FA2823-23-Q-A007 – Target Vehicle BPAs Consolidated Requests for Information As of 01 February 2023

Question 1): Do you have an estimate of the total volume of cars needed per year?

Response 1): No we do not, its program mission driven and can fluctuate according to many factors.

Question 2): Are the majority of the requests for scrap vehicles to be used as targets, or is the bulk of the orders for running/working vehicles for the purposes of driving?

Response 2): Our requirements are program driven, so it can vary. The majority of call orders have been for working vehicles.

Question 3): Is there any flexibility on the NAICS code that was selected? Like I mentioned we are a training facility (with associated NAICS), but we can support this effort.

Response 3): No, this is a follow-on acquisition that used a similar NAICS (previous one expired), the other vendors have this type of NAICS on their SAM profile, and the Small Business Administration has already signed off on the use. Not sure how difficult it is to add the automobile NAICS to your SAM profile, there is a non-manufacturer class waiver for it so you don’t have to be a manufacturer of automobiles.

Question 4): Just to confirm from me you need both pricing sheets, Reps and Certs and is there an SF solicitation cover page I need to fill out with cage code, address etc...? I do not see an SF form on FBO.

Response 4): Yes, thats all I need. The bottom of the RFQ states "All offers must list company SAM Unique Entity Identifier (UEI) number, CAGE code, and Federal TIN with Company name, POC, and phone number". If you just put that in the body of the email that will suffice...and if you don’t there will not be any repercussions, it just saves us time searching for the info.

Question 5): 1) How many cars are needed per year?

Response 5): Please see Response #1

Question 6): Apparently a 5 year contract not one year that was originally quoted?

Response 6): This is a 5 year Blanket Purchase Agreement. No quotes have been requested for this new BPA.

Question 7): Explain Low/ High bid and how it corresponds with actual price? Average configuration?

Response 7): The low/high bid would be based on an average prices in your buying area for that type of configuration at this time, and would allow the end user to have something to evaluate prior to award of the BPA(s).

The actual orders will be more specific and competed amongst BPA holders. Per the price list “Vendors must offer an explanation for pricing if future offers are outside of the offered range”. It could be justified by market conditions at the time, by availability, delivery timeframes, etc.

Question 8): When is the price re-negotiable per year per contract?

Response 8): In a typical BPA the prices can be updated at any time, at least annually. Being as the orders on this requirement are competed at the call order level, updated price lists is not an issue on this requirement. Call order awards will be made to the Vendor offering the best value to the Government (Price and delivery timeframes).

Question 9): No exact delivery location concerns Eglin is HUGE (C87 current location)?

Response 9): The delivery location will be cited at the call order level and your order pricing will take this into account at the time. Please see the Sample Call Order RFQ attachment to the RFQ.
