STATEMENT OF WORK

8 April 2020

PARTNER SUPPORT COMPLEX

Norway Italy Reprogramming Laboratory (NIRL) Liquid Cooling Unit (LCU) Service Program

1. INTRODUCTION

The Partner Support Complex NIRL laboratories require a LCU system to protect unique test equipment and aircraft parts valued at over $172M; overheating of the unique test equipment would cause catastrophic damage. The NIRL requires a LCU’s Service Program (LSP) to ensure the NIRL can perform the mission as directed by AFI10-703, Electronic Warfare Integrated Reprogramming. Additionally, it would also ensure NIRL has the ability to directly support operational mission data testing, ongoing programs, and war fighters engaged in combat.

2. SYSTEM OVERVIEW AND SPECIFICATIONS

The PAO cooling system includes a pump skid (LCS), two LCU’s (1 and 2) Model number’s CB 30-120HF, and four Liquid Cooling Remote Controls (LCRC’s 1-4). The pump skid consists of a variable speed PAO supply pump (P-1), PAO tank (T-1), suction filter (F-1), supply filter (F-2) return filter (F-3), heat exchanger (HX-1), outdoor cooled AC fluid system (AC-1),and Instrumentation and controls. T-1 is a 60 Gallon tank. The tank will supply the pump via F-1 designed to remove particles from the flow stream that may damage the pump. The pump discharge will be supplied to F-2 capable of filtering the system fluid to SAE level 5 purity (purity requirements of Lockheed for their aircraft). The filtered fluid will go thru HX-1 and be cooled. The filtered and cooled PAO flow (FT-10), pressure (PT-21), and temperature (TT-41) are continuously monitored in the SYS PLC and displayed on SYS HMI. This flow is supplied to a common header where it will support the local stations LCRC-1/2 & LCRC-3/4. The fluid will return from the local stations through F-3 and then to T-1. The system temperature will be monitored within +/- 2 Degrees F of set-point. The system pressure will also be monitored at discharge pressure within +/- 5 PSIG of set-point.

3. SCOPE

a. The LSP will include annual inspections and maintenance of the two LCU’s and associated LCRC’s, software and plumbing. Contractor must have a minimum of one (1) LCU certified technician who can work on the equipment listed below. Original Manufacturer Equipment (OEM) Training certificates must be verifiable, current and valid.

b. NIRL shall allow only Contractor-designated personnel to perform the scope of work included in the LSP. NIRL shall allow access to area and permit Contractor to start and stop the equipment as mutually scheduled. All planned work under the LSP will be performed during the NIRL normal working hours unless specifically stated herein.

c. The LSP price is based upon the system(s) covered being in maintainable condition. If Contractor’s inspection indicates that repairs are required, a written estimate will be prepared for NIRL’s approval. Additional work that is over $2,500 will need to be procured through Eglin AFB Contracting.

d. The scope of work does not cover repairs or replacement of items normally non-maintainable such as main power serviced, electrical conduit, wiring, heat exchangers, cabinets, storage tanks, tube bundles, ductwork, piping, coils, boiler shell, and structural supports. Contractor is not required to move or modify in any way the building structure or any part thereof in order to carry out the LSP.

e. Contractor is not responsible for the design of system, obsolescence, safety tests directed or required by any agency, company, person or organization, removal and reinstallation of valve bodies and dampers, repair or replacement necessitated by freezing weather, inadequate electrical power or failure, burned out main or branch fuses, low water pressure, selection of domestic hot water temperatures, vandalism, misuse or abuse of the system(s), negligence of NIRL or others, requirements of governmental, regulatory or insurance agencies, or other causes beyond Contractor control unless specifically stated herein.

f. LSP deliverables include Calibration Certificates, inspection report showing temperature and pressure reading, maintenance checklist in paragraph 5.a, completion status and any recommendations to prevent system downtime.

g. Contractor shall have the responsibility to calibrate the following instruments: PAO Flow meter (Part Number F6206-AIV-T1), Water Flow meter (Part Number CN6-M1T1C1), Particle Counter (Part Number IPD3LH) and moisture Sensor (HMT337).

h. Work site is 653 Nakonis Rd. (Bldg. 653), Eglin AFB, FL 32542. Normal business hours are 0700-1600 M-F; excluding Federal Holidays.

4. TASK DESCRIPTION

a. Under the LSP the Contractor will provide services listed in “scope of work” below for the NIRL systems/equipment listed in the NIRL LCU equipment list at no additional cost.

5. SCOPE OF WORK AND LCU EQUIPMENT

a. Annual preventative maintenance scope of work

i. The LCU’s (#’s 1 and 2), associated LCRC’s, and plumbing will be inspected, evaluated, and maintenance performed one unit at a time. Maintenance service for both units can be accomplished during a single maintenance visit.

ii. LCU Instrumentation will be evaluated by verifying calibrations and accuracy of the LCU internal sensors listed below:

1. Outflow temperature

2. Outflow pressure

3. Flow rate

4. Particle counter

5. Moisture sensor

iii. Instrumentation evaluation will be performed by running the set-points from the GTE PAO Unit submittal.

iv. The evaluation of the accuracy of the test data, in terms of decisions to repair, replace, or reset the instrumentation, resides solely with NIRL personnel. The following instrumentation (PAO and water flow meters, particle counter, and moisture sensor) will have a calibrated spare that will be changed out during the maintenance visit. The removed instrument will then be calibrated in preparation for use in the following year’s visit. The spare instrumentation items will be returned to the NIRL as soon as they are recalibrated so they can be used as spares if needed.

i. There is no warranty, explicit or implied, associated with the inspection and evaluation of the condition of the LCU’s.

ii. Routine maintenance will be performed in accordance with the provided O&M manual: filters replaced, air breathers replaced, water strainer cleaned, flare savers replaced as needed. All required replacement items are to be provided by the contractor.

iii. Periodic maintenance will be performed on each LCU and associated LCRC’s, and plumbing once per year.

iv. Provide contact point for urgent maintenance requests. Urgent requests will be made when both LCU’s are inoperable. Contractor shall provide point of contact to include: Name, Work phone, Cell Phone, Email. Contractor shall return unanswered communication within 24 hours.
