QUESTIONS & ANSWERS
1. Re: Table of Performance References Discussion - Additionally a one-page summary describing the role of the offeror and each subcontractor, teaming partner, and/or joint venture partner that the offeror is required to provide past performance information about in accordance with the following paragraphs.
Question/Comment- Please clarify this requirement. Does the one page summary follow each Past and Present Information Sheet? If so, does this page count towards the 6 page limit per contract?
Government Response- YES the one page summary does follow each Past and Present Information Sheet (PPIS) for each of your four (4) contract references. The six (6) page is the page limit for the PPIS only; it is not applicable for the overall Past Performance proposal portion volume.
2. Re: Contractor Performance Assessment Report (CPAR).
Discussion - As previously mentioned, completed CPARs or similar reports from equivalent performance assessment systems used to record past performance data shall be submitted.
Question/Comment- If no CPARs are available, does the Government require Past Performance Questionnaires? If so, please provide a PPQ form and due date.
Government Response – Please review CPAR paragraph with regard to equivalent performance assessment systems used. If you are obtaining information for a contract with a non-Governmental organization, the information provided shall be the same as on the CPAR form. The contractor shall provide the contract number for the CPAR, the name and telephone number of the POC from which the past performance information is to be obtained.
3. Re: Past and Present Performance Information Sheets Discussion - Submit information on contracts you consider most relevant in demonstrating your ability to perform the proposed effort. This information is required for the offeror, subcontractors, teaming partners, and/or joint venture partners that the offeror considers critical to overall successful performance.
Question/Comment - Does the Government require up to four Past and Present Performance Information Sheets for each subcontractor? If so, is the Offeror locked into using the subcontractors identified in the submitted proposal?
Government Response – NO. Please refer to paragraph Instructions for Volume I, Past Performance, Factor 1 as it states offerors are allowed to submit a maximum of four (4) Contract references NOT a maximum of four references for each capacity in which it performed.
4. Re: PWS Section 4.5 Appendix A Discussion - Appendix A as containing workload data for Major Repairs. In reviewing Appendix A, the data appears to identify Routine Service Calls under the $2500 limit and Major Repair Workload data.
Question/Comment - Request the Government distinguish the Routine and Major Repair Workload data listed in Appendix A.
Government Response – The only service call listed in Appendix A that would be considered a Major Repair was the Sod Replacement on 7/7/2012.
5. Re: PWS Appendix A Discussion -Appendix A identifies several workload items for in ground light fixture repairs. We are aware of current deficiencies with water drainage on the site that contributed to lighting repair requests.
Question/Comment - Is the Government considering a future project to correct the drainage, with the expected reduction in electrical service call repair cost?
Government Response – NO. The Government is not considering a future project to correct a non-existing drainage problem. The only known problem is moisture accumulation, typical in most inground lights, and can be rectified with proper sealing.
6. Re: PWS Section 1.1.2.2 Exterior Electrical Distribution System Discussion - Some of the site lighting fixtures are positioned beneath the stone walkways and may require extended time and equipment to access lighting fixtures for repairs.
Question/Comment - Considering visitor safety and visibility of the site, please identify the maximum period the Government will allow an area or section to be blocked from patron access to complete repairs.
Government Response - If it is a scheduled repair the area may be corded off while work is being accomplished, but the area should be cleaned up and open before the contractor leaves the area each day. For emergency repairs, the area should be corded off and work should be complete and the area should be cleaned up before the contractor leaves the area.
7. Re: PWS Appendix A Discussion - Several ballast and bulb repair service calls are identified for the Upper Spire lights.
Question/Comment - Considering the age of the lighting system, obsolete parts, and reoccurring service calls, has the Government given further consideration of replacing or upgrading the lighting system for this area of the site?
Government Response – The Government recently upgraded the lighting that had the obsolete ballasts. If the Government decides to upgrade lighting in the future, a separate contract action would be initiated.
8. Re: RFP PWS Paragraph 1.1.2.3 Question/Comment - Please provide type and quantity for the various lamps and ballasts interior and exterior at the Air Force Memorial.
Government Response – Most lighting is common and readily available from an electrical supply company. The ballast and bulbs for the upper spire lights are Adventure lighting, 72748, and V90D8412K.
9. Reference 1.1.1.1 STORM WATER SYSTEM. The storm water management system was not viewed during the site visit.
Question/Request - Please provide make, model number, location and size for this system.
Government Response – The storm water management system consists of storm drains throughout the complex. The contractor would be responsible for clogged drains, broken covers and anything else that would inhibit the functionality.
10. Reference 1.1.1.6 FIRE SUPPRESSION AND DETECTION SYSTEM.
Question/Request – Please provide make, model number, location.
Government Response – The fire system is a straight standpipe with no alarm valve, and sprinkler heads.
11. Reference 4.7.1.1 EVENTS.
Question - Are these services to be provided under the firm fixed price portion of the contract?
Government Response - Yes they are provided under the firm fixed price. Generally, event support consists of custodial services, chair and bleacher set up and teardown.
12. Please provide a formal list of equipment that the contractor is required to maintain as a part of this contract.
Government Response – The contract is to maintain all facility maintenance including interior and exterior electrical, interior and exterior plumbing, HVAC, structural, grounds, refuse, custodial, power backup generator. This includes providing a dumpster and servicing of said dumpster. This contract does NOT include security cameras and call buttons, information monitors on exterior of building, office equipment, of the mechanic of the security barriers.
13. The solicitation refers to FAR 52.222-41(f) Service Contract Act of 1965; however, the Davis Bacon Wage determination is included for “building construction projects.” Which wage decision applies to this contract, DBA or Service Contract Act?
Government Response – Actually this project is subject to a Collective Bargaining Agreement.
14. Are there any exclusions to the $2,500-repair threshold besides repairs over $25K? Will existing repairs and deferred maintenance task items that are needed at this time (as observed during the walkthrough) included in the contract or will they be identified upon award and remediated under a reimbursable award? There appeared to be considerable regular maintenance deficiencies, such as non-operable lighting, for example.
Government Response – The Government is not aware of any major repairs needed at this time. If a specific concern was noted, please provide further information.
15. It was observed during the walk through that a significant amount of grout is missing and needs to be redone on exterior walk area panels. Will this be included in the contract and subject to the deductible?
Government Response – Most of the granite panels are not grouted intentionally. Grout has only been used in area where there is a large gap between panels.
16. Are structural repairs included?
Government Response – Yes, when needed.
17. The beacon light is out, but there are upper spire lights. Will the beacon light replacement be excluded from subsequent $2,500 deductible?
Government Response – The Government is aware the beacon light is out and currently has no intension of repairing it. A repair is not necessary with the FAA waiver.
18. There is an onsite dumpster. Is the dumpster contract the responsibility of the contractor?
Government Response – Yes, currently a 4cy dumpster is being used. The incumbent contractor had the dumpster painted to blend in with the wall color for aesthetic reasons.
