheduled arrival. If desired, longer absences may be scheduled with the coordination of the Chief, Education and Training. Such absences should not exceed two weeks at a time or four weeks in one fiscal year. Extended absences will not be scheduled when quarterly reports are due or when the Test Control Officer or his/her alternate is on scheduled leave or TDY. The Contractor must:

1. Contractor must complete the Examination for DANTES Testing Personnel within two days of assuming position.

2. In performance of contract requirements, contractor is authorized access to DANTES and PME examinations and to the security container in which they are held.

3. Contractor must remain physically present during the entire test session unless relieved by the

TCO/ATCO.

V. QUALITY PERFORMANCE STANDARDS

The government will periodically evaluate the contractor’s performance by appointing a representative to monitor performance to ensure service is received.

Service Delivery Summary. The government representative will evaluate the contractor’s performance through intermittent inspections. The government may inspect each task as completed if deemed appropriate because of repeated failures discovered during quality control inspections or because of repeated customer complaints. Likewise, the government may decrease the number of quality control inspections if performance dictates. The government will also receive and investigate complaints from the end customer.

The contractor shall be responsible for initially validating customer complaints. However, the government representative shall make final determination of the validity of customer complaints in cases of disagreement with customers.

VI. GENERAL INFORMATION

A. Security Requirements.

1. Security Training. The contractor agrees to undergo initial and recurring security education training from the sponsoring agency’s security manager. Training must be conducted IAW DOD 5200.01, Information Security Program Regulation, and AFI 31-401, "Information Security Program Management". Initial training must be completed within the four workdays of contract start date. Contractor personnel who work in Air Force controlled/restricted areas must be trained IAW AFI 31- 101, The Air Force Installation Security Program.

i. Pass and Identification Items. The contractor shall obtain the personal and vehicle pass and identification items required for contract performance.

ii. Retrieving Identification Media. The contractor shall return all identification media, including vehicle passes prior to departing for any reason before the contract expires; e.g. terminated for cause, retirement, etc.

2. Background Checks. The contractor agency candidate will be required to submit to and pass all applicable background checks prior to receiving a contractor’s badge and/or necessary CAC to accomplish work or enter the installation. The 11 SFG/AT office is the primary point-of-contact for all procedures necessary for gaining base access. See AFFARS clauses 5352.242-9000, Contractor Access to Air Force Installations and 5352.242-9001, Common Access for Cards (CAC) for Contractor Personnel.

3. Traffic Laws. The contractor shall comply with base traffic regulations.

4. Weapons, Firearms, and Ammunition. Contract employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on Andrews AFB.

5. For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R, Chapter 4, DoD

Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.

6. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DOD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by the Chief, Education and Training or designee upon initial on-base assignment.

7. Physical Security. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.

8. Key Control. The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons.

The contractor shall not duplicate any keys issued by the government.

i. The contractor shall immediately report to the CESF or Contracting Officer Representative any occurrences of lost or duplicated keys.

ii. In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the contracting officer, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform re- keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the government and the total cost deducted from the monthly payment due the contractor.

iii. The contractor shall prohibit the use of keys, issued by the government, by any persons other than the contractor’s employees and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas.

9. Lock Combinations. The contractor shall control access to all government provided lock combinations to preclude unauthorized entry. The contractor is not authorized to record lock combinations without written approval by the government Program Manager. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers.

B. eCRMA Reporting. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the 11th Force Support Squadron via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the CMRA help desk.”

C. Federal Holidays.

The Contractor should not anticipate performing any work on federally recognized holidays. The following is a list of federal holidays observed by the JBA installation:

D. Termination. Contract may be terminated for any breach of test security or scheduling requirements as outlined in 4 and 5 above, or for violation of any stipulation of the Test Administrator Contract or http://www.ecmra.mil/

Statement of Work. Contractor is legally bound to provide service as outlined in this PWS for the entire duration of the contract period.
