Questions and Answers 2/28/2018
Question 1: Can previously completed PPQ's be utilized or are we to obtain newly executed PPQ's?
Answer: Yes. Previously completed PPQ's can be utilized for the projects submitted under Factor 1.
Client contact information must be provided with submittal if not already included on the existing PPQ.
Question 2: The Statement of Work is Pre-Final and a Draft. Will there be a Final Version?
Answer: Yes. See Section J Attachment 3 - Instructions, Conditions and Notices to Offerors, paragraph 1.2: "Offerors chosen for Phase 2 will receive a finalized Section J Attachment 1 - Statement of Work."
Question 3: It was confirmed at the site visit on 2/26 that full compliance with the UFC with regard to AT/FP requirements was in effect for the B1102 renovation. In terms of the Past Performance contained in the 3 multi-story projects required in Phase I, does AFLMC/PZI view the progressive collapse analysis/design/remedy as being an essential element of each the 3 projects?
Answer: The Government has not identified "essential elements" required for projects submitted under Factor 1 - Past Performance Relevance. Offerors should submit projects that best demonstrate recent, relevant experience in relation to this acquisition (projects of similar size, type, scope of work, complexity, and location). Past projects containing AT/FP requirements are therefore potentially more relevant than projects not containing them. Section J Attachment 4 - Evaluation Factors for Award, Section 2.1 provides detail on what the agency will give more consideration to in evaluating Past Performance submissions.
Question 4: For Section 2.4.10.1(g) TAB Specialist, are you looking for the engineer on the design/build team who has experience with review and oversight for the testing and balancing? Or are you looking for an independent firm and/or technician who will perform the testing and balancing?
Answer: The Government is looking for submission of a key personnel resume for a TAB Specialist (performance or oversight) who meets the qualifications as stated (member of AABC, an experienced technician certified by NEBB, or a Supervisor certified by the TABB).
Question 5: In Section L, page 13, item 2.4.10.1(i) requires qualifications for a Permit Preparer. Please clarify the duties of this individual.
Answer: The Government is looking for offerors to identify a Permit Preparer having knowledge and experience in preparing documentation for required state and federal permits. As identified in 2.4.10.1(i), the Permit Preparer must be professionally registered in the state the project is located (i.e.
a registered/licensed engineer).
