November 2018 Security Marking (select from the drop-down list) Page 1 of 1

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: AFTC/PZIOC

Project/Program Name: Bandit Towable Stump Grinder

Purchase Request / Local ID Number: F1T2AH9099A001

Estimated Contract Cost (including Options): $0.00

Section B: Description of the Supplies/Services Required

796 CES has a requirement to procure a large towable stump grinder to be utilized across the entire Eglin complex. Servicing the Army, Navy and Air Force agencies.

Section C: Justification for Soliciting from a Single Source or Brand Name

The required brand Bandit is the only brand that is compatible with the existing equipment used by 796 CES and the current bench stock of replacement parts. Purchase of other than Bandit stump grinders would require 796 CES to also purchase and maintain an additional stock of replacement parts in order to meet operational needs. In order to maintain compatibility with existing equipment and parts, avoid additional costs of maintenance due to non-availability of replacement parts and avoid additional costs associated with establishing an additional stock of replacement parts, Bandit brand equipment is necessary.

Section D: Efforts to Obtain Competition

Market research revealed that multiple companies could provide a similar stump grinders comparable to the Bandit brand, however they are not compatible with the existing inventory.

Several vendors selling Bandit products were identified that are capable of providing the brand name equipment in order to meet the Government's requirement. Competition exists among the various companies that distribute Bandit products.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Prior to future acquisitions, market research will be conducted to determine if there are other products or equipment capable of meeting the government's requirement.
