1.0 DESCRIPTION OF SERVICES. The contractor shall provide all management, tools, supplies, equipment and labor necessary to provide Kitchen Hood and Duct
Maintenance services at Joint Base Andrews, MD in a satisfactory manner.
1.1 BASIC SERVICES: The contractor shall inspect, clean, and maintain the hoods and ducts systems on attached Appendix A on Joint Base Andrews, MD In Accordance With
(IAW) the National Fire Protection Association (NFPA) Standard 96 and local, state, and federal rules and procedures. Maintenance and repair shall be performed on all components at required intervals to maintain good operational condition. The contractor and the Contracting Officer Representative (COR) shall review the current inspection, test, and maintenance status of all hood, duct and exhaust systems included in this
Performance Work Statement (PWS). The contractor shall submit a planned work schedule to the COR for approval no later than 30 calendar days after notice to proceed.
The contractor shall submit a monthly report due by the end of the first week of the following month to the COR and Contracting Officer (CO) on all work accomplished in a calendar month. Reports shall include all information required in section 1.1.7.
The contractor shall notify the COR and Fire Safety Representative immediately upon arrival and completion of all services outlined in the sections below for immediate Fire Safety inspection. Services not compliant with the above regulation shall be re-performed at no additional cost to the Government.
Contractor Employees. The contractor agrees to utilize factory trained and certified installers.
Personnel shall be responsible, experienced, and capable in performing the tasks on this contract. The contractor may be asked to remove persons assigned to this contract if such individual is identified to the contractor by the Contracting Officer as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population. The contractor shall not employ persons for work on this installation if such employee is identified to the contractor by the contracting officer as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.
The management and control of contractor employees in the performance of this contract will be the responsibility of the contractor; however, the contractor must comply with the contract requirements and JBA regulations concerning conduct of employees.
The contractor shall review the current inspection and preventive maintenance records of all kitchen hoods and exhaust systems and develop a planned work schedule IAW NFPA
Standards 96 – standards and the manufacturer’s procedures.
1.1.2 The contractor shall inspect and clean all kitchen hood, duct and fan exhaust systems in the buildings in Appendix A, IAW NFPA Standard 96 standards and the manufacturer’s instructions.
1.1.3 The contractor shall perform recurring preventive maintenance on kitchen hoods and exhaust systems in the buildings in Appendix A, IAW NFPA Standard 96 standards and the manufacturer’s listed procedures.
1.1.4 Perform routine corrective/repair maintenance on all existing kitchen hoods and exhaust systems, to include duct, hood and filters, and exhaust fans to ensure proper operational condition IAW NFPA Standard 96, 17A, and the manufacturer’s listed procedures.
1.1.5 Routine Repair/Upgrades/Replacement. Routine repairs shall be identified by the contractor and the COR. The equipment to be repaired includes but is not limited to cooking equipment, hoods, ducts and fans. The response time for routine repairs will be determined through coordination between the Facility Manager, contractor, and the COR. Upgrades and replacements of components in the system will be coordinated once an item has been identified. Response times for replacement and/or upgrades will be coordinated through the facility occupant, the contractor and COR.
1.1.6 Emergency Repairs. Emergency repairs are those not defined as preventive or routine maintenance and when a hood, duct or exhaust system is non-operational.
Emergency responses must be within four (4) hours during normal duty hours and within eight (8) hours during after duty hours unless otherwise notified by the COR.
Repairs shall be free of charge to the Government if warranties apply (see 1.1.8). All deficiencies shall be corrected during the service call whenever possible or within a maximum of one (1) business day with coordination with the COR and Facility Manager. The service provider shall have all equipment and material required to start work upon arrival at the service location. All repair work shall be in accordance with normal commercial practices using parts specified by the manufacturer or items of equal or better quality.
Downtime of the kitchen exhaust system shall be kept to an absolute minimum. The service provider must immediately notify the COR and building Facility Manager of all projected downtime and estimated time for repair.
1.1.7 Report Submittals. The contractor shall submit a monthly report due by the end of the first week of the following month to the COR, CO and CA on all cleaning of kitchen hoods, exhaust systems inspections with results, completed tests, preventative/corrective maintenance work and emergency repairs accomplished in the calendar month. This report shall also include noted discrepancies, system impairments and recommendations.
1.1.8 Warranty. The contractor shall not charge the Government for the repair or replacement of equipment covered under warranty. The contractor shall be responsible for the replacement or repair of any warranty/guarantee items for one year after installation completion.
1.2 Reimbursable Parts. The contractor shall be required to perform the following tasks:
procure all required repair and replacement parts reimbursable to the contractor at cost, seek competitive price quotations prior to purchasing replacement parts with an estimated value of $3,000.00 or more, and submit documentation of evidence (price quotations from two, preferably three, offers) with the corresponding requests for reimbursements to the
Contracting Officer (CO) or designated representative prior to submitting an invoice.
Receiving competitive pricing for replacement parts below $3,000.00 is highly encouraged.
All invoices for reimbursable parts shall have a copy of the supplier’s original invoice attached. Reimbursable parts shall be at service provider cost only, no additional overhead costs, general and administrative expenses, or fees shall be applied.

3.0 GOVERNMENT-FURNISHED PROPERTY AND SERVICES. Contractor shall provide all materials, tools and labor necessary to complete the requirement outlined in this
PWS. The Government shall provide electric, water, and sewer utilities, police protection, fire protection and emergency medical services. However, any medical expenses incurred by contractor personnel shall be the responsibility of the contractor.
4.0 GENERAL INFORMATION.
4.1 Damage. Contractor shall repair or replace any Government property damaged by the contractor at no additional expense to the Government.
4.2 Work Hours. Work hours, when possible, shall be during normal duty hours
(0730 to 1630, Monday thru Friday, excluding Federal Holidays). The Federal
Holidays are New Year’s Day, Martin Luther King Jr.’s Birthday, George
Washington’s Birthday, Memorial Day, Independence Day, Labor Day, Columbus
Day, Veterans Day, Thanksgiving Day, and Christmas Day. The contractor shall coordinate with the COR to have a Government representative present during all work. Either the COR, Facility Manager or other designated Government representative shall be present during all work. Due to the need of continuous kitchen operations, most services cannot be performed during normal duty hours, work is usually performed after duty hours.
Contractor shall perform in accordance with agreed upon schedule of services for each building. All schedule changes shall be coordinated with the COR. Contractor shall arrive at the scheduled building to begin performance no later than 15 minutes past the agreed upon time. Rescheduling due to late arrival (within the contractor’s control) or no-shows shall be at no additional cost to the Government.
4.3 Emergency. In the case of an emergency, the COR, Base Fire Chief, and
Base Operations Officer, or their representative, shall have the authority to order the contractor to terminate work and clear the area of the personnel and equipment.
4.4 Security. The contractor shall conform to Base Regulations and directives that pertain to security, safety, traffic, fire and personnel clearances. To obtain passes for all work on Joint Base Andrews, MD, the contractor shall submit the following information on each employee requiring base access for the sole purpose of fulfilling this requirement, no later than two (2) business days before expected arrival to 11

Contractor personnel shall then report to the Visitor Control Center, Bldg 1832, to obtain passes. The contractor shall be responsible for immediately returning all passes issued to employees who discontinue performance before the expiration date of each contract period including any extensions to the contract. Lost or stolen passes shall be reported immediately to the CO with a written follow up to the CO within 72 hours of discovery.
4.5 Health, Safety, and Environment. The contractor shall follow all applicable state, federal, and local laws pertaining to health, safety, and environment.
4.6 Disposal. The contractor shall dispose of all excess material off site IAW applicable state, federal and local laws.
4.7 Period of Performance. The Period of Performance (POP) will be from date of contract award, plus four option years, and one six-month extension that will be used, if needed. If applicable during performance, stop work orders will be issued by the
Contracting Officer during building renovations and a contract modification will be accomplished.
4.8 Quality Control. The contractor shall develop and maintain a quality control program to ensure maintenance and repair service is performed IAW NFPA standards and the manufacturer’s instructions. The contractor shall develop and implement procedures to identify and prevent defective services from reoccurring. As a minimum, the contractor shall develop quality control procedures that address the areas identified in section 2, Service
Delivery Summary. The contractor shall provide the quality control inspector contact information to the COR to notify in case of customer complaints.
4.9 Government Remedies. The CO shall follow the requirements of Federal
Acquisition Regulation (FAR) 52.212-4, Contract Terms and Conditions for
Commercial Items (May 2015) for contractor’s failure to correct nonconforming services.
