STATEMENT OF WORK
FOR
BOUNDRY FENCE LINE CLEARING
12 July 2018
1. DESCRIPTION OF SERVICES.
1.1. General Description of Work. The contractor shall provide all management, tools, supplies, equipment and qualified personnel necessary to perform Boundary Fence Line Clearing at Eglin Air Force Base, Florida. The contractor shall clear (cut, chip, grind etc. to the surrounding existing grade) 39,475 linear feet of all organic materials from the boundary fence line outward 12 feet on both sides from ground level to 12 feet vertically. All stumps within the work corridor area shall be ground to the surrounding earth surface elevation. Chipping from stumps and vegetation may be left in place as top cover not to exceed 3 inches in depth. The Contractor shall clear all trees, shrubs, vines and vegetation from the 35088 square yards of chain link boundary fence fabric.
Exception: If one side is private property as delineated on provided GIS map, work will ONLY be performed on the interior (Eglin AFB) side of the fence line.
Exception: All cut vegetation must be removed from wetlands and must also be removed from the uplands if the vegetation impedes water flow of the wetland.

The end result of clearing operation will produce a cleared fence fabric and adjacent ground along a corridor 12 feet wide by 12 feet vertically on both sides of the boundary fence line except as noted above.
Herbicides of type necessary to kill existing vegetation shall be applied along the base of boundary fence outward 16 inches on both sides unless one side is private property. This application shall kill all vegetation in the 16”cooridor immediately adjacent to the boundary fence fabric. Reapplication shall be accomplished as needed to kill existing hardy vegetation.
Exception: No herbicides shall be used to remove vegetation from wetlands unless approved by Jackson Guard. Cutting vegetation in or near wetlands is accepted. However, vegetation cannot be de-rooted/de-stumped. Rutting from driving equipment into wetlands cannot occur. Heavy equipment can be taken into the wetlands if no rutting occurs or use matting to run the equipment over. Three wetland areas are identified on the attached GIS map.
1.2. Environmental Compliance. The contractor is responsible for compliance with guidance provided within this Statement of Work. Do not use heavy machinery to clear vegetation within 300 feet of Okaloosa Darter stream as indicated on supplied GIS map.

1.2.1. In accordance with Section 7 of the Endangered Species Act (ESA), a consultation with the United States Fish and Wildlife Service (USFWS) has been completed. Their concurrence with our Biological Assessment (BA) was received 09 Dec 2013. This consultation describes guidelines under which the project must be completed to minimize potential impacts to threatened and endangered species. A copy of this document is attached. In accordance with this document, the following requirements must be followed:
(A) Gopher Tortoise Survey is required.
Contact Eglin Natural Resources (Jackson Guard) to arrange for the survey to take place within 30 days prior to ground disturbing activities. If tortoise burrows are found to conflict with the proposed project site, and burrows cannot be avoided by at least 25 feet, the tortoise(s) must be relocated. Contact: Rodney Felix, 96 CEG/CEIEA, 883-1153 or Wayne Pittman, 96 CEG/CEIEA, 883-6975, for assistance with ground tortoise activities.
(B) If any trees are to be removed, a red-cockaded woodpecker (RCW) survey is required. This survey will determine suitability of habitat in order to establish location of possible cavity trees in the area. Contact Natural Resources (Jackson Guard) at least 30 days prior to tree removal to arrange the survey.

(C) Contractor will also be provided with Eastern Indigo Snake Signs and personnel will be given instructions not to harass, injure, harm, or kill this species. Should an indigo snake be sighted, personnel are directed to cease any activities and allow the eastern indigo snake sufficient time to move away from the site on its own before resuming such activities. Contract personnel shall contact Eglin Natural Resources and the Government Representative immediately if an indigo snake is sighted.

(D) Clearing will not occur at a minimum of 300 feet of Toms Creek to protect Okaloosa Darter streams.
(E) Clearing activities will not occur within 330 feet of active bald eagle nests.
(F) In accordance with AFI 32-7064, "forest products may not be traded for goods or services nor used to offset contract costs associated with construction, land clearing, or other contracted activity". Merchantable trees must be vetted through the Eglin Natural Resources Forestry Office. Coordinate tree removal with Al Sutsko, 96 CEG/CEIEA, 883-1126 or Phillip Carter, CEG/CEIEA, 883-1129.
1.2.3. Cut vegetation from land clearing shall not be put into the solid waste stream for landfill disposal (dumpsters or roll-offs). It must be taken to the Wright Landfill for mulching and reuse in soil stabilization.
Contact Stephen Kauffman, 882-7665 for additional guidance on disposal of cut vegetation.
1.2.4. If the total ground disturbance exceeds 1 acre during vegetation clearing, storm water permitting is required in accordance with FL Administrative Code 62-621.300. Whether or not a permit is required, applicable best management practices (BMP) (hay bales, silt fences, ground cover, etc.) must be used to control storm water during and after clearing activities to prevent erosion and sediment runoff. A BMP shall be generated by the contractor for approval by Eglin AFB Environmental Storm Water Manager regardless OF Florida DEP requirements.

1.3. Inspection of Services. Government Representative of the 796CES Service Contract section shall be inspecting the quality of work performed throughout the Period of Performance (POP). The goal of the inspection process is to ensure clearing is being performed as defined in the Statement of Work.
Government Representatives will not direct the contractor or contract employees.
1.4 Place of Performance. The contractor shall perform the services IAW the SOW at Eglin Air Force Base, FL.
1.5 Deliverables. Below is a list of deliverables under this contract.

1.7. Government Furnished Services.
The government will provide emergency medical services, security, police, and fire protection, and utility services under this contract.
1.7.1 Emergency Medical Services. Eglin AFB will provide emergency medical services for Contractor personnel in performance of services under this contract base IAW Air Force Instruction (AFI) 41-115 Chapter 1. The Contractor shall reimburse the Government for treatment provided at the current reimbursement rate for non-authorized user IAW AFH 41-114, paragraph 42. The Contractor shall provide to the 96th Medical Group, the name of a physician and/or hospital to which injured personnel can be transferred for further treatment and care after receiving initial emergency treatment on base. All mishaps will be promptly reported to the base safety office through the Government Representative.
1.7.2 Security Police and Fire Protection. Phone number for Security Forces Squadron, (850)882-2000;
Fire Protection, 911.
1.7.3 Utilities. The government will provide electricity, water and sewage at no additional cost to the contractor when accessible. The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish requirements under this SOW.
1.8. General Information. The Contractor shall perform the services required under this contract during the following hours: 0600 CST – 1530 CST Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor will not be reimbursed when the Government facility is closed for the above reasons.
1.8.1. The following are recognized Federal Holidays (no work will be performed).
New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Independence Day Christmas Day *If the holiday falls on a Saturday, it will be observed on the preceding Friday. If the holiday falls on Sunday, it will be observed on the following Monday.
1.8.2. The Contractor shall provide a contract manager and alternate(s) who are knowledgeable of Boundary Fence Line Clearing and shall be onsite continuously. The Contractor shall submit the name, address, telephone number of the Project Manager to the Contracting Officer (CO) within two days of contract start date. The contract manager or alternate(s) shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate(s) shall be available to meet on the installation with Government personnel designated by the CO to discuss problem areas. The contract manager and alternate(s) shall be able to read, write, and speak English. The contract manager shall be able to effectively communicate with Contractor employees.
1.8.3. The Contractor shall utilize employees possessing adequate training, skills, and knowledge to perform the requirements of this contract. The Government reserves the right to restrict any Contractor employee who is identified as a potential threat to health, safety, security, general well-being, or the operational mission of the installation and its population. The consumption of alcoholic beverages or illegal drugs by Contractor personnel, while on duty, is strictly forbidden. The Contractor shall immediately remove any employee who is under the influence of alcohol or drugs. Each Contractor employee driving a privately owned vehicle on the installation must carry minimum liability insurance as required by the State. Contractor employees shall adhere to all posted speed limits and shall not use hand-held cellular telephones while driving on the installation for phone calls or texting. Use of seatbelts is mandatory. Any Contractor employee cited for driving under the influence will have their driving privileges immediately revoked.
1.8.4. Audit. This contract may be subject to audit by any and all cognizant government agencies. The contractor shall make available all records, which it maintains with respect to these contract, to such agencies.
1.8.5. Freedom of Information Act (FOIA). All official government records affected by this contract are subject to the provisions of the FOIA (5 U.S.C. 552/DoD 5400.7-R/AF Supplement). Any request received by the contractor for access/release of information from these records to the public (including government/contractor employees acting as private citizens), whether oral or in writing, shall be immediately brought to the attention of the CO for forwarding to the Base FOIA Manager to ensure proper processing and compliance with the Act.
1.8.6. For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
1.8.7. Notification of Debarment/Suspension Status. The contractor shall provide immediate notice to the CO in the event of being suspended, debarred or declared ineligible by any other federal department or agency, or upon receipt of a notice of proposed debarment from another DoD Agency, during the performance of this contract.
1.8.8. Correspondence. The government singularly identifies each project with a contract number at time of award. The contract number is a unique identifier to purposely and permanently represent an awarded project. The government issued contract number is to be referenced on all official communication starting upon notice of award.
1.8.9. Post Award Conference. The contractor agrees to attend any post award conference convened by the CO IAW FAR Part 42.5. These meetings shall be at no additional cost to the government.
1.8.10. Fire Prevention. The contractor shall take all necessary precautions to prevent fires in the units and contractor-furnished and government-furnished facilities while performing any work under this contract. In the event fires do occur, the contractor shall immediately notify the Base Fire Department at
911. The contractor shall then notify the requiring activity and the CO. The contractor shall brief and document its employees monthly in fire safety issues and procedures in reporting fires.
1.8.11. Inclement Weather. If the base closes due to inclement weather, the contractor will be released, by the installation commander, with the general population of the base at no decrement to contract price.
The contractor will follow the local procedures for reporting in inclement weather as advertised on local television and radio stations.
1.9. SAFETY. It is the contractor's responsibility to ensure its employees and managers have a comprehensive understanding of and full compliance with OSHA requirements. Detailed information is available on the OSHA website at http://www.osha.gov. It is the contractor's sole responsibility for compliance with OSHA, Public Law 91-596. The contractor shall comply with all federal, state and local laws including Air Force Instructions for the protection of their employees while working on an Eglin Air Force Base and the Eglin Military Reservation. The protection of contractor employees is exclusively the obligation of the contractor. Contractor shall manage all work areas to ensure the safety of base personnel, or visitors in or near the areas. Contractor must ensure that personnel are properly trained on the equipment they are tasked to operate. The contractor shall develop site specific mishap reporting procedures which result in damage to government property or injury to Air Force personnel. These procedures are to be included in the safety and health plan for review. In accordance with AFI 91-202, AFMC Supplement, Safety Program, the contractor shall submit a Safety and Health Plan to Contracting for review and acceptance by the safety office prior to contract award.
1.9.1. The Contractor shall furnish personal safety equipment for its employees in performance of this contract. Safety equipment includes shoes or boots, eyewear, hard hat, and gloves. Special PPE such as Kevlar Chaps, hearing protection and snake boots may be necessary based on task performed.
1.9.2. Contractor employees shall be subject to substance abuse testing as a result of a mishap investigation when an individual’s actions or inactions are suspected as factors in a mishap sequence. The Contracting Officer may identify the employees to be tested and the drugs and substances for which those employees must be tested. The service provider shall accomplish the specified testing using a certified medical substance abuse testing facility. Results of the test(s) shall be provided to the Government solely for the purpose of completing an investigation.
1.10. SECURITY REQUIREMENTS. The Contractor shall obtain base identification and vehicle passes, if required, for all Contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or Contractor-furnished, Contractor identification badges while visiting or performing work on the installation.
1.10.2. The Contractor shall submit a written request on company letterhead to the Contracting Officer listing the following: contract number, location of work site, start and stop dates, and names of employees and sub-contractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The Contracting Officer will endorse the request and forward it to the issuing base pass and registration office or security forces for processing. The base pass requests shall be submitted to the contracting officer 5 days before access will be required. When reporting to the registration office, the authorized Contractor individual(s) should provide a valid driver’s license, current vehicle registration, and valid vehicle insurance certificate, to obtain a vehicle pass.
1.10.3. During performance of the contract, the Contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return to the Contracting Officer credentials and vehicle passes for any employee who no longer requires access to the work site.
1.10.4. The contractor shall comply with all base security regulations and with actions dictated by force protection condition changes/measures. For real-world situations/exercises, changes to force protection conditions could impact contractor performance of work and can include denial of access to the installation to perform work.
1.10.5. Contractor employees are prohibited from possessing weapons, firearms or ammunition, on themselves or within contractor-owned or privately owned vehicle while on Air Force installations.
1.10.6. The contractor shall report suspicious activity (refer to Eglin AFB Contractor Antiterrorism Awareness pamphlet) to Security Forces at 850-882-2000 in a timely manner.
