15 August 2018

1. DESCRIPTION OF SERVICES.

1.1. General Description of Work. The contractor shall provide all management, tools, supplies, equipment and qualified personnel necessary to perform Boundary Fence Line Clearing at Eglin Air Force Base, Florida. The contractor shall clear (cut, chip, grind etc. to the surrounding existing grade) 39,475 linear feet of all organic materials from the boundary fence line outward 12 feet on both sides from ground level to 12 feet vertically. All stumps within the work corridor area shall be ground to the surrounding earth surface elevation. Chipping from stumps and vegetation may be left in place as top cover not to exceed 3 inches in depth. The Contractor shall clear all trees, shrubs, vines and vegetation from the 35088 square yards of chain link boundary fence.

Exception: Those areas delineated in red on provided GIS map, contain work that will ONLY be performed on the interior (Eglin AFB) side of the fence line.

Exception: All cut vegetation must be removed from wetlands and must also be removed from the uplands if the vegetation impedes water flow of the wetland.

POC: Russel Brown, 882-7660.

The end result of clearing operation will produce a cleared fence and adjacent ground along a corridor 12 feet wide by 12 feet vertically on both sides of the boundary fence line except as noted above. The contractor shall apply Glyphosate Herbicide to kill existing vegetation. Glyphosate is the only authorized herbicide the contractor shall use for this requirement. The authorized herbicide shall be applied along the base of boundary fence outward 16 inches on both sides unless one side is private property (delineated in red on GIS map in Appendix 1.) This application shall kill all vegetation in the 16”cooridor immediately adjacent to the boundary fence. Reapplication shall be accomplished as needed to kill existing hardy vegetation. The contractor shall insure the individuals applying the authorized herbicide is certified in the state of Florida to apply the herbicide in the amount that will be needed for this requirement. The contractor shall submit a commercial pesticide applicators license and the amount of herbicide ordered and expelled to the government POC Rodney Ouimette 96 CEG/CEOES, 883-5455.

Exception: No herbicides shall be used to remove vegetation from wetlands unless approved by Jackson Guard. Cutting vegetation in or near wetlands is accepted. However, vegetation cannot be de-rooted/de-stumped. Rutting from driving equipment into wetlands cannot occur. Heavy equipment can be taken into the wetlands if no rutting occurs or use matting to run the equipment over. Three wetland areas are identified on the attached GIS map.

1.2. Environmental Compliance. The contractor is responsible for compliance with guidance provided within this Statement of Work. Do not use heavy machinery to clear vegetation within 300 feet of Okaloosa Darter stream as indicated on supplied GIS map.

POC: Kelly Knight, 96 CEG/CEIEA, 882-8433.

1.2.1. In accordance with Section 7 of the Endangered Species Act (ESA), a consultation with the United States Fish and Wildlife Service (USFWS) has been completed. Their concurrence with our Biological Assessment (BA) was received 09 Dec 2013. This consultation describes guidelines under which the project must be completed to minimize potential impacts to threatened and endangered species. A copy of this document is attached to this SOW as Appendix 2. 96 CEG/CEIEA (Eglin Natural Resources Office [NRO]) would be within their right to require suspension of work if re-initiation of consultation with USFWS is required under Section 7 of ESA related to Okaloosa darter habitat. Re-initiation would be required if vendor is found to deviate from conservations measures stated within SOW or existing Cantonment Areas EA Biological Assessment. If this is the case, 96 CEG/CEIEA will notify the CO

(A) Gopher Tortoise Survey is required. (This survey will be completed by the government and the completed survey will be given to the contractor upon completion. The contractor is not required to conduct their own gopher tortoise survey for this requirement.)

If tortoise burrows are found to conflict with the proposed project site, and burrows cannot be avoided by at least 25 feet, the tortoise(s) must be relocated. If tortoise(s) need to be relocated this action will be conducted by the Government. The contractor shall contact Rodney Felix, 96 CEG/CEIEA, 883-1153 or Wayne Pittman, 96 CEG/CEIEA, 883-6975, for assistance with ground tortoise activities.

(B) A red-cockaded woodpecker (RCW) survey is required. (This survey will be completed by the government and the completed survey will be given to the contractor upon completion. The contractor is not required to conduct their own red-cockaded woodpecker survey for this requirement.)

This survey will determine suitability of habitat in order to establish location of possible cavity trees in the area. During the non-breeding season there is no buffer for this type of activity as long as you don’t damage the tree itself. This requirement will be completed during the non-breeding season for the RCW.

POC: Kathy Gault, 96 CEG/CEIEA, 883-1145.

(C) Contractor will also be provided with Eastern Indigo Snake Signs and personnel will be given instructions not to harass, injure, harm, or kill this species. Should an indigo snake be sighted, personnel are directed to cease any activities and allow the eastern indigo snake sufficient time to move away from the site on its own before resuming such activities. Contract personnel shall contact Eglin Natural Resources and the Government Representative immediately if an indigo snake is sighted.

POC: Jeremy Preston, 96 CEG/CEIEA, 883-1155.

(D) Clearing will not occur at a minimum of 300 feet of Toms Creek to protect Okaloosa Darter streams.

(E) Clearing activities will not occur within 330 feet of active bald eagle nests. Information will be provided to awardee at time of award regarding the location of active bald eagle nests.

(F) In accordance with AFI 32-7064, "forest products may not be traded for goods or services nor used to offset contract costs associated with construction, land clearing, or other contracted activity". Merchantable trees must be vetted through the Eglin Natural Resources Forestry Office. Coordinate tree removal with Al Sutsko, 96 CEG/CEIEA, 883-1126 or Phillip Carter, CEG/CEIEA, 883-1129.

1.2.3. Cut vegetation from land clearing shall not be put into the solid waste stream for landfill disposal (dumpsters or roll-offs). Cut vegetation may also be scattered in place to aide in soil stabilization, and this is the preferred method for this requirement. Cut vegetation may also be taken to the Wright Landfill for mulching and reuse in soil stabilization. Contact Stephen Kauffman, 882-7665 for additional guidance on disposal of cut vegetation.

1.2.4. If the total ground disturbance exceeds 1 acre during vegetation clearing, storm water permitting is required in accordance with FL Administrative Code 62-621.300. Whether or not a permit is required, applicable best management practices (BMP) (hay bales, silt fences, ground cover, etc.) must be used to control storm water during and after clearing activities to prevent erosion and sediment runoff. A BMP shall be generated by the contractor for approval by Eglin AFB Environmental Storm Water Manager regardless OF Florida DEP requirements.

POC: Russell Brown, 96 CEG/CEIEC, 882-7660.

1.3. Inspection of Services. Government Representative of the 796CES Service Contract section shall be inspecting the quality of work performed throughout the Period of Performance (POP). RE: Deparlmenl of the Air Force- Draft-Final Environmental Assessment (EA), Eglin Air Force Base Cantonment Areas - Okaloosa and Walton Counties, Florida.

SA!# FL20140 I 026797C

Dear Mr. Boykin:

The Florida Stale Clearinghouse has coordinated a review of the referenced Draft EA under the following authorities: Presidential Executive Order 12372; § 403.061 ( 42), Florida

Statutes; the Coastal Zone Management Act, 16 U.S.C. §§ 1451-1464, as amended; and the National Environmental Policy Act, 42 U.S.C. §§ 4321-4347, as amended.

Florida Fish and Wildlife Conservation Commission (FWC) staff reports that the Draft EA indicates Eglin AFB compliance with the state gopher tortoise permitting and relocation requirements. The Air Force would further minimize the potential negative impacts to listed species by advising all workers to halt activities if an indigo snake or gopher tortoise is sighted and allow it time to move to safety. FWC staff advises that the Management Actions described in Section 5.2.2 of the Draft EA will provide adequate buffers, water quality protections and habitat considerations necessary to protect the biological resources that have been identified onsite. The FWC appreciates its positive working relationship with Eglin AFB Natural Resources Section staff and agrees with their procedures to comply with applicable guidelines and protect the state- and federally listed species identified in the Draft EA. Please refer to the enclosed FWC letter for additional details and contact Ms. Jane Chabre at (850) 410-5367 or FWCCunsrvationPlanningServices(iVMyFWC.com if you require further assistance.

The Florida Department of Environmental Protection's (DEP) Northwest District Office staff in Pensacola notes that, although no significant direct impacts to surface waters or wetlands are proposed in the Draft EA, certain development projects may require the issuance of environmental resource permits for storm water treatment and control, under Chapter 62-330, Florida Administrative Code. If a permit is required, staff advises the applicant to contact the DEP prior to submitting an application. For further information and assistance, please contact Mr. Scott Casey at (850) 595-0574 or Scott.Casev@dcp.state.ll.us.

Re: SAi #FL201401026797C, Department of the Air Force, Draft Environmental Assessment Cantonment Areas, Eglin Air Force Base, Okaloosa and Walton Counties, Florida

Dear Ms. Milligan:

Florida Fish and Wildlife Consetvatlon Commission (FWC) staff has reviewed the Draft Envirorunental Assessment (DEA) for the above-referenced project. We provide the following comments and recommendations for your consideration in accordance with Chapter 379, Florida Statutes, and the Coastal Zone Management Act/Florida's Coastal Management Program.

Eglin Air Force Base (AFB) proposes to provide a fence-to-fence evaluation of environmental constraints within the five cantonment areas (Eglin Main, Duke Field, 7 SFG (A) Cantonment, Camp Rudder, Site C-6 20 SPCS Area) to facilitate quick and efficient processing of development actions. The DEA provides an assessment of impacts associated with proposed development of new facilities, demolition, and renovation of existing facilities in Eglin's cantonment areas. Section 3.3 of the DEA provides information on the locations and potential impacts to the following species: red cockaded woodpecker (Picoides borealis, Federally Endangered), reticulated tlatwoods salamander (Ambystoma bishop/, Federally Endangered), eastern indigo snake (D1)'marchon corals couperi, Federally Threatened), Florida pine snake (Pituophis melanoleucus, State Species of Special Concern), and the gopher tortoise (Gopherus polyphem11s, State Threatened). The Florida black bear ( Ursus americanus floridanus) is also known to occur within the area.

The DEA indicates that Eglin AFB will comply with state gopher tortoise permitting requirements and resutvey the area 30 days prior to commencement of clearing. Further, all gopher tortoises will be relocated to other ponions of the Eglin Resetvation by Eglin Natural Resources Section staff. The Air Force would further minimize the potential for negative impacts to listed species by advising all workers to halt activities if an indigo snake or gopher tortoise is sighted and allow it time to move to safety.

We believe that the Management Actions described in Section 5.2.2 of the DEA will provide adequate buffers, water quality protections, and habitat considerations necessary to protect the biological resources that have been identified onsite. We appreciate our positive working relationship with Eglin Natural Resources Section staff and agree with their procedures to comply with applicable guidelines and protect the slate- and federnlly listed species that have been identified in the DEA.
