1. How will the Gvt require the contractor to handle the removal and disposal of any rubber removal byproducts?

Government Response: Both solids and liquids will have to be removed and disposed of IAW ETL 97-17 (SOW 2.8.1).

2. Will the rubber removal byproducts have to be collected?

Government Response: Yes, both solids and liquids.

3. Will the rubber removal byproducts have to be tested and if so tested for what?

Government Response: Maybe, depending on receiving facility requirements, testing and disposal is the responsibility of the Contractor.

4. Will any rubber removal byproducts have to be disposed of as a regulated waste?

Government Response: That will depend upon what the test results yield.

5. Will the Gvt provide any required lift equipment for elevated work or will the contractor be required t to account for this within the proposal?

Government Response: There is no Government Furnished Equipment (GFE) associated with this contract.

6. The Price Sheet has generally described INTERIOR PAINT items to be priced; however, it is not clear how they are to be priced in relation to the location at which the work is to be performed. Painting ceilings is more labor intense then painting walls. How is this to be differentiated within the contractor’s proposal?

Example:

GYP. BOARD,TWO COAT Wall or Ceiling?

Government Response: See height factors in Appendix C of the SOW.

7. The bid schedule includes painting CMU in the same line as painting Concrete; however, painting textured CMU is more labor & material intense then painting concrete. How is this to be differentiated within the contractor’s proposal?

Government Response: The CMU and Concrete in the same line is one description for one item.

8. Based on a review of the SOW and pricing list, we have noticed there are no sketches or layouts with regard to the standard signage required. In order to provide the best possible unit pricing, the contractor respectfully request the Gvt. provide specific information, for example: a sample work order, which specifically states the requirements with a drawing or a representative picture for the different signage line items:

Government Response: Signs will be measured in Square Inches (L’ X W’) and are forest park brown background with white lettering, unless otherwise specified. Joint Base Andrews has several standard sign dimensions. See JBAI 32-1, attached.

9. Since the MAX QUANTITY of 9,999 is shown on the SF1442 for contractor bid/proposed pricing, are these units of “Each” intended to be translated into individual work orders of equal amounts? Please confirm if this understanding is correct or please clarify.

Government Response: The max quantity specified is only to avoid software issues with our contract writing system. The task orders executed from the base contract will generally have a CLIN structure that looks like:

CLIN 0001: 1 Each “General Description referencing statement of work and contractor proposal.”

10. How does the “Unit Pricing Sheet Total for the Base Year” relate to The MAX QUANTITY of 9,999 as shown on the SF1442 for the same base year?

Government Response: The Max Quantity as specified above does not relate to anything other than to avoid the software issue. Refer to Page 6-7 of FA2860-15-R-0022 (Minimum/Maximum Quantity and Value) for relevant information pertaining to contract parameters.

11. On the “Unit Pricing Sheet Total” for any given Year, is this to be a total of the Extended Price based on a single Quantity of 1 each, as indicated by the 1 in the “QTY” column; or is it, the “Unit Pricing Sheet Total” for any given Year, to be an extended total based on the “Government Estimated Qty;” which states: “Info ONLY”? Please clarify.

Government Response: Great Question! The “Info Only” is to notify offerors that this estimated quantity is not exact and should not be relied upon as a guarantee that the Government will require that exact amount of material. The Price List should be filled out completely, and the Government’s method will be to evaluate offerors extended pricing based on the Government’s Estimated Quantity. The Price List will be updated to remove “Info Only” to avoid any confusion.

12. Since there are multiple types of applications for the items listed within the pricing sheet, is the minimum dollar value requirement of $2,000.00 for the Gvt to issue a work order under this contract limited to a single line item or will it be a mixture of items?

Government Response: This limitation is not specific to a single line item, but any mixture of line items the Government may require to complete work at less than $2,000.00. The case that this IDC will not be used for the requirements pertaining to this solicitation will be rare.

13. If the minimum dollar value requirement of $2,000.00 for the Gvt to issue a work order under this contract is not limited to a single line item, are there any line item minimums the Gvt will guarantee to help keep the unit cost in line?

Government Response: There is certainly a reasonable expectation, but the Government is unable to Guarantee any line item minimums.

14. Once the contract is awarded, what is the minimum delivery order value that will require a performance and payment bond?

Government Response: Refer to FAR 52.228-15 Clause.

15. Please refer to page 6 of the solicitation where it states: The minimum quantity and order value for each Delivery/Task Order issued shall not be less than the minimum quantity and order value stated in the following table. The maximum quantity and order value for each Delivery/Task Order issued shall not exceed the maximum quantity and order value stated in the following table.

Is the contractor to understand that the minimum Task Order will not be less than $2,000.00 and the maximum single task order issued will not be greater than $750,000.00 for a given year; or not greater than the UNIT PRICE the contractor places on the SF1442? Please clarify.

Government Response: Individual Orders placed will be within the parameters of $2,000 - $750,000.00 regardless of the need for modification. The Government intends to monitor any risks associated with exceeding this parameter with no intention of exceeding $750,000.00 on any individual task order.

16. Please refer to page 7 of the solicitation where it states: The minimum quantity(s) and CLIN value(s) for all orders issued against the CLIN(s) on this contract shall not be less than the minimum quantity(s) and CLIN value(s) stated in the following table. The maximum quantity(s) and CLIN value(s) for all orders issued against the CLIN(s) on this contract shall not exceed the maximum quantity(s) and CLIN value(s) stated in the following table.

Is the contractor to understand that the minimum Task Order will not be less than $ 2,000.00 or that the minimum Task Order will not be less than $ 55,000.00?

Government Response: For the Base Year, (CLIN 0001) the Government minimum will be $55,000.00. This means that for the entire period (15 Jul 15 – 14 Jul 16), the Government can guarantee that at least $55,000.00 will be obligated through delivery orders.

17. Is the contractor to understand that the minimum Task Order will not be less than $ 2,000.00 and the maximum single task order issued will not be greater than the UNIT PRICE the contractor places on the SF1442 for a given year, please clarify?

Government Response: The minimum task order amount for any individual order will not be less than $2,000.00; the maximum amount for all task orders during the stated ordering periods will not exceed $1,500,000.00 (except for CLIN 5001 which will have a maximum of $750,000.00)

18. Please refer to page 7 of the solicitation where it states: The minimum quantity(s) and CLIN value(s) for all orders issued against the CLIN(s) on this contract shall not be less than the minimum quantity(s) and CLIN value(s) stated in the following table. The maximum quantity(s) and CLIN value(s) for all orders issued against the CLIN(s) on this contract shall not exceed the maximum quantity(s) and CLIN value(s) stated in the following table:

If the limit is $ 1,500,000.00 and the MAXIMUM QUANITTY was used with the MINIMUM AMOUNT, the amount would need to only be about $150.00. Please clarify:

Government Response: The Minimum – Maximum Quantity refers to number of delivery orders that can be issued. The minimum amount is the total value that the Government guarantees, at a minimum, for the provided CLIN ordering period (page 9 Delivery Information).

19. Please refer to page 7 of the solicitation where it states: The minimum quantity(s) and CLIN value(s) for all orders issued against the CLIN(s) on this contract shall not be less than the minimum quantity(s) and CLIN value(s) stated in the following table. The maximum quantity(s) and CLIN value(s) for all orders issued against the CLIN(s) on this contract shall not exceed the maximum quantity(s) and CLIN value(s) stated in the following table:

Since the $ 55,000.00 times 9,999.00 = $ 549,945,000.00 please explain how the MAX AMOUNT relates to the MAXIMUM QUANITTY in regard to the stated Minimums?

Government Response: See Questions 18 & 19 responses, the max amount refers to the Government’s total value limitation for all task orders during the ordering period, the maximum quantity refers to the maximum amount of task orders that can be issued.

20. Please refer to page 7 of the solicitation where it states: The minimum quantity(s) and CLIN value(s) for all orders issued against the CLIN(s) on this contract shall not be less than the minimum quantity(s) and CLIN value(s) stated in the following table. The maximum quantity(s) and CLIN value(s) for all orders issued against the CLIN(s) on this contract shall not exceed the maximum quantity(s) and CLIN value(s) stated in the following table:

Is the $ 55,000.00 MINIMUM AMOUNT a guaranteed minimum dollar value of contracts for the year?

Government Response: Correct. See above responses.

21. Page 44 l-3.2 indicates that the proposal must be returned by 1 June 2015? If this is a typo is the full proposal as well as past performance due on 30 June 2015?

Government Response: This is a typo. However, all solicitation requirements are NOW due on 6 July 2015, 12:00 P.M. Eastern Standard Time – See Block 13 of SF1442.

22. Under Fences it says 1000. What does this number Represent. 1000 Sq Ft. or LF?

Government Response: This number represents 1000 Sq Ft.

23. What are the heights of the Fences?

Government Response: It varies with the fencing requirement for that job. See Appendix C in the SOW.

24. Under wall coverings Lightweight Example 250. What does this represent Sq Ft or LF?

Government Response: This number represents Sq. Ft.

25. Under windows Example 250. What does this represent Sq. Ft, Ln Ft or Ea.?

Government Response: This number represents Each.

26. Attachment 4, Section L, #3

Can you confirm the deadline for the written response for the PPQ? The letter states the deadline is June 1st. Can a revised letter be sent with a new date?

Government Response: This is a typo. However, all solicitation requirements are NOW due on 6 July 2015, 12:00 P.M. Eastern Standard Time – See Block 13 of SF1442.

27. L-3 Submission of Proposals

It states the proposal is due on June 1 at 12pm.

Can you confirm the submission date is actually Jun 30 at 3pm as per the SF1442?

Government Response: This is a typo. However, all solicitation requirements are NOW due on 6 July 2015, 12:00 P.M. Eastern Standard Time – See Block 13 of SF1442.

28. The quantities appear to be repeated for each year.

For example CLINS 0018 Airfield Markings

White Paint is 310,000 LF in all but the final tab, where the quantity is 155,000 LF.

Do you anticipate having 310,000 LF each year?

Government Response: The final tab pertains to only a 6 month extension option, so the estimated quantities are reduced by 50%.

29. For the Andrews Protective Coatings IDIQ, CLINS 20 Waterblasting;

Is this item for the removal of pavement markings on the airfield?

If so, what is the percentage of paint removal required?

Government Response: This item is intended to be used for only pavement markings. Offerors will determine item pricing based on 100% paint removal.

Government Response: Government Estimated Qty X Unit Price.

31. For the Total Price, are we correct to understand that this is a single total for each CLIN, of all items within the CLIN to be based on totaling all CLIN items in the Extended Price column of the particular CLIN?

Government Response: See the Government’s response to question #11 for further direction.

32. The Price Sheet has groups of items that relate however it is not clear how they are to be priced in relation to each other.

Example:

On the “GYP. BOARD, ONE COAT” item, is the contractor to understand that this is a single coat of paint over an item already primed?

Government Response: No. This is just a single coat of paint. The offeror should not assume that the item will be primed.

33. On the “GYP. BOARD, TWO COAT” item, is the contractor to understand that this is a second coat of paint over an item already painted or is it two separate coats of paint over an item already primed?

Government Response: This item is two coats of paint, the offeror should not assume that the item will be primed or painted.

34. On the Base year the Price Sheet indicates a “Unit;” however, there are no units indicated for the following years; is the contractor correct to understand that the units of measure are the same for each year.

Government Response: Yes. It would be correct to assume that.

35. The Pricing sheet under “Windows” shows 2 distinct items of work; however, the height of the windows above ground level is not distinguished. Painting a window on the ground level is less labor intense then Painting an outside window on a higher floor. How is this to be accounted for in the bid?

Government Response: There is a height factor in appendix C for heights 10FT to 20FT and areas above 20FT.

36. The Pricing sheet under “METAL UTILITY POLES 2 COATS” has 2 line items, the 1st <30FT & the 2nd 30Ft to 110FT, Will a light pole greater that 30FT tall be priced the 1st 30Ft in the 1st line item and the remaining height priced in the 2nd line item; or is the entire taller light pole to be priced in the 2nd line?

Government response: A light pole 30FT or greater will have its entire length priced in the 2nd line item.

37. Under Signage there is a unit of Measure titled “SI” please define this unit?

Government Response: Square Inches

38. Will there be a formal site visit conducted?

Government Response: No formal site walk has or will be held.

39. Will a lay down area on base be provided to park a storage trailer on?

Government Response: Yes, however, this has not been planned so certain restrictions will apply. For example, trailer size, capacity, and location are to be determined.

40. Define linear foot measurements for airfield striping, will it be measured in 6” wide increments as was done in the past on this project?

Government Response: This assumption is correct, 6” wide.

41. What specific CLIN will be used for airfield/ pavement marking complete removal of existing coatings?

Government Response: The same for commercial water blasting.
