This project will not require personnel to have a security clearance, However, As per the Peformance Work Statement (Section 1.3.2) explains in the posted Solicitation “Contract employees shall not enter any restricted areas. A National Agency Check (NAC) will be required in lieu of a Security Clearance. The Contractor Shall provide , on company letterhead, the names of each employee with the following information. Q2.

Is there an incumbent for this opportunity? If yes, please provide the incumbent information. Contractor name, contract #, period of performance, and value are appreciated.

A2.

Yes, There is an incumbent for the acquisition as this is a reprocurrement for an expiring service. This contract (FA4416-09-C-0016) is in the last option year expiring on 31 January 2012. The Incumbent is VonGoins Corporation.

Q3.

Is the incumbent for this acquisition able to bid?

A3.

Yes!

Q4.

The solicitation states that all work will be performed at Joint Base Andrews, including “borrowed “classrooms in addition to buildings 1413, 1642, and 1414. The RFP further mentions the “Bolling” Education and Training Section. Please clarify the number of buildings/classrooms, their location and distance apart, and whether “transportation” will require movement of equipment and/or supplies between Bolling AFB and Joint Base Andrews.

A4.

Thank you for this question as it has discovered a TYPO ONLY!

The RFP does mention the Bolling Education and Training Section. It was meant to say Andrews Education and Training Section. I sincerely apologize for the error as it will be corrected during this Amendment. Thank you.

Q5.

If movement of equipment and materials/supplies is required between Andrews and Bolling, please provide data on frequency of trips and volume of materials/equipment to be moved.

A5.

Movement of equipment and material/supplies is not required between Andrews and Bolling. However, movement of equipment and meterial/supplies is required on an as needed bases between the Education and Training Section and buildings 1413, 1642, 1414 on Joint Base Andrews.

Q6.

Please define “each scheduled term,” and provide clarifying information on the number and duration of terms per CLIN period, and any periods during which Night Monitoring Services will not be required.

A6.

Term is defined by the on-base school schedules. There are 5 on-base colleges with varying schedules. Typically, there are no classes from the week before Christmas until after the new year. There may be other short breaks in the spring and summer when none of the colleges have classes. Otherwise, there may be classes up to 5 nights per week and on some weekends during the day.

Q7.

Performance of Work Paragraph 1.1 Scope – Can you be more specific on the equipment, materials, and parts required? What is the contractor expected to provide?

A7.

May be required to supply cleaning supplies to clean off marker boards, student desks, etc. to ensure classrooms are left clean and ready for the next class.

Q8.

Performance of Work Paragraph 1.3.1.1. & 1.3.1.3 – Paragraph 1.3.1.1 states on-call basis yet paragraph 1.3.1.3 states specific hours. Is the expectation someone is on site and available 15 minutes before and after each class?

A8.

Yes the night monitor should be on site until classes end for the evening or day during the weekend hours.

Q9.

Is this contract subject to SCA rules?

A9.

Yes! Per the Federal Acquisition Regulation (FAR) “Service Contractvalued over $2,500.00 are sbuject to the rules and regulations of the Service Contract Act”

Q10.

How many employees currently on the contract? How many employees are used per day and on the weekends?

A10.

There are 2 employees currently working. One employee is all that is needed per day. It is up to the vendor how many he/she uses as long as everything is completed.

Q11.

Paragraph 1.2.3.3 says that the successful offeror will assume responsibility for the repair or replacement of equipment or Government property damaged or lost due to incumbent’s negligence. What property requires repair and/or replacement? Can you provide a list?

A11.

Yes, if it is determined to be because of the negligence of the vendor that the equipment was damaged or lost the vendor is responsible for replacing the equipment.

Q12.

Is there any grading criteria for Past Performance in the RFP responses?

A12.

Yes but only as a secondary evaluation factor, as this procurement is Lowest Price Techincally Acceptable (LPTA). A good past performance will only help.

Q13.

How many different buildings are involved? And are classes year round?

A13.

Two buildings (Bldg 1413 and 1642). Yes, classes are year round with short breaks at Christmas and Thanksgiving.

Q14.

What is the proximity of the three buildings mentioned in the RFP? Does it require the use of a vehicle between buildings?

A14.

There are only 2 buildings…1413 and 1642. 1642 is approximately 1 block from 1413 so it is within walking distance of 1413.

Q15.

How many Night Monitor personnel currently work in each building?

A15.

This requirement is not to have personnel in every building during the entire shift. The night monitors are expected to monitor the two buildings as one. Commuting between each building is necessary.

Q16.

The RFP states that the contractor should submit no more than 5 Past Performances for similar type of work. If the Contractor has no past performance for this type of work, will that disqualify the Contractor?

A16.

No! Past performance is only requested to better evaluate the interested vendors capability. The Past performance is only a secondary evaluation factor.

Q17.

We assume the Contractor Access Pass is to allow workers to get on Andrews AFB. However, if the workers have military ID cards (i.e. Dependent ID cards, Retiree ID Cards), will it be necessary for those employees to have Long Term Contractor Access Passes?

A17.

Yes! All contractors shall have long term contractor access passes, as they must be identified as a contractor while providing this service.

Q18.

If prospective workers hold Security Clearances, will they still be required to have a National Agency Check (NAC)?

A18.

They will hold contractor ID cards so whatever check the Security Forces Squadron completes that will allow them base access is what we need.

Q19.

Does the government reserve the right to procure services for other than the lowest price?

A19.

Yes. Per the Solicitation- This procurement will be evaluated as Lowest Price Technically Acceptable (LPTA), however, If the government justifies that an award to other than lowest price is more advantageous to the government, than an award can be made to the other than lowest price.

Q20.

Based on the PWS paragraph 1.2.3.3 indicates that there may be some equipment that was lost or damaged due to the incumbent’s negligence and that the successful offeror will assume responsibility. Question 11 of the previous questions asked if there was a list of property that required repair and/or replacement. If there is equipment that requires repair or replacement, can you provide the list of equipment in order to properly price this opportunity?

A20.

Yes we have an equipment listing, however we are not going to release it to the public. Whoever wins the contract will be briefed. Our classrooms maintain audiovisual equipment.

Q21.

Can you provide a base map showing the buildings required to be monitored and the relation of them to the Main Gate?

A21.

A base map will not be provided at this time.
