AIR FORCE MEMORIAL

PERFORMANCE WORK STATEMENT

11 CES/CEOSS

Joint Base Andrews, Maryland

1.0 DESCRIPTION OF SERVICES. The contractor shall furnish all personnel, labor, equipment, transportation, tools, materials, supplies, supervision, quality control, management and services necessary to perform facility system operations maintenance, maintenance management and facility support services for the Air Force Memorial in accordance with this Performance Work Statement (PWS). The contractor shall continually maintain all areas in a clean, neat and fully functioning manner.

As part of the fixed-price portion of this contract, the contractor shall provide all facility system operations and facility support services. Repairs with an estimated cost over $2,500.00 will be acquired by use of CLIN 0004 Major Repair as detailed in section 1.2 of this PWS. The contractor is responsible for the first $2,500.00 of all repairs, with the exception of any single repairs that exceed $25,000.00 (labor plus material).

1.1 FACILITY SYSTEM OPERATION AND MAINTENANCE. The contractor must operate, maintain, and repair all structural, mechanical, electrical, plumbing, and utility systems installed in the buildings. This includes air-conditioning equipment and systems, air-handling/distribution equipment and systems, domestic water equipment and systems, electrical equipment, indoor - outdoor lighting systems, heating equipment and systems, heating/ventilation/air conditioning (HVAC) systems, sanitary sewage equipment and systems, storm drainage equipment and systems, underground utility systems, systems visible or hidden, and portable fire extinguishers. The contractor’s responsibility for utility systems begins immediately at the point where the local municipality or other provider terminates its service. The contract includes all building support services, including: potable water, electricity, and sewer.

1.1.1 PLUMBING. The contractor shall maintain and repair all plumbing systems and fixtures in the AFM buildings in free-flowing and safe operating condition. The contractor’s responsibility for utility systems shall begin immediately at the point where the local municipality or other provider terminates its service. All work shall meet all applicable industry standards for both workmanship and material requirements. Plumbing fixtures including, all sinks, toilets, urinals, basins, and faucets, lavatories, drain lines, shall be free of leaks and drips, operate properly, drain freely, and be free of cracks and discoloration. All plumbing work shall be accomplished either by or under the specific direction of a qualified plumber and in accordance with the current version of the International Plumbing Code.

1.1.1.1 STORM WATER SYSTEM. The contractor shall maintain and repair all components associated with the storm water system to include but not limited to manhole covers, drainage grates, cleaning and ensuring a free flowing system.

1.1.1.2 WATER DISTRIBUTION SYSTEM. The contractor shall operate, maintain, and repair all potable, non-potable, hot and cold water systems to include but not limited to piping, in ground or above, valves, pressure gauges, fittings, back flow preventers, strainers and filters.

1.1.1.3 SANITARY SEWER SYSTEM. The contractor shall operate, maintain, and repair all piping associated with all waste water to ensure a free flowing drainage system.

1.1.1.4 HOT WATER. The contractor shall provide domestic hot water at 110 degrees Fahrenheit at the point of use.

1.1.1.5 WATER FOUNTAINS. The contractor shall maintain, repair as necessary and replace (as needed with prior COR approval); all drinking fountains and their component parts. All fountains shall be free of leaks and operate in accordance with the manufacturer design specifications. All damaged and worn component parts shall be replaced with parts equal or better in quality, size, and capacity to that being replaced.

1.1.1.6 FIRE SUPPRESSION AND DETECTION SYSTEM. The contractor shall operate, maintain and repair all components associated with suppression systems, fire detection systems and computer systems. The contractor shall support additional testing of all systems. The contractor shall perform annual testing and certification of the fire protection and detection systems as part of the facility system operation and maintenance.

1.1.1.7 CLEANUP/RESTORATION. The contractor shall mop up, vacuum, or otherwise remove water resulting from overflowing fixtures, leaks, floods, and clogged drains as part of the repair. Repair surfaces exposed to wastewater shall be disinfected. Walls, ceilings, sidewalks, roads and grass areas which are damaged by and/or removed to gain access to leaks, clogs or other defects shall be restored by the contractor to the original condition.

1.1.2 ELECTRICAL. The contractor shall provide trained, certified journeymen personnel for the operation and maintenance of the existing electrical distribution system. The contractor shall keep all certifications on file and will present them to the Contracting Officer Representative (COR) upon request.

1.1.2.1 INTERIOR ELECTRICAL SYSTEMS. The contractor shall provide uninterrupted electrical power beginning at and including the weather head or in the case of underground power, including the main distribution panel. Contractor shall repair or replace electrical systems as required so as to operate as originally intended and designed and in a safe manner all electrical equipment, service connections, distribution panels, conduits, grounds, outlets, switches, wiring, branch circuits, ground fault circuits, lighting fixtures, and photo cells. Cracked, broken or missing receptacle and switch faceplates shall be replaced with new plates of the same/original color and size. Contractor shall replace lighting fixture lenses and globes that are damaged or missing. Contractor shall repair or replace all exterior lighting including light bulb replacements. Maintenance of lamps, appliances, and cords owned by individuals is not the responsibility of the contractor. Contractor shall conform to the industry standards.

1.1.2.2 EXTERIOR ELECTRICAL DISTRIBUTION SYSTEM. The contractor shall operate, maintain and repair all exterior electrical system components that consists of, but not limited to, overhead and underground electrical distribution lines, transformers, manholes, substations, switching stations, electrical vaults, exterior lights, meters, low voltage electrical wiring devices, parking lot lighting, generators, transfer switches compound lighting, building exterior lights, and electrical equipment.

1.1.2.3 LAMP REPLACEMENT. The contractor shall perform lamp replacement work daily as requested by the COR, or tenant. The contractor shall complete this work in the same time frame as routine service calls. The contractor shall install cool white lamps in all fixtures for interior lighting except for specialty lighting. The cost for base building lamp replacement shall be included in the base services for this contract.

1.1.2.4 EMERGENCY BACKUP POWER SYSTEM. The contractor shall operate, maintain and repair backup generator and switchgear. Contractor shall maintain full fuel levels on generator system for routine operations. Contractor may negotiate costs of additional fuel required due to emergency situations or other unusual instances of fuel consumption in excess of three calendar days. Contractor shall establish necessary coordination and agreements with fuel companies to provide fuel as needed during extended outages.

1.1.3 HEATING, VENTILATION, AND AIR CONDITIONING (HVAC) SYSTEMS. The contractor shall operate and provide maintenance and repair for HVAC units and components. The contractor shall start-up, shutdown, and operate the equipment to efficiently maintain the operational target ranges and to minimize energy consumption at all times. The mechanical areas shall be kept water free, clean and free of debris. The contractor shall operate HVAC in an energy efficient manner to provide environmental temperatures during building core hours. All heating work shall be accomplished either by or under the specific direction of a qualified heat mechanic and in accordance with the current version of the Uniform Mechanical Code.

1.1.3.1 TEMPERATURE SETTINGS. The contractor shall maintain temperature settings as listed below during building core hours. Energy conservation measures shall be observed and incorporated whenever possible. Temperatures during times other than building core hours shall be maintained at the minimum temperature required to assure protection of the building and systems therein. The contractor shall operate the building HVAC equipment to provide specified environmental conditions during building core hours, avoiding unnecessary operation during evenings, weekends, Federal holidays or when the total building (of specific areas thereof) are not in use. During the heating season, temperature controls for office space shall be set to maintain 70 - 72 degrees Fahrenheit. A permissible range from 68 -76 degrees will be acceptable if obtained without using additional heating or cooling energy. During the cooling season, temperature controls for office space shall be set to maintain 74 - 76 degrees Fahrenheit. A permissible range from 72.5 - 78 degrees will be acceptable if obtained without using additional heating or cooling energy. Ventilation requirements shall be furnished in accordance with the current issue of the American Society of Heating, Refrigeration, and Air Conditioning Engineers (ASHRAE) Standard 62-1989, Ventilation for Acceptable Indoor Air Quality.

1.1.3.2 AIR FILTRATION. Standard Ventilation shall be provided to the maximum extent allowable by the design of the HVAC equipment installed in the building. Air shall be adequately filtered to assure a healthful environment, and filters shall be changed at a frequency that is consistent with the needs of the building and its tenants. All air moving equipment that has the ability to introduce outside air into the buildings shall use high efficiency (75-95% particulate removal or greater) air filters, unless otherwise approved by the COR. Select areas shall be maintained in accordance with manufactures recommendations.

1.1.4 UTILITY METERS. The contractor shall if necessary assist utility providers with gaining access to meters, gauges, etc., in order to obtain monthly gas, water, and electrical utility meter readings.

1.1.5 ROOF SYSTEMS. The contractor shall maintain and repair all areas of the roofing system to include but not limited to, penetrations, fan hoods, exhaust hoods, flashing, asphalt, roof membrane, roofing materials and roof drains. In addition to normal maintenance, the contractor shall inspect all roof drains prior to expecting heavy rain to ensure a free flowing drainage system.

1.1.6 FACILITY FINISHES. The contractor shall ensure all interior/exterior colors and finishes match current existing facility finishes. Facility finishes include a variety of interior and exterior finishes such as concrete, pavers, granite, stainless steel, masonry, stone, wood, metal, sheet rock, paints, stair treads, doors, wall coverings, floor coverings, and plaster. Contractor shall perform all woodworking requirements; finish carpentry, drywall, and all other skills required for facility component finishing. Painting includes pre-painting preparation removal of chips for testing, sanding, etching, and finishing of all surfaces assigned.

1.1.7 LOCKSMITH SERVICES. The contractor shall respond to service calls for locksmith services, lubrication of locking mechanisms, changing of locksets, tightening screws, or hardware.

1.1.8 PEST AND ANIMAL CONTROL. The contractor shall provide, establish and maintain a safe, effective, and environmentally sound integrated pest management (IPM) program to prevent or control pests and disease vectors that may adversely affect the health of personnel or damaging structures, materiel, or property. The contractor shall employ methods to control pests to include, but not limited to: insects, rodents, birds, and domestic animals at all locations. The contractor shall inspect for, control and treat infestations including but not limited to, fungi, termites, beetles, and ants. The contractor shall provide miscellaneous pest control to include the removal of dead or dying rodents or other small animals. The contractor shall implement a mosquito-monitoring program. The contractor shall clean accumulated amounts of bird guano from building surfaces and apply a suitable bird deterrent or repellent.

1.1.8.1 CERTIFICATION. The contractor shall obtain all certifications, licenses, and permits required by applicable Federal, State, and local laws for the accomplishment of work within this contract. The contractor shall provide certification, permits, and license to the COR prior to commencement of contract start. Pest and weed control must be accomplished in strict compliance with all applicable federal and state environmental regulations, particularly the Endangered and Threatened Species Act and the Migratory Bird Act and hazardous materials and hazardous waste regulations.

1.1.8.2 PEST MANAGEMENT PLAN. The contractor shall submit a Pest Management Plan within 30 days after contract award to the COR for review. As a minimum, the Pest Management Plan shall consist of the following parts: methods of control, service schedule and recommendations. The contractor shall maintain a complete daily operations log and chemical reports, and a complete pesticide inventory subject to Federal, State, and local inspection at any time. The contractor is required to employ the philosophies and strategies of Integrated Pest Management (IPM). Pesticides shall only be mixed and applied by certified pesticides applicators.

1.1.9 PREVENTIVE MAINTENANCE (PM) PROGRAM. The contractor shall develop and implement a preventive maintenance (PM) program for all systems and equipment. The contractor shall plan, schedule, and perform preventive maintenance PM services on all equipment and systems in accordance with industry standards or manufacturers recommendations.

1.1.9.1 PREVENTIVE MAINTENANCE PROGRAM SCHEDULE. Within 30 days of contract award the contractor shall submit to the COR for review and CO for approval a detailed PM program schedule. The schedule shall indicate each item of equipment or system that requires maintenance. The schedule shall also include the day of the week in which weekly or more frequent inspections shall be performed, and the week and month(s) that all other inspections shall be performed for the entire contract period. The contractor shall maintain the schedule in a format so that the completion of each PM is clearly indicated on the schedule. Once approved by the CO, the contractor shall adhere to this schedule in order to facilitate the Government's inspection of the work. The contractor shall schedule and perform annual and semiannual PM and inspections for all systems to coincide with the periods immediately prior to the heavy load seasons for each system and the electrical system PMs. The contractor shall schedule and perform heating season PMs during the period of June to August. The contractor shall schedule and perform cooling season PMs during the period of December to February. The contractor shall schedule and perform PM for all other equipment at the contractor's discretion unless specific requirements or restrictions are included elsewhere in this contract.

1.1.9.2 PREVENTIVE MAINTENANCE (PM) WORK. Once the CO approves the contractor's PM schedule, the contractor shall perform all PM work on the dates shown in the approved PM schedule. If the contractor finds it necessary to reschedule PM, the contractor shall submit a written request to the COR detailing the reasons for the proposed change at least five working days prior to the originally scheduled PM date. The contractor shall correct all equipment deficiencies identified during PM. When possible, the contractor shall correct equipment deficiencies detected during PM prior to departing the job site.

1.1.9.3 EQUIPMENT DEFICIENCIES. Equipment deficiencies detected during PM are part of the PM performance. Contractor shall perform minor repairs on a routine basis as a result of operation maintenance, preventive maintenance inspections, or as a result of service calls.

1.1.9.4 FREEZE PROTECTION. The contractor shall take protective measures including shut down, securing, and draining on all equipment subject to freeze damage when freezing weather conditions are forecasted, anticipated or imminent. The contractor shall be responsible for and liable to provide such services whether or not the Government or others specifically informs or notifies the contractor of such conditions. The contractor shall return all equipment to normal service as soon as possible when danger of freeze conditions has passed. The contractor shall correct all damages incurred as a result of failure to adequately protect equipment under these conditions, at no additional cost to the Government. The contractor shall notify the CO or COR no later than the following working day after securing a system from possible freeze damage.

1.1.10 UTILITY OUTAGES. The contractor shall shut down, restart, and perform operational checks on all equipment affected by both scheduled and unscheduled utilities outages at no additional cost to the Government. The Government will inform the contractor as far in advance as time permits of dates, times, building(s), and equipment that will be affected by such utilities outages. The contractor shall submit an outage report to the COR and Tenant promptly after an occurrence.

1.1.11 MARKING OF UTILITY LINES. The contractor is responsible for marking utility lines on the grounds of the Air Force Memorial (AFM) in support of any/all required dig permits, whether they are for the contractor, the government, or another contractor performing work on the AFM grounds. Utilities to be marked include electrical, water, sewer, storm drains, and irrigation sprinklers. Marking flags shall be used in place of marking paint, and the contractor should use the appropriate color flags for each utility as recognized within the industry.

1.1.12 NOTICE OF OUTAGES. The contractor shall obtain prior approval from the COR, except in emergencies, for work requiring shutdown of equipment for more than thirty minutes or work that results in the discontinuation or a reduction in production or distribution services. The contractor shall provide 5 business days notice prior to shutting down a service for a planned outage or shut down. In the event of an emergency/unscheduled outage, the contractor shall shut down, restart, and perform operational checks on all equipment affected at no additional cost to the Government. The contractor shall annotate all outagaes scheduled and unscheduled in the maintenance records.

1.1.13 SERVICE CALLS. The contractor shall respond to calls from the CO, COR, or the Civil Engineering After-hours Duty Officer. The contractor shall provide a single contact telephone number for service calls. The contractor shall receive calls at this number 24 hours per day, seven days per week. The contractor shall keep work area clean with no debris spread into adjacent areas or accumulating in the work area itself. Upon work completion debris and work materials shall be completely removed immediately upon job completion and no stains and other unsightly marks shall be visible.

1.1.13.1 DURING BUSINESS HOURS. The contractor shall respond to service call requests during business hours and shall classify each call in accordance with the Government’s call classifications in paragraph 1.1.14 Service Call Classification. All service calls will be issued in the form of a work order.

1.1.13.2 OUTSIDE BUSINESS HOURS. The contractor shall receive, respond, and classify service call requests directly from the Civil Engineering After-hours Duty Officer on weekends, and holidays. A work order will be issued on the first business day following the service call.

1.1.13.3 SERVICE CALL LOG. The contractor shall develop, implement and maintain a service call log in sufficient detail to enable the COR to determine whether services are completed in accordance with the terms and conditions of this contract. The service call log format shall be submitted to the COR by the contract start date. The service call log shall contain, at a minimum, the name and telephone number of the complainant, date and time the call was received, nature of the call, call classification, and the date and time when the call was completed or closed out and declared a major repair.

1.1.14 SERVICE CALL CLASSIFICATION

1.1.14.1 EMERGENCY CALLS. Service calls shall be classified as an emergency call when the work consists of correcting failures, which constitute an immediate danger to personnel or threaten to damage property. Emergency calls shall be considered as received by the contractor at the time and date the call is made to the single point of contact. The contractor shall respond to the AFM site immediately after receipt of an emergency service call. The contractor shall work continuously without interruption and shall arrest the emergency condition before departing the job site.

1.1.14.2 URGENT CALLS. Service calls that interrupt or otherwise adversely impact building occupant operations shall be classified as urgent calls. The contractor shall respond to the AFM site, within 2 hours for urgent service calls. The contractor shall work continuously without interruption to complete the service call.

1.1.14.3 ROUTINE CALLS. Service calls shall be classified as routine when the work does not qualify as an emergency or as urgent. Routine calls shall be considered as received by the contractor at the time and date the call is made to the single point of contact. The contractor shall respond to the AFM site, for all routine calls within 24 hours.

1.1.15 SERVICE TICKET. Within (1) one working day after completion of service calls or repair, the contractor shall provide the COR with a service ticket to include: Description of work actually completed (if different from original work description). Brief description of material and parts used, including quantities, date and time that the work began, date and time that the work was completed. Signature or initials of the contractor's personnel performing the work (or supervisor), indicating that the work has been completed. The contractor shall include, at a minimum, the work order number (if applicable), location, complete description of work, accounting data, all labor and material expenditures, work order reported date, start date, and finish date.

1.1.16 COORDINATE WORK WITH CUSTOMERS. The contractor shall coordinate with the building manager to ensure the work to be performed does not disrupt the customer operations. Work that requires service interruption, disconnects or cut-off of any utility to or within the facility, or requires the facility to be vacated, the contractor shall take the necessary action required at least twenty-four (24) hours in advance (if the interruption is scheduled) to notify customer and the COR to avoid damage to equipment, and minimize disruption to customer operations.

1.1.17 WORK BEYOND SCOPE OF REPAIR. If the contractor responds to a routine service call and believes that the work required is beyond the scope of repair, the work order shall be returned to the CO or COR no later than the following workday. The contractor shall attach a summary of the work needed and a detailed estimate showing labor hour and material requirements. The CO may waive the requirement to submit estimates in cases where the scope of work is clearly beyond that of a service call.

If the CO agrees that the work required is beyond the scope of a service call, the Government may reduce the scope of the work and will issue a new service call work order, or the Government will cancel the original work order. If the original work order is canceled, and redefined as a major repair, the work shall be covered under the section 1.2 of this PWS, or the work will be accomplished by means other than this contract.

If the CO determines that the work falls within the scope of a service call, the original work authorization will be returned to the contractor and the contractor shall complete the work. The contractor shall complete work on such calls within specified contract service call time frames from the original receipt date and time the contractor received the work authorization, plus any additional amount of time the work order was held by the CO for determination.

1.1.18 AVAILABILITY OF PARTS AND MATERIALS. The contractor shall maintain sufficient off-the-shelf materials and equipment on hand to support service call and repair requirements. Lack of availability of materials or equipment shall not relieve the contractor from the requirement to complete service calls and repair within the time limits specified.

1.1.19 REPAIR LIMITATION. The contractor's responsibility under the fixed-price portion of the contract for repair shall be limited to not more than $2,500.00 estimated total cost for work accomplishment. Work orders for requirements with an estimated cost over $2,500.00 shall be based on 3 competitive Firm Fixed Price (FFP) quotes or, if not applicable, other estimating sources as approved by the Government and shall be covered under the section 1.2 of this PWS, or by means other than this contract. The Government retains the right to obtain additional quotes.

1.1.20 APPLICABLE DOCUMENTS. All Work shall be in accordance with all applicable local, state, and federal codes and regulations, including but not limited to:

1.2 MAJOR REPAIR. Major repair is defined as maintenance, repair, and alteration work requirements beyond the scope of the services performed under the fixed price portion of the contract. All major repair work is included in CLIN XXX4 Major Repair and must be performed in accordance with industry standards and applicable codes. Delivery or performance for Major Repairs shall be made only as authorized by work orders issued by CO/COR.

1.2.1 QUOTES. The contractor shall obtain and submit to the COR and CO for review and approval as dictated below, a minimum of three written FFP quotes from firms that normally perform or are qualified to perform the task, or, if not applicable, other estimating sources as approved by the Government. Quotes submitted by the contractor shall include description of work, labor costs, description of materials to be used and itemized cost of material and shall be submitted within the following time frame:

$25,001 - $100,000 10 Calendar Days Following receipt and evaluation of the contractor’s quotes the Government has the option of (1) performing the work using another contract or in-house forces; (2) issuing a work order to the contractor without negotiations or (3) contacting the contractor to schedule negotiations.

1.3 FACILITY SUPPORT SERVICES. The contractor shall provide all supervision, tools, equipment, and labor necessary to ensure that custodial services are performed in a manner that will maintain a satisfactory facility condition and present a clean, neat and professional appearance. The contractor shall accomplish all cleaning tasks and be required to provide and replenish soap and paper products in all restrooms in order to meet the requirements of this PWS. All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, instructions, and commercial practices.

1.3.1 CUSTODIAL

1.3.1.1 GENERAL CLEANING. All furniture, glass desktops, partitions, computer centers, pictures, blinds and bookcases shall be cleaned, and maintained in a condition that is free of dirt, dust, streaks, water marks, spots, oils, spots, smudges and grime, and does not present a cloudy appearance. General Office cleaning includes all office areas. All vertical surfaces and all under surfaces (knee wells, chair rungs, table legs, etc.), shall be kept free of an obvious accumulation dust and dirt. All wall surfaces shall be spot cleaned to remove smudges, marks, or spots without causing unsightly discoloration. All washbasins and mirrors shall be kept clean and have a uniform luster with no visible dust, spots, stains, rust, mold encrustation, or excess moisture. Mirrors shall be free of dirt, dust, streaks and spots. Paper towels shall be supplied in a quantity that shall meet daily needs but not in an overflow condition.

The contractor shall provide a minimum of one worker to continuously clean the Air Force Memorial Complex seven (7) days per week, 364 days per year, between the hours of 0630 to 2100 (6:30am to 9:00pm). The Air Force Memorial Complex is closed only on Christmas Day.

This cleaning shall include but not be limited to continuous litter pickup, trash container emptying and disposal, leaf and debris removal (including cleaning of stone surfaces and walking areas), cleaning and removing fingerprints from displays, bronze statues, and glass, offices, guard booth, drinking fountains and cleaning and stocking of restrooms. The Air Force Memorial Complex should be maintained in pristine condition. Quality Control inspections should be sufficient to ensure the high level of maintenance is consistently achieved.

1.3.1.1.1 OFFICE AREA AND GUARD BOOTH. All doors, door thresholds, glass entrances, display cases, artwork and signage shall be cleaned and left free of dirt, grime, dust, streaks, stains, spills, water marks and spots. Metal doorknobs, push bars, kick plates, railings, and other metal surfaces shall be cleaned and polished, free of visible dirt, smudges and free of unsightly discoloration. Both sides of glass entrance doors and glass partitions shall be maintained and left free of dirt, grime, streaks, water marks and spots and shall be unclouded. Handrails, doors, and other surfaces shall be cleaned and polished. Marks and spots shall be cleaned off walls (including granite and painted surfaces), and all surfaces shall be free of visible dirt and smudges, and free of any unsightly discoloration.

1.3.1.1.2 NON-CARPETED FLOORS (Hard Floors: Vinyl Tile, Ceramic Tile, Wood, and Concrete). Hard floors shall be maintained free of grit, soil, dust, scuff and heel marks, stains, spills, debris, litter and other foreign matter by effective routine cleaning. Cleaning shall be accomplished by the most appropriate method (vacuum, sweep, dust mop, damp mop, spot clean, etc.) and with cleaning solutions, if applicable, for the specific floor type. After cleaning, floor surfaces to include grout shall have a uniform, clean appearance without streaks, swirl marks, detergent residue, or any evidence of soil, stain, film, or standing water. Baseboards, corners, and wall/floor edges shall also be clean. Chairs, trash receptacles, and other easily moveable items shall be moved to maintain floors underneath these items and returned to their original and proper position after cleaning.

1.3.1.1.3 CARPETED FLOORS. Carpets shall be maintained free of soil, dirt, debris, litter and other foreign matter by effective routine vacuuming. Efficient vacuum cleaners shall offer high airflow, high efficiency filtration, and an adjustable rotating brush agitation for more effective soil removal. Any spots and/or spills shall be removed by the carpet manufacturer’s approved methods or other commercially accepted practices as soon as noticed. All tears, burns, and raveling shall be brought to the attention of the COR. Area and throw rugs shall also receive this service. Chairs, trash receptacles, and other easily moveable items shall be moved to maintain floors underneath these items and returned to their original and proper position after cleaning.

1.3.1.1.4 FLOOR MATS (Walk-Off). Vacuum and/or clean interior and exterior floor mats. Mats shall be free of all visible lint, litter, debris, soil and other foreign matter. Soil and moisture underneath mats shall be removed and mats returned to their normal location.

1.3.1.1.5 TRASH RECEPTACLES (inside/out). Inside - The administrative office area of the Air Force Memorial Complex consists of a two person office space. The contractor shall empty the trash receptacles inside the administrative office areas every other day to prevent overflow and odors then dispose of in accordance with the standard in 2.0 Service Delivery Summary. All trash receptacles shall be clean and odor free. The contractor is responsible for replacement of plastic trash bags. Liners shall not be torn, worn, or contain residue.

Outside - The Air Force Memorial Complex and in the restroom areas, the contractor shall empty all trash receptacles as needed to prevent overflow and odors and shall collect all trash (bulk) generated in each room and dispose of in accordance with the standard in 2.0 Service Delivery Summary. All trash receptacles shall be clean and odor free. The contractor is responsible for replacement of plastic trash bags. Liners shall not be torn, worn, or contain residue.

1.3.1.1.6 RESTROOMS. Clean and disinfect all surfaces of sinks, toilets, urinals, lavatories, dispensers, plumbing fixtures, partitions, dispensers, doors, walls, partitions, stalls, stall doors, entry doors (including handle, kick plates, ventilation grates, metal guards), walls, and other such surfaces shall be cleaned and disinfected using a germicidal detergent. Restrooms shall have a clean scent or no odor at all. Toilets and urinals will be free of spots, water spots, scale buildup, soap scum, odors, and any other deposits. Mirrors shall be clean and have no streaks or other removable matter. Partitions shall be smudge, stain free. Vents (within 72 inches of the floor) shall be clean. Restroom sinks, countertops, and fixtures shall be free from water and scale deposits, soil, streaks, and other removable matter. Walls and grout shall be free of all firm, spots, and detergent buildup. All floor surfaces shall be maintained free of grit, soil, dust, scuff and heel marks, stains, spills, debris, litter and other foreign matter by effective routine cleaning. Moveable items shall be tilted or moved to sweep and damp mop underneath. Grout on the wall and floor tiles shall be free of dirt, scum, mildew, and residue.

1.3.1.1.7 SUPPLIES. Contractor shall ensure…
