Section C: Justification for Soliciting from a Single Source or Brand Name
IAW FAR 13.106-1(b)(1)(i), only one source is reasonably available to provide meet the Government's requirement. The Seekers and Sensors Test Flight (782 TS/RNWI) has a requirement to calibrate and validate instrumentation. This requires blackbodies in the high temperature range (up to absolute temperature of 600 degrees Celsius ) and to have a temperature range that extends below ambient. Cl Systems offers high temperature blackbodies that can be calibrated with a stand alone calibration kit, saving money and time from having to send a blackbody off to be calibrated. The wide temperature range blackbody also serves the same purpose in saving money and time by having an interchangeable sensor that allows the blackbody to be calibrated by swapping a probe into the blackbody that has a current calibration. Bypassing the annual calibration services currently needed can save over 2 months of delay to mission schedule and an additional $9K per year in calibration costs alone. The current method of shipping the blackbodies for calibration also poses potential shipping hazards due to the delicate nature of the equipment. CI is the only firm that provides Blackbodies that meet the temperature requirements and offers a standalone calibration kit.
Section D: Efforts to Obtain Competition
Market research conducted for this acquisition included both Google and GSA Advantage searches to determine if there was an authorized reseller of blackbodies. The Government was unable to identify resellers of blackbodies that meet our technical requirements.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
This office will continue monitoring the industry through trade journals, technical symposia, and contact with industry representatives should a future need arise. Any future requirements wil I be researched thoroughly. If a product meeting the technical requirements is identified, a competitive acquisition for the requirement will definitely be considered.
