**All questions found below have been submitted by contractors and the language was not modified. Responses in italics are from the Government.
1. What does the acronym AAFES stand-for, as used in the Custodial Services Contract Bid Schedule and Section B of the Solicitation, Supplies or Services and Prices? Why is there a separate line item for this in the MSW category, the Recyclable category and the Tipping Fees category?
AAFES stands for the Army and Air Force Exchange Service. There is a separate line item for this location/customer.
2. What does the acronym DECA stand-for, as used in the Custodial Services Contract Bid Schedule and Section B of the Solicitation, Supplies or Services and Prices? Why is there a separate line item for this in the MSW category, the Recyclable category and the Tipping Fees category?
DECA stands for Defense Commissary Agency. There is a separate line item for this location/customer.
3. On Page 4 of the Performance Work Statement under Base Recycling Center and Appendix B and a Hanscom AFB Solid Waste Transfer Station Waste Ban Compliance Plan are referenced, but these documents are not available on-line. Please provide them.
All pertinent aspects are included in the PWS. Compliance plan will be provided at contract award.
4. Under Section 1.1.3.1 of the Performance Work Statement, what size solid waste containers will be used for Special Events?
The size of solid waste containers depends on the specific event. Past special events have used an 8-10-or 30 yard container.
5. Is the staffing requirement at the Base Recycling Center expected to be one person during normal business hours?
We ask that the hours specified in the PWS be maintained at all times – the contractor shall determine how best to staff.
6. Will the Construction & Demolition Debris contain any solid fill (dirt, stone, brick, concrete, asphalt, clay, etc.)? If no, will the disposal of solid fill be outside the scope of this contract?
Per state law and para 1.2.1 of the PWS, asphalt, brick, concrete etc. must be recycled.
7. Will yard waste (lawn clippings, shrubs, branches, trees, compost, etc.) be included in any of the dumpsters or roll-offs? If no, will disposal of yard waste be outside the scope of this contract?
Per state law and para 1.2.1, of the PWS,leaves and yard waste must be recycled. Lawn clippings, leaves and most waste are composted on base. Small branches are chipped and placed in the 30 yard container at the Transfer Station.
8. Do you want Solicitation Item No. 0001 of Section B – Supplies or Services and Prices to reflect the total cost of Line Item Nos. 0002-0015AM or should it be left blank? The same question applies to Line Item Nos. 1001, 2001, 3001 and 4001.
CLIN 0001, 1001, 2001, 3001, 4001 should be left blank.
9. In Table A3 of Appendix A, is the type of debris at Bldg. 1709S listed as Wet MSW because it contains food waste?
Typo. “Wet” should be omitted. Appendix A has been updated and reattached.
10. Will Onopa Services and/or Dorado Services be required to demonstrate compliance with the Limitations on Subcontracting Provision (15 U.S.C. 632(a)(2)) (see p. 99 of the Solicitation) because:
a. Trucks belonging to both Onopa and Dorado are located on-site and perform services under the current contract;
b. Both Onopa and Dorado perform primary and vital requirements under the current contract, as defined by the SBA’s Ostensible Subcontractor Rule; and
c. Onopa-Dorado joint ventures have been awarded several contracts for work at government facilities under federal acquisition rules and appear to be in a partnership that goes beyond their mentor-protégé relationship as defined by the SBA’s Mentor-Protégé Program (see FedBizOpps.com)?
Under a small business set aside, the prime contractor is required to comply with the Limitations on Subcontracting Clause.
11. Will Onopa Services and/or Dorado Services be required to submit proof that they meet the Total Small Business Set-Aside Provision (15 U.S.C 644) (see p. 99 of the Solicitation) and the Utilization of Small Business Concerns Provision (15 U.S.C. 637(d)(2) and (3)) (see p. 102 of the Solicitation) because:
a. Onopa/Dorado JV II and Conquistador Dorado, JV are among the awardees of a $580,000,000 contract issued by the Department of the Army in 2014 (Contract Award No. W912P8-14-D-0014 – W912P8-14-D-0021); and
b. The above-mentioned award follows Onopa’s successful defense of an appeal of its qualifications under the Small Business Size Standard (see SBA Decision Decided January 2, 2013; SBA No. SIZ-5432) which provides a basis to ask for validation that Onopa and/or Dorado currently meet the Size Standard for this Solicitation?
Under a small business set aside, the prime contractor must abide by all applicable rules and regulations.
Further, FAR 19-302(d)(1) applies in a small business set aside procurement.
12. The current Solicitation includes 129 dumpsters ranging in size from 2 cy to 8 cy. Three years ago, the prior Solicitation included 89 dumpsters (plus 14 recycling toters). Are all of the 129 dumpsters included in the current Solicitation installed at the Base? If yes, when was the current contract amended?
The current requirement is for 129 dumpsters which range in size as indicated in the PWS.
13. In Table A1 of Appendix A, does the estimated tonnage for MSW (1200) and Single Stream (150) include just the dumpsters or does it include the dumpsters and compactors? If it includes just the dumpsters, please provide the estimated tonnage for the compactors.
The tonnages listed are inclusive of the compactors and dumpsters.
14. What is the estimated tonnage of the sawdust from the compactor at Bldg. 1812?
We have not needed to empty the sawdust compactor in 3 years. We have no historical data.
15. Does the estimated tonnage for C&D (Item # 8) include both the weekly pick-up of the roll-off and the est. 30 other placements? If not, please indicate estimated tonnage for both.
The tonnage indicated in PWS and attachments are estimated for both.
