Aircraft Sunshade Repair Questions and Answers

Question 1: In the document Combo_F1T0CM1088A102_Amend1, Description of Firm Fixed Price (FFP) Requirement, please verify that you want a single total price for the whole project versus a unit price for each item listed under CLIN 0001.

Answer 1: The CLIN structure in the combo does not have to be represented in your quote. Vendors may provide a CLIN structure they find suitable for this effort as long as all elements of the SOW are captured.

Question 2: During the site visit, the [VENDOR REDACTED] was unable to access all of the shelters even with two escorts, therefore, we will have to assume every shelter will have similar requirements.

Answer 2: Yes.

Question 3: During the site visit, we determined there are two different types of shelters. See attached .pdf with two photos. How many of the 34 shelters are of each type? One type has few X-braces while the other type has many. This will impact cost as we plan to replace the exposed X-braces versus doing corrosion control. With the timing and 80-day PoP, we believe it is the better option.

Answer 3: First picture we have 16 shelters. Second picture we have 15 shelters. Three shelters like attached “Eglin-70-R6.”

Question 4: For the required schedule, can you provide a drawing with a numbered layout of the shelters or should we just reference “Shelters #1-5, 6-10, etc.”

Answer 4: See attachment SunShade Locations, J3 on map is not part of the project, fuel barn shelter is but hand drawn on picture.

Question 5: In the second attachment, can you please identify which of the shelters are included in this effort?

There are many more than 34 shelters in the photo.

Answer 5: Those are not 96 MSG Shelters, see attachment SunShelters_AerialGIS.jpg, again does not show fuel barn shelter as referenced in answer 4.

Question 6: We plan to work in five adjacent shelters at a time. Please verify this can be done as it will impact the cost (i.e. quantity of safety equipment, etc.)

Answer 6: You will have to work one row at a time, due to mission.

Question 7: Will we be granted access to the shelters in third party rental vehicles if we have door magnets with our company information?

Answer 7: Yes.

Question 8: Will you require certified payrolls to be submitted with invoices?

Answer 8: Certified payrolls are not required to be submitted with invoices.

Question 9: Will this project be paid in full at completion or can we request a deposit to cover material after we have mobilized? As noted in paragraph #3, to ensure we can complete the project within the 80-day PoP, we plan to replace some of the shelter components as we believe it will be less expensive and less time consuming to do so versus the labor required to do corrosion control and to get the project completed within the 80-day PoP.

Answer 9: This will be a Firm Fixed Price award and payment in full will be made at PoP Completion.

Question 10: We plan to treat all exposed corrosion, but we do not plan to remove fabric covers to access the top of the trusses/arches. Is that acceptable?

Answer 10: Yes.

Question 11: Will U.S. Permanent Residents with Green Cards be granted access to the shelters or does this project require U.S. Citizens only?

Answer 11: U.S. Permanent Residents with Green Cards are allowed access.

Question 12: Do you have shelter drawings of both types that you could provide to us?

Answer 12: Only have one type of Big Top blue print and Shelter Structure Blue Print. See attachment.

Question 13: When do you anticipate awarding the contract and when will the 80-day PoP start? The later the award, the greater chance that Holidays will impact the 80-day PoP.

Answer 13: It is the Government’s intent to award this contract by 30 Sep 21, with that date as the beginning of the PoP.
