Ambulance RFP Questions and Answers Q: Could you please explain what the Representations and Certifications may be?

A: This can be found in FAR 52.212-3 Offeror Representations and Certifications – Commercial Items (Dec 2012). Go to the provision and fill out the information that it requests. It will request certain information from you and there are spaces to check and fill in the blanks. Complete this provision with the necessary information that it requests and you will send a completed copy of this with your proposal. Be aware that this provision is used with Alternate I (Dec 2012), so please read this alternate and follow the directions it sets forth.

Q: Do we need an ORCA certificate if we are currently registered with SAM?

A: No. SAM has taken the place of ORCA so you will not need an ORCA certificate, but you will need to be registered with SAM.

Q: Are there any amendments?

A: An “amendment” is basically a change to the original document (think about the amendments to the Constitution if you are confused about this. The Constitution was the original document, the amendments came after the original and added to it and changed parts of it). At this time there is one amendment to the solicitation that changes the requirement of a Class “E” license. Amendments will be posted as they come, and when an Amendment is made to the solicitation you will be notified on Fed Biz Ops, and the amendment will be posted there.

Q: [In reference to Bullet 5 in RFP section 24-Proposal Format: “Statement specifying the extent of the agreement with all terms, conditions and provisions included in the solicitation.”]

Do we need to address each term, condition and provision with a response or would a blanket statement agreeing to all terms, conditions and provisions be acceptable?

A: You do not have to address each term, condition and provision on an individual basis. You can state that you agree with all the terms, conditions and provisions included in the solicitation.

Q: [In reference to Bullet 2 in RFP section 25-Technical Proposal Attachment Instructions: “Emergency Ambulance/Class E Licenses”]

We cannot find any Class E license with the Massachusetts Department of Vehicles. Massachusetts recognizes the standard Class D license to operate [an] ambulance. Is [a] Class D [license] sufficient or [are] there other documents we need to research?

A: There has been an Amendment concerning this issue posted. You do not need a Class E license, but you will need to demonstrate that your drivers have a Class C license. Class A, B, D, and M driver’s licenses do not apply to this solicitation.

Q: The [CDRL] form is in draft; are we expected to fill this form out and submit it with the RFP?

A: No, the Draft of the CDRL is there for reference.

Q: After reviewing the Solicitation for Ambulance Services at Hanscom Air Force Base, our contracting team would like to know if we must be a Massachusetts provider to bid, or can this be secured upon award?

A: You can be an out of state provider and it can be secured upon award. You will have to submit details with your proposal of how you intend to secure MA licenses and how fast you would be able to if selected for award.

Q: Is there a max document page count?

A: No

Q: Will Contractor be required to have an off-site for employee’s when on duty or will they be on base?

A: That will be up to you. You will only be required to be on base when notified in accordance with the PWS for any special event, exercise or training. As far as day to day duty goes, you can be on base or off base. You will still be expected to meet the requirements and response times stated in the PWS on or off base.

Q: What format are you looking for the license information to be in? Also, how are you securing the information?

A: Will we need copies of the licenses for documentation. The information will be secured at Hanscom AFB and will only be accessed by those evaluating proposals.

Q: Is a spreadsheet showing ACLS, PALS and EMTP acceptable documentation? If not, what exactly would be the required documentation?

A: We need copies of the certifications that demonstrate proof of the certifications. It cannot just be a spreadsheet or document stating that you have these certifications; it will have to be something that proves you have the certifications.
