E. To assure timely and equitable evaluation of bids, bidders must follow the instructions contained herein.

F. Amendments to IFB – If this IFB is amended, all terms and conditions that are not amended remain unchanged. The doors will be closed at exactly 10:00 AM EST and all bids received will be opened at that time. The official time will be derived from the US Naval Observatory, which serves as the official source of time for the U.S. Department of Defense and a standard of time for the entire United States.

However, if a potential bidder shows up without having acquired proper access, their bid will not be accepted if submission is attempted anytime at the visitor center after 9:50am EST.

Also, it is the bidder’s responsibility to ensure adequate time is allotted in order for timely base access if they wish to be present at the bid opening. M. The Contracting Officer (CO) has determined a high probability of adequate price competition for this acquisition. Upon examination of the bids, the CO will review this determination and if, in the CO’s opinion, adequate price competition exists, no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time the CO determines that mailto:Tiffany.Hinson.1@us.af.mil mailto:Brenda.Bigelow@us.af.mil adequate price competition no longer exists, bidders may be required to submit information to the extent necessary for the CO to determine price reasonableness.

N. Cost or Pricing Information Requirements – In accordance with FAR 15.402, 15.403-1(b), and 15.403-3(a), information other than cost or pricing data may be required to support price reasonableness. If, after receipt of bid, the CO determines that there is insufficient information available to determine the reasonableness of the proposed pricing the bidder shall be required to submit additional information other than cost and pricing data.

O. Pricing Assumptions – Summarize all significant pricing assumptions, scope limitations and/or qualifications of the Price Bid. The Government requires that the bidder’s bid shall be valid for 60 days after submission.

P. In accordance with FAR 14.101(e) and FAR 14.408-1(a)(3), an award will be made with reasonable promptness to that responsible bidder whose bid, conforming to the IFB, will be most advantageous to the Government, considering only price.

Q. Total bid amount for this IFB will be determined by adding the total amount of the completed bid schedule (completed by each bidder) to the Government provided value of $2,500.00 for a post award conference. The $2,500.00 Post Award conference will be issued as a task order at time of award to meet the guaranteed minimum for the contract.
