SUBJECT: Contractor Environmental Guide

1. On behalf of the 66th Air Base Group, Civil Engineering Division, Environmental Element, welcome to Hanscom Air Force Base (AFB). We would like to take this opportunity to explain some of the environmental requirements related to performing work on this installation and inform you of our Environmental Management System (EMS) requirements.

2. The role your company plays in keeping Hanscom AFB compliant is vital. Adherence to this guide will help increase your company’s awareness of the installation’s EMS and environmental regulatory requirements that impact Hanscom AFB. This guide covers the significant environmental aspects and impacts that contractors often influence at Hanscom AFB. You will find a list of these aspects in Appendix E. After contract award, please complete and sign Appendix E, and submit it to the contract administrator immediately after the pre-construction meeting.

3. The contract administrator will place a signed copy of Appendix E in the contract folder and forward a copy to the point-of-contact below.

Hanscom AFB Contractor Environmental Guide

Part 1 – Obligations

1.1. All contractors are obligated to comply with federal, state, and local environmental regulations, and Hanscom AFB Environmental Management System (EMS) requirements. Some of the environmenta l issues to be considered while completing your job at Hanscom AFB include:

- Hazardous material (HAZMAT) usage & management

- Hazardous waste disposal

- Asbestos abatement and disposal

- Lead abatement and disposal

- Recovered materials usage

- Protection of native plants and birds

- Stormwater discharges and erosion control measures

- Construction and Demolition (C&D) waste recycling / disposal

- Waste management

- Influence on the installation’s environmental focus areas (see Appendix E)

1.2. Prime contractors are obligated to ensure all subcontractors adhere to environmental regulations.

Part 2 – Responsibilities

2.1. Contractors, subcontractors and concessionaires are responsible for environmental protection while in the process of executing contracts on Hanscom AFB involving, but not limited to:

- New Construction

- Renovations and major repairs on existing structures or systems

- Demolition/removal of old structures or systems

- Excavation and trenching

- Performance of contracted maintenance or services

2.2. All contractors, subcontractors, and concessionaires will comply with environmental regulations.

2.3. Pre-work conference: The prime contractor will brief employees and/or subcontractors on environmental regulations and policies as applicable to the project. Provide documentation of briefing to the Contracting Officer prior to any work and/or construction.

2.4. Project sites are subject to inspection at any time by the Hanscom AFB Environmental Element (CEIE) to ensure compliance with environmental regulations and practices.

2.5. Contractors must report spills to the Base Fire Department; dial 911

2.5.1. The Base Fire Department will follow the installation Spill Prevention and Response Plan protocols.

2.6. Contractors must coordinate all spills with CEIE for directions regarding disposal of spill residues (781-225-6152/6142).

2.7. Contractors shall take immediate corrective action to correct substandard environmental practices or conditions in order to comply with environmental regulations if informed of a violation.

Part 3 – Summary of Common Environmental Requirements and Contractor Responsibilities:

3.1. The following, organized by the step/action that occurs in a typical construction project, is a list of common Contractor responsibilities. This table is not all inclusive of all environmental requirements that could be encountered during a construction project (for instance the removal of underground storage tanks).

Design Stormwater Management – Design Criteria

On all designs to the maximum extent practicable

Required for all redevelopment projects and for projects in which conversion of open space to impervious space equals or exceed 1,000 square feet

• Both new construction and redevelopment projects shall be designed in accordance with Massachusetts MS4 General Permit Part 2.3.6(a) and Massachusetts Stormwater Management Guidelines. Refer to Appendix G for additional guidance.

• Redevelopment projects shall be designed to achieve a 10% reduction in stormwater runoff volume over existing conditions

• Follow Massachusetts Stormwater Management Guidelines for Best Management Practice (BMP) design to include permeability (not percolation) testing to determine exfiltration rates or have a Massachusetts Licensed Soil Evaluator (MASE) complete Mass DEP Form 11: Soil Suitability Assessment for On-Site Sewage Disposal in order to conduct a textural analysis of site and to determine the required Rawls rate as outlined in Massachusetts Stormwater Handbook Volume 3.

MASE shall determine depth estimated seasonal high groundwater and annotate on the Form 11

• Stormwater calculations should include reach routing and CB/pipe capacity evaluation.

Subsurface pipes shall be designed to convey the 25-year storm event. Design must ensure runoff from a 100-year storm event reaches its intended downstream location via designed stormwater features. i.e. pipe sized for 100-year flow, properly designed spillway and/or swale, etc.

• Stormwater design should correct subsurface conveyance piping to replace shallow catch basins (CB) with deep sump (4-feet) CBs with hoods and introduce drainage manholes (DMHs) to eliminate CB to CB connections/(CBs in Series), whenever possible

Stormwater design analysis for pre-and post-development conditions for 2, 10, and 100-year storm events.

Stormwater EPA Construction General Permit

(Large projects)

All projects with land disturbance equal to or exceeding 1 acre in land area

• Develop complete draft Notice of Intent (NOI) and Stormwater Pollution Prevention Plan (SWPPP) for project-specific coverage under the EPA Construction General Permit. Submit with design packages beginning with 65% design (or equivalent) and all subsequent design stages

Construction Site Dewatering and Discharge

Pumping out of collected stormwater

All projects where it is necessary to have excavation dewatering and/or pumping out of storm water accumulation from sites in which the discharge will be sent to storm drains or surface waters.

Short-term and long-term dewatering of foundation sumps in which the discharge will be sent to storm drains or surface waters.

• Design must include a draft “reduced” Sediment and Erosion Control Plan (narrative text) compliant with the requirements of the Hanscom AFB Construction Site Stormwater Runoff Control Program Plan.

• Prior to discharge, water shall be collected and sampled for pollutants; sampling results shall be provided to CEIE for review. If no pollutants are identified, CEIE will issue approval to discharge under the base MS4 permit. If pollutants are identified, water shall not be discharged but shall be collected and managed/disposed of appropriately

New fuel tank installation, or replacement of existing tank

When UST replacement or new tank installation necessary, use AST in lieu of new UST to maximum extent practicable

• On new designs, provide alternatives to include installation of AST in lieu of UST for heating and dispensing fuel units, as feasible;

• On projects involving replacement of either existing boiler or UST, use an AST whenever possible.

Design justification if/why UST is the only feasible alternative; New tank specifications, site design plans of new installation, including piping, valves and electrical connections.

Before Construction/Performance

Protection of the Federally Threatened Northern Long Eared Bat

(NLEB)

Prior to any tree removal and/or upon the discovery of any injured or dead bats within the project limits

• As of April 1, 2015, the NLEB was listed as threatened under the Endangered Species Act (ESA). Hanscom AFB is located within a preferred habitat of the NLEB, in a county confirmed for white-nose syndrome (WNS). The removal of trees requires coordination with CEIE.

• Tree removal on main base or Fourth Cliff (Scituate) is not required to have CEIE approval unless the quantity of tree removal exceeds 50 trees. Tree removal at FAMCAMP or Sagamore Hill (Hamilton), regardless of the quantity of trees or the size of land clearing, is required to obtain CEIE approval. Tree removal at these locations is prohibited between June 1 and July 31.

• Obtaining CEIE approval requires that the USAF obtain concurrence on a “no effect” or “may affect, but not likely adversely affect” determination from the USFWS. CEIE will process these requests. To initiate the process, submit a request, at least 45 days prior to tree removal or land clearing. The request must include a project description, number of trees, date of proposed removal, and site map.

Do not proceed with removal until a copy of the determination is received back from CEIE and maintain a copy on site during the work.

• All projects, at all locations, must immediately report injured or dead bats to CEIE. Preserve the carcass for collection.

Request must be submitted to CE customer service with a project description, number of trees, date of proposed removal, and site map.

Preservation of Natural Resources

Prior to any action within any resource area (bordering vegetated wetland, riverfront area, coastal bank) and/or associated buffer zone

Contractor will perform consultation and secure all necessary permits, and approvals from outside agencies for any work within wetland resources, buffer to wetland resources, Riverfront area and/or coastal bank.

Contractor is required to consult with CEIE regarding any potential project impacts to these resources and notify CEIE of project filings with outside agencies including time, location, and attendance of any public hearings.

Permit (RDA or NOI for filing with Conservation Commission) and/or other relevant permits required for the project

Mitigation for Tree Removal

Required when tree removal is required as part of a project

Contractor shall prepare a tree removal and replacement plan and submit to CEIE for coordination with the Base Tree Warden at least 45 days prior to the start of work. Every effort shall be made to replace trees on a 1 to 1 basis. Base Tree Warden will review and seek approval from the Base Civil Engineer.

Preservation of Cultural Resources

Required when a building or structure is over 50 years of age, approaching 50 years of age, or was built or used during the Cold War.

Also required when archaeological sites or historic trails are encountered.

The Massachusetts’s Historic Commission (MHC) is required to review federal projects that may affect historic or archaeological properties (National Historic Preservation Act; Arizona Historic Preservation Act).

Contact CEIE (781-225-6144) to determine if the building/structure/archaeological site has been evaluated and classified as an eligible historic site.

CEIE will contact the MHC if necessary. This process is typically 35 to 120 days or more.

If no cultural survey exists then one must be completed before construction begins.

Approval must be granted prior to work commencing.

HAZMAT

Review

Always No later than 15 calendar days from the contract award date, submit a list of all hazardous material for base approval prior to HAZMAT delivery to the base for project usage (e.g., paint, adhesives, sealants, paint remover, refrigerants, pesticides, acids, compressed gases, etc.). Submit a Safety Data Sheet (SDS) for each hazardous material to be used during the project.

Submit a list of materials with SDS specifying intended usage to the Contracting Office.

Approval of HAZMAT must be received prior to HAZMAT delivery to Hanscom AFB project site.

Lead-Based Paint (LBP) Determination (For Non- Residential Facilities)

Testing for LBP is necessary prior to renovation, repair, demolition, sanding, sandblasting, or maintenance activities that will involve or disturb painted surfaces.

If a project has already been designed (i.e., it is not a design/build and it is not a SABER project), then CE will inform the contractor of the lead-based paint determination.

If a project is a SABER project or a design/build project, then the contractor is responsible for the lead-based paint determination as follows:

LBP data may be available for review for some buildings. Contact the Bioenvironmental Engineering Office, CEIE, CE Engineering, or CE Operations to determine if LBP data already exists for the specific building or work area.

If data does not exist or is inadequate testing for LBP is required.

If it is determined that LBP is present above the action level and will be disturbed, the contractor will ensure activities are performed in conformance with regulations governing lead paint in the construction industry (OSHA, 29 CFR 1926.62) to ensure occupant, worker, and environmental protection. Necessary abatement and protection procedures shall be incorporated into work plans and contract documents.

Bioenvironmental Engineering and the CE LBP Program Officer review contractor submittals and work plans, including training certifications, for project activities that disturb LBP.

Submit a copy of the LBP Survey Report to the Contracting Office.

If LBP is present, submit a copy of the LBP Removal/ Demolition Activity to the Contracting Officer.

(See Appendix C-3)

Asbestos Determination

Prior to renovation or demolition activities

Prior coordination with CEIE on asbestos status/data availability for a building and/or room is required. In the absence of available information to make asbestos determination, the contractor is responsible for the asbestos determination as follows:

The contractor shall test for asbestos prior to renovation or demolition activities

The person conducting the inspection shall have a valid Asbestos Inspector License issued by the Massachusetts Department of Labor Standards

The inspection report shall include:

• Laboratory Report: The name and address of the laboratory, the date of the analysis, the name and signature of the person performing the analysis, and the results of the analysis

• Inspection Report: The date/s of the inspection, identification of materials tested and confirmation of presence of asbestos in those materials tested, the report issued from an NVLAP accredited laboratory for the materials that were tested, and

• If asbestos is present and must be abated, the Contractor must:

Submit the following documents prior to Notification to MassDEP:

• Asbestos Abatement Work Plan (For approval by Environmental Section (66 ABG/CEIE), Bioenvironmental, and CE Safety prior to Notification)

• Mass. DLWD Asbestos Abatement Contractors License

• Asbestos Supervisors License

• Asbestos Workers License

• Consultant Firms Laboratory License

• Project Monitors License

Notification to MassDEP

• Submit to MassDEP at least 10 days prior to start of work

• Submit copy of notification, including date submitted, to CEIE.

Submit a copy of the Asbestos Survey Report to the Contracting Office.

If asbestos is present, submit a copy of the abatement plan, contractor/superviso r/worker licenses, lab license, project monitor license, and notification to MassDEP Contracting Office.

(See Appendix C-2)

The removal of an UST/AST must comply with storage tank and hazardous waste regulations.

Early during pre-construction, coordination with CEIE and local Fire Departments is required for the UST or AST removal.

The removal of the UST must comply with 527 CMR

9.00 and 310 CMR 80.47. Coordination with CEIE and the local Fire Department (e.g., Bedford, Lexington, Lincoln) is required prior to commencement of AST/UST removal activities. A permit for removal of UST is required. Following initial coordination with CEIE, contact local fire department for permit and contamination assessment requirements. Refer to Appendix D for guidance.

Submit the tank UST removal permit to the Contracting Office and coordinate with CEIE prior to removing any

UST/AST.

Base Civil Engineering Work Clearance Request

(Dig Permit)

Prior to any excavation work, trenching, digging, boring, cutting, etc.

Complete Engineering Work Clearance Request – AF Form 103 (Dig Permit) and obtain a dig safe permit.

Submit AF Form 103 and required drawings to Civil Engineering Customer Service for processing/approval.

Work shall not begin without an approved AF Form 103.

Construction and Demolition (C&D) Debris Diversion Plan

Always At least 3 weeks prior to the start of construction, submit the C&D Debris Diversion Plan – this plan describes how the contractor will recycle (or dispose) of scrap metal, concrete, wood, green waste, garbage, etc. and comply with Massachusetts Waste Ban regulations

Note: DoD Instructions, CFR, Executive Orders, and the Air Force require recycling.

Refer to Appendix B for guidance.

Submit the C&D Debris Diversion Plan to the Contracting Office.

Construction/ Demolition Notification with MassDEP

Prior to any demolition or construction of a building.

In accordance with 310 CMR 7.09, MassDEP requires notification 10 working days before the start of construction or demolition of a building. This notification requirement is designed to protect public health and the environment by ensuring that the release of dust or other potentially hazardous air pollutants to the ambient air will be prevented. Please note that “working days” are Monday through Friday and do not include Saturdays, Sundays or state holidays.

Submit the completed notification showing receipt from MassDEP to Contracting Office 7 working days prior to start of construction or demolition.

Compliance Certification for New Generator

Early during pre-construction, coordinate with CEIE the submission of the Compliance Certification and supporting documentation to certify to MassDEP:

Within 60 days of installing an Emergency generator, fire pump or other similar engine rated at 37 kilowatts or more, or

At least 30 days before installing a Non- Emergency engine rated at 50 kilowatts or more.

The Addition of a new Generator must comply with Commonwealth of Mass Regulations 310 CMR 7.26(43).

Operators of new emergency or non-emergency engines certify to the Massachusetts Department of Environmental Protection (Mass DEP) that they are:

Complying with the environmental protection requirements: Within 60 days of installing an Emergency generator, fire pump or other similar engine rated at 37 kilowatts or more, or At least 30 days before installing a Non- Emergency engine rated at 50 kilowatts or more.

Typically HAFB installs non-emergency generators.

The following documentation is required:

1. Certification Form for Non-Emergency Units (Signed by Base Commander)

2. Supplier Certification of Emission Performance (Signed by Supplier). For each new Non- Emergency engine or turbine you are installing, the equipment supplier(s) will need to certify that the unit meets specific limits for emissions of ammonia, carbon dioxide (CO2), carbon monoxide (CO), oxides of nitrogen (NOx), and particulate matter.

Stormwater EPA Construction General Permit

(Large projects)

All projects with land disturbance equal to or exceeding 1 acre in land area

(Land disturbance activities include demolition, construction, clearing, excavation, grading, filling, and reconstruction)

Submit final NOI and SWPPP for coverage under the EPA NPDES General Permit for Discharges from Construction Activities to EPA through the online system at least 14 days prior to commencement of construction (or and no later than 30 days after construction commencement for emergency related projects). The government approval of the final NOI and SWPPP will normally be provided by CEIE through the design review process (see above design section). If no evidence of government approval is received by 30 days prior to construction, contact CEIE at 781-225-6144 for guidance. Construction may not begin until permit coverage is obtained.

Stormwater MS4 Permit Compliance

(Medium sized projects)

All projects with land disturbance or limits of work equal to or exceeding 5,000 SF in land area and less than 1 acre in land area

(Land disturbance activities include demolition, construction, clearing, excavation, grading, filling, and reconstruction)

Submit final project-specific Sediment and Erosion Control Plan (both drawings and narrative text) compliant with the Massachusetts Stormwater Handbook Standard 8 and the requirements in the Hanscom AFB Construction Site Stormwater Runoff Control Program Plan to CEIE for approval. The government approval of the final plan will normally be provided by CEIE through the design review process (see above design section). If no evidence of government approval is received by 30 days prior to construction, contact CEIE at 781-225-6144 for guidance. Construction may not begin until approval is obtained.

Submit the approved Sediment and Erosion Control Plan to CEIE at least 14 days prior to the beginning of construction.

• Ensure that asbestos waste is properly managed

• Notify CEIE 7 Working Days prior to

Transportation of Waste

• Complete Waste Shipment Record to identify the Generator ID, Bldg#/Project ID associated with waste generated, Transporter and Disposal Facility description.

• Obtain CEIE signature on the Waste Shipment Record (also signed by the Transporter) the day the waste is transported off the installation.

Refer to Appendix C-2 for guidance

Submit Waste Shipment Records to Contracting Office and provide CEIE a copy at the time waste is transported from the installation.

Proper management of waste and recyclables (hazardous waste, universal waste, scrap metal, wood etc.)

Always The contractor must:

• Identify potentially regulated wastes

• Provide copies of analytical reports, SDSs or other documents characterizing wastes as hazardous or nonhazardous to CEIE

Refer to Appendix C for guidance regarding Hazardous Waste and Universal Waste.

For C&D waste follow the previously submitted C&D Debris Diversion Plan (refer to Appendix B).

C&D logs shall be submittals as described in Appendix B

APPENDIX A

GUIDANCE FOR SUBMISSION OF SAFETY DATA SHEETS

FOR HAZARDOUS MATERIAL (HAZMAT) AND REPORTING OF HAZMAT USAGE

Hazardous Materials: A hazardous material is commonly known as a HAZMAT. OSHA defines a hazardous material as any substance to which exposure “results or may result in adverse effects on the health and safety of employees” or “any chemical which is a physical or health hazard.” There is no ‘one simple list’ of hazardous materials.

Listed below are the general categories of hazardous materials that require submission of hazardous material usage reporting to the Contracting Office. An initial list of HAZMAT with corresponding SDSs is to be submitted for approval no later than 15 calendar days from the contract award date.

• Compressed gases (all types)

• Adhesives

• Sealants

• Paints (including aerosols)

• Lubricants/oils/fuels

• Welding materials

• Solvents

• Chemicals used in testing or as additives

• Any fluids (except water) added to machinery/government-owned or leased equipment

• Pesticides/insecticides/rodenticides HAZMAT cannot be brought or stored on Hanscom AFB without prior notification and approval through the Enterprise Environment, Safety, and Occupational Health Management Information System (EESOH-MIS). HAZMAT purchased by the contractor to fulfill contract requirements are brought on base as needed, used only by the contract employees and are removed from the base at the end of the term of the contract. Excess and unused HAZMAT at project completion will be removed from the base by the contractor.

For all contractor-owned HAZMAT, a list of the materials, container sizes, quantities and corresponding a Safety Data Sheets must be provided to the Contracting Office. The completed list of HAZMAT products to be used to meet contract requirements and SDSs should be submitted to the Contracting Officer no later than 15 calendar days from the contract award date.

The HAZMAT Program Manager will process the HAZMAT approval in EESOH-MIS and assign a shop specific label for each container. Tracking labels are generated within one to two working days of completion of HAZMAT approval through EESOH-MIS. Each contractor’s HAZMAT container stored or used on base must be labeled with HAZMAT bar-code tracking labels, provided by HAZMAT Program Manager. The contractor will ensure that labels are placed on these containers meeting the requirements of 29 CFR 1910.1200(h), AFI 90-821, Hazard Communication and 40 CFR 262.32 and that management of HAZMAT used on a project meets HAFB Hazardous Management and Operating Procedures (HMOP).

The contractor must turn-in the label to HAZMAT Program Manager when a HAZMAT container is empty or removed from the installation. The contractor shall establish a centralized location to store, receive, transfer, and issue contractor-owned HAZMAT in accordance with all applicable regulations.

The contractor will store no more than the authorized quantity of HAZMAT on site.

The contractor is responsible for furnishing all equipment necessary to manage contractor-owned HAZMAT. This equipment includes, but is not limited to, approved chemical security cabinets, locks, secondary containment, spill response equipment, fire extinguishers, personal protective equipment, and computer equipment.

All HAZMAT must be removed from the base at the end of contract activities or the end of the performance period, whichever comes first. The contractor must turn-in the HAZMAT container labels to HAZMAT Program Manager. The Contractor must notify CE Project Manager and HAZMAT Program Manager when the product has been removed so the final site inspection can be performed as part of Cleanup to verify material removal. Once this action is completed and verified by HAZMAT Program Manager, CE Project Manager will notify, in writing, the Contracting Office to proceed with final payment and project closeout.

For those hazardous materials that will be tracked the following requirements apply:

a. For contracts less than 60 days, the Contractor will submit the “Contractor Hazardous Material and Usage Data” (refer to Attachment A-1) to the Contracting Office Representative prior to the start of the contracted work, and again at the completion of the contract.

b. For contracts greater than 60 days, the Contractor will submit the “Contractor Hazardous Material and Usage Data” (refer to Attachment A-1) to the Contracting Office Representative prior to the start of the contracted work, once each month throughout the duration of the contract, and at the completion of the contract.

If the contractor needs to bring hazardous material onto the installation that was not included in the original submittal, the contractor must repeat the process discussed above.

APPENDIX B

CONSTRUCTION AND DEMOLITION (C&D) DEBRIS

Hanscom AFB is required to report the quantity of waste landfilled and the quantity of waste recycled to CE Project Manager on a quarterly basis. All weight tickets and Bill of Lading must be signed by CE Environmental. Most Construction and Demolition (C&D) must be recycled in accordance with Massachusetts waste bans, Hanscom AFB tracks the recycling of C&D debris.

Types of C&D debris recycled include, but are not limited to:

• Aluminum cans (e.g., soda cans)

• Asphalt

• Bricks

• Cardboard

• Concrete

• Drywall

• Electrical wiring and components

• Green waste (palm fronds, scrub brush, land clearing debris, etc.)

• Landscaping stone

• Plaster

• Plumbing fixtures and piping

• Roof coverings (e.g., shingles or tiles)

• Metal scraps (from stud trim, ductwork, rebar, piping, roofing, banding, etc.)

• Wood (scrap wood)

At least 3 weeks prior to the start of construction, submit the C&D Debris Diversion Plan to the Contracting Office. This plan describes how the contractor will recycle (or dispose) of C&D debris (refer to Attachment B-1 for an example C&D Debris Diversion Plan).

For contracts less than 60 days, the Contractor will submit the “Summary of C&D Debris Recycling and Landfilling” (refer to Attachment B-2) to the Contracting Office prior to the start of the contracted work, and again at the completion of the contract.

For contracts greater than 60 days, the Contractor will submit the “Summary of C&D Debris Recycling and Landfilling” (refer to Attachment B-2) to the Contracting Office prior to the start of the contracted work, each month of the contract, and at the completion of the contract.

It is acceptable to combine the table included in the C&D Debris Diversion Plan and the monthly reporting requirements into one, comprehensive table (as shown in Attachment B-2).
