Unaccompanied Housing (UH) Surveillance Equipment Repair Questions, Answers, and Other Information, Part I
1. Solicitation due date states 12:00 a.m. on Sept 19. Is this correct? If yes, can due date be changed to 11:59 p.m. on Sept 19th?
Answer: There was an error on the posted solicitation. The correct due date, per www.fbo.gov, is 23Sep14 at 10:00 a.m. EST.
2. Please confirm that Bldg 1600 is deleted from the SOW of this solicitation.
Answer: Bldg 1600 is not included in this requirement.
3. There is a discrepancy between SOW and Survey regarding specification(s) about "repairing" or "returning" DVR equipment/cameras versus "replacing" equipment and cameras. Please confirm that the intent of the SOW and Survey is that bid price should only include the costs to replace equipment/cameras....not repair.
Answer: The intent for any reference regarding “repairing” or “returning” DVR equipment/ cameras is to actually replace the equipment.
4. The customer is currently updating the Statement of Work. Updated SOW should be posted on www.fbo.gov by close of business 17Sept14.
Questions, Answers, and Other Information, Part II
1. Does the installation workforce need to hold any special government clearance to work on premises where install is to occur?
Answer: All workforce personnel will need to show current license, registration and proof of insurance. A non-resident will have to show resident card & a social security card. All workforce will have a criminal background check provided by 11 SFS. If a worker has ever had a felony or been in jail in the past two years they will not be allowed base access.
2. There are no drawings or camera location sheets for Bldgs. 1691 and 1692. This was confirmed verbally during tour. Please confirm that contractor will not need to include in their price any type of specialty installation equipment to replace cameras at these buildings. The intent of this question is to determine if there are any cameras that would require a "genie lift"(or similar) to replace cameras (i.e. are there any cameras mounted above a 15 feet flat surface where a ladder couldn't be used?).
Answer: All cameras are wall or ceiling mounted and all can be reached with a ladder.
3. Does the installation of duplex receptacles need to be dedicated receptacles?
Answer: Yes
4. It was mentioned during the tour that AFB will be performing a global upgrade and repair to the ventilation system(s) that serve the DVR rooms. When will this work begin and when is estimated completion date? It was noticed during tour that improper ventilation may be negatively impacting DVR equipment in some areas.
Answer: The ventilation repair project start date has not been determined at this time. If the ventilation system is not corrected by the time all surveillance equipment is repaired and operational, the system will be powered down until ventilation is corrected.
5. SOW for buildings 1691 and 1692 requires replacement of GE analog cameras with Bosch IP cameras. Unfortunately, exact locations of the 8 cameras involved were not available and thus, we could not determine the length of the cable to determine if one or more POE switches would need to be added.
Answer: Floor plans for buildings 1691 and 1692 are attached.
6. Camera locations listed in the SOW were not known during site visit.
Answer: The location of designated cameras for repair specified in the SOW will be provided upon contract award.
