About this file

This document contains responses to questions from potential offerors regarding a solicitation for shop towels for Eglin Air Force Base. The solicitation seeks weekly delivery of cotton shop towels to various maintenance locations on base. Attachment 1 to the performance work statement specifies the quantities, towel types, and locations that will dispose of used towels rather than returning them for laundering. The government will maintain an inventory level at each disposal location rounded up to the nearest 50 towels. Eglin will be responsible for disposing of used towels not returned for laundering. The previous contractor was Serv-All Uniform & Linen Supply Co. Questions covered delivery schedules, inventory levels, towel materials, waste disposal responsibilities, and whether a site visit would be conducted. Budget information for the contract was not provided to potential offerors.

FA282324Q0006– 96 MXG Shop Towels Consolidated Requests for Information As of 16 November 2023

Question 1): Typically linen companies deliver on a weekly basis. This is an industry standard which is hard to be flexible with. Therefore, is the government open to weekly delivery and servicing of the locations as opposed minimum "twice monthly" as stated in the SOW? As drivers run all accounts on a weekly basis, variable delivery schedules do not allow the service vendor to be able to deliver consistent service to all accounts. Weekly service is the standard in the industry.

Response 1): The attachment 1 PWS lists the frequencies of at least twice a month, so offerors could propose a weekly schedule if they choose to do so.

Question 2): It is stated in the details that the govt will "dispose of" certain towels themselves. Again this is an unusual request but I am certain it can be fulfilled. Will the govt agree to maintain a certain inventory level of towels by the bundle at individual locations that are to be disposed of and not laundered? A weekly inventory by a bundled amount can be replenished and the missing quantities be charged on a weekly basis. For example if a location has an inventory of 150 towels and they are packed in bundles of 50, the inventory would be taken by the bundle and replenished by the bundle. Charges would be incurred by the bundled amount of 50 pcs. Counting individual items is time consuming and invariably inaccurate. Bundle counting makes the process quick and most accurate.

Response 2): For those locations that dispose of towels, the government agrees to maintain an inventory listed in attachment 1 of the PWS rounded up to the nearest variable of 50. For example, AGE Lint Free, attachment 1 lists a not to exceed quantity of 175, so the service provider would then provide 200. If the quantity in attachment 1 is a whole number, then the service provider will provide the quantity as listed.

Question 3): Can you please confirm the inventory quantities and type of rag required for each location that will be disposing of their towels? This quantity would be the minimum kept on hand on a weekly basis.

Response 3): Attachment 1 of the PWS lists the quantities, type of rags, and the locations that will be disposing their shop towels, identified by deliver for each applicable location. Para 1.6.1 also lists the locations that will be disposing their towels - Red AMU, AGE, ANG F-15, Wheel & Tire and Armament. Para 1.6.3 defines Towel Types. The quantity would be the maximum kept on hand at any given time as specified in para 1.6.1. of the PWS.

Question 4): How would you like your proposal?

Response 4): Please see the solicitation description in SAM for how offers are to be submitted and what is to be provided.

Question 5): Also, I wanted to know if there was a prior incumbent for this solicitation and if so, what was the contract value or contract number?

Response 5): Here is the link to the award notice of the previous contract:

Question 6): Regarding the cotton towels. Is it ok for them to be polyester because the manufacturer said they don't make them from cotton anymore.

Response 6): We require 100% cotton. Polyester does not carry good absorbent properties for aircraft maintenance.

Question 7): It is my understanding that you have a HAZ program that takes care of this matter or are you now giving the responsibility to the contractor to dispose of these rags.

Response 7): No, the PWS paragraph 1.6.1 states that Eglin will dispose of them.

Question 8): And is it possible for me to get the name of the last contractor who held this contract for a multi year?

Response 8): See Response #5

Question 9): When is the site visit?

Response 9): There is not a site visit.

Question 10): Is there a budget for this contract that can be given out?

Response 10): We do not give out our budget information.
