THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. The 66th Medical Squadron and AFLCMC/PZIB Contracting Office at Hanscom Air Force Base are currently seeking qualified sources for Ambulance Services at Hanscom AFB, MA.

Requirement Description: The Contractor shall provide full emergency patient transport services at Hanscom AFB and all associated housing areas including the Hanscom AFB Family Campground Area, South Street, Bedford MA. Contractor will participate in 66th Air Base Group and 66th Medical Squadron (referred to as MTF hereafter) exercises, specials events, and specialized training. Contractor shall furnish all labor, management, supervision, vehicles, supplies, equipment, transportation, and reports. Contractor care shall, at a minimum, cover the full range of Emergency Medical Technician-Paramedic (EMT-P) and ambulance services provided in the local community to include local protocols or standing orders and staffing minimums in accordance with the most current Massachusetts “Emergency Medical Services Pre-Hospital Treatment Protocols.” Performance shall be according to the requirements contained in this Performance Work Statement (PWS) and professional standards of the Joint Commission on Accreditation of Healthcare Organizations/Accreditation Association for Ambulatory Health Care and Massachusetts State Department of Health's Division of Emergency Medical Services.

All sources capable of providing these services are being sought. Capability statements need to demonstrate, through past experience or otherwise, how your company can meet the requirements listed above.

The Government requests that interested offerors submit an electronic response of not more than two (2) one-sided pages, 8.5” x 11” paper, Times New Roman font, font size 12, with a minimum of one (1) inch margins on all sides. Responsible sources having relevant experience may submit an electronic copy of their statement of interest and capabilities via e-mail to paul.capps@hanscom.af.mil no later than 4:00 PM (Eastern Time), 16 November 2012. Responses received after this date and time may not be reviewed. Statements need to include at a minimum:

· Company Name

· Point of Contact Name and Number

· Business Status (i.e. SDB, 8(a), woman owned, service disabled vet-owned, hubzone, small or large)

· Commercial and Government Entity (CAGE) Code The proposed NAICS Code for this acquisition is 621910 – Ambulance Services, Small Business Size Standard of $7 Million. Please include your business size classification in your response.

Any information submitted is strictly voluntary. The Government will not pay for any information submitted in response to this request. The projected base period of performance will be from 1 January 2013 to 30 September 2013, with three one year option periods to follow, for a total of four (4) years.

5352.201-9101 OMBUDSMAN (10 AUG 2005)

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(c) If resolutions cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen:
