Questions and Answers for Aircraft Sunshades Refresh Project
9 September 2019
Question 1: Will the Owner provide the documents required to confirm the Engineering of the original design in order to properly evaluate the frame and offer the extended frame warranty?
Answer: There are no records of the original design.
Question 2: If it is determined that the existing frame is not designed to current building code, how will the upgrades be handled?
Answer: Upgrades are not necessary.
Question 3: When does the original frame warranty expire?
Answer: The date that the original frame warranty expires is not relevant as the Government is asking for pro-rata warranty IAW with the PWS as a result from this project.
Question 4: Is the fabric intended to be opaque or translucent?
Answer: Opaque. PWS section 1.3.1.2 has been updated accordingly.
Question 5: Is there any documentation on the make-up of the existing lightning protection system? It is my understanding that the make-up of the existing system would not be UL listed, and is most likely not able to be used in a UL listed system. It is expected that a complete new system would be required to get the UL listing.
Answer: The currently installed LPS on each of the structures was certified by the UL after installation. The LPS for the sunshades on the parking apron was originally designed such that a grouping of sunshades was one structure instead of each sunshade being a standalone structure. The UL standards have changed since the original installation and this contract states to treat each sunshade as an individual structure when designing/installing the LPS.
Question 6: Please provide the sizes of the components of the existing tubes, rods and bolts so we can provide the documentation.
Answer: The Government does not have existing documentation as mentioned in the Question 1 above. OEM BigTop has provided the following information: ““As for our engineering the outer chords were built with 2” or either 2.375” tubular steel with a 2” z-bar. Trusses were built on 10’ centers.” This information has not been verified by the Government and it will be up to the awarded Contractor to provide documentation that “The size and strength of the replacement parts must be equal to or greater than those being replaced” IAW the PWS.
Question 7: Is this a prevailing wage job with certified payroll reports required?
Answer: Please see applicable clauses and provisions for this project in the combined synopsis-solicitation.
