SUNSHADES REFRESH PROJECT SITE VISIT Q&A

3 September 2019

Regarding “Provide documentation that the wind ratings for these aircraft sunshades remains as originally installed.”

Q: Will the Government provide original documentations, structural design, and relevant wind rating information?

A: This requirement was removed from the PWS. Specification information for the fabric which was used during the original installation, provided by OEM BigTop, will be provided as an attachment as an example of a possible source for this project.

Regarding “Provide a 10 year pro-rata warranty on the fabric and an extended 5 year pro-rata warranty on the frame.

Q: Would these warranty have to be coordinated with OEM BigTop for their proprietary warranty programs?

A: The government is requesting a pro-rata warranty on the fabric covers and on the frame. The vendor has an option to coordinate with the OEM to determine how to properly tension the sunshade covers and frames IAW OEM maintenance manuals, but the warranty must be provided.

Regarding “Apply a zinc-rich coating to all metal sections of the sunshade frame. Clean and prep corroded areas.”

Q: Do we have to apply coating to all metal sections or just the areas exhibiting corrosion?

A: Apply to metal sections exhibiting corrosion. Clean and prep these corroded areas IAW with the Zinc-rich coating manufacturer’s instructions. The PWS will be edited to: “Clean, prepare, and apply a zinc-rich coating to all metal sections exhibiting corrosion IAW with the Zinc-rich coating manufacturer’s instructions.

Regarding “Remove and replace the tensioning systems for the new fabric covers and necessary nuts and bolts…”

Q: Are we removing and replacing the “whole tensioning system” or just certain sections?

A: The contractor will remove and replace the whole tensioning system for the covers

Q: Do the cables have to be OEM?

A: They do not have to be OEM but must be equal to or greater with regards to size and strength.

Regarding “there will be no on-site dumpsters available on Eglin AFB.”

Q: Will there be designated staging area to store materials and location to park the contractor’s dumpsters?

A: This will be coordinated at the pre-performance conference. Parking spots will not be able to be utilized for storage and parking of the dumpsters. Please propose a location where you’d like to locate your staging area and the dumpster on the map (to be provided). If the location is not suitable due to mission operations, the Government will provide an alternative location during the time of pre-performance conference.

Q: Can we have dumpsters on the flight-line?

A: No. Dumpster(s) will not be allowed on the active flight line nor on any of the parking spots.

However, adjacent locations such as the tentative location identified on the map is a possible location.

Regarding “minimum will be approximately one-sixth and the maximum will be approximately one-third…”

Q: Will we be able to work on different aspects of the project on different sunshades as they are allotted to us?

A: All of the work (replacing of the sunshades, maintenance, work required to bring the sunshade up to code) will be required to be completed on the allotted sunshades before moving on to another allotment. UL Certification process will occur when all sunshades are ready.

Regarding “UFC 3-260-1 (and UFC 3-260-4 which the UFC 3-260-1 refers to)”

Q: Will barricades be mandated IAW with the diagram 8-6 from UFC 3-260-4 for this project?

A: No. Cones will be acceptable as well IAW UFC 3-260-4, which the UFC 3-260-1 refers to in relevant sections for this requirement. UFC 3-260-4 is available on-line and a PDF attachment will be provided with the next amendment to this posting. Cones, if used, must be secured against jet blast without producing a FOD hazard.

IAW UFC 3-260-4,

8-5.3 Temporarily Closed Aprons.

When an apron is closed on an active airfield, taxilane and taxiway centerline markings leading to the closed area are removed. However, hazardous areas on aprons caused by construction or other activities of a temporary nature are delineated using barricades or traffic cones equipped with a red light (see Figure 8-4). The lights are optionally steady burning or flashing but ensure they meet the luminance requirements of the FHWA MUTCD for safety zones. Lights are mounted on barricades and spaced at no more than 10-foot (3-meter) intervals. Lights are operated between sunset and sunrise and during periods of low visibility during operations. They are operated by photocell or manually. Solar-powered lights and light-emitting diode (LED) lights are acceptable as long as they meet the above-stated requirements.
