The 96 Test Wing is requesting a purchase request be posted to qualified vendors for quantity of 29 each, 27’-30’ fiberglass hull, excellent condition, non-powered, tow boats.

Requirements:

1. Target, center console tow boats must operate and sustain floatation in sea state four (4) and track straight with no fishtailing at speeds up to 40 knots without rudders. They shall be built to meet American Boat and Yacht Council (ABYC) and American Society for Testing and Material (ASTM) standards.

2. Boat Specification:

Description:

- Hull Type: Ocean going deep fiberglass V-Hull, center console, w/ rub rails w/o instrumentation, w/ seat or leaning post

- Construction: Fiberglass, non-lined or lined, if lined no water intrusion between hull and liner is acceptable

- Bulkheads/Stringers: Sufficient for hull integrity without flexing, no material which will dry rot

- Battery compartment: W/ battery tray w/operational battery

- Bilge pump: Below deck dual automatic stern mounted high output

- Navigation lights: Operational bow and stern/anchor lights required

- Cleats and Chocks: Heavy duty, through bolted with back plate

- Length: 27’- 30’

- Beam: 89” - 120”+

- Dead rise: 18 - 26+ degrees

- Draft: 6” - 14”

- Weight: 1,800 - 5,500 lbs

- Center Console: Will be positioned at or near boat centerpoint to achieve proper balance and function. Will have extended vertical boarding hand rail extendind above the gunwale to enable safe bording, mounted for easy access on port/starboard sides, windshield not required

- Deck: Open deck/self-bailing deck with scuppers

- Foam floatation: Full closed cell

- Bow eye: Heavy duty, with through bolted with back plate

- Tow brackets: 5/8” tow eyes with backing plates. Please see attached diagram for further information.

- Transom: No engine cut out required. Transom must be structurally sound and capable of supporting the weight of mounted engine

- Hull layup schedule: Shall contain minimum of two or more layers of biaxial fiberglass w/o exterior spider cracks

- Drain plug: Functional drain hole centered on transom with plug

3. Boat Trailer: Not required.

4. If vendors cannot provide full quantity, or any quantity of boats as specified above, please submit what quantity of boats can be provided that are of fiberglass construction and requirement compatible. Fully identify any differences from the above specification with detailed explanation.

5. Pictures of boat shall be provided in an electronic or hard copy format for review by the Government with proposal.

6. Delivery is FOB Eglin AFB, FL. Each boat shall have a unique hull numbers (HIN) permently affixed for each deliverable. Each deliverable item shall state which CLIN and contract number the delivery pertains too.

7. Delivery period requested is 120-days ARO.

8. The Government reserve the right to conduct in-plant inspection against stated requirement prior to first article delivery. Should in-plant inspection be waived by the Government, the deliverable will be inspected upon delivery to Eglin AFB, FL. All deliverables will have final inspection performed upon delivery.

9. After final inspection, any rejected items will be removed within seven (7) working days from Eglin AFB, FL This action is the sole responsibility of the offer/seller vendor.

11. Delivery Instructions: Note that no delivery can be accepted after 2:00 PM weekdays, no deliveries accepted on weekends or Federal Holidays. Contact the above personnel two-weeks in advance of delivery to be sent base access instructions. Delivery will be within a radius of 30-miles of the Eglin AFB reservation. Desired delivery of all boats at once unless delivered on trailers. Trailer delivered boats can be accepted in minimum quantity of two per delivery.

Partial quantity deliveries are acceptable in quantitys of 4ea or greater when coordinated with the above POCs.

12. Submit any questions to the attention of Chad Travis by email to chad.travis.1@us.af.mil no later than 2 weeks after initial posting.
