/D-RAPCON/Performance Work Statement (PWS) 20 November 2017

1. Non-Destructive Testing Description and D-RAPCON Equipment:

The Non-Destructive Testing (NDT) will be performed on the D-RAPCON RADAR antenna located at McKinley labs test chamber, at Eglin AFB, FL. Individual NDT site preparation (paint removal, surface cleaning, etc.), thickness and imperfection measurements of surface and subsurface cracks will take place on the EASAT Radar antenna; primarily on the pedestal and support structure. Prior to testing, all equipment must show current calibration and technicians must provide current certification by a national body, such as ANSI. In addition, equipment test samples with known imperfection and thickness will be provided by the contractor and equipment/technician combination will be shown capable to detect the sample imperfections (or thickness in the case of Ultrasonic Testing (UT)).

2. Non-Destructive Testing Requirement:

a) Contractor will provide all required equipment, technicians and materials to perform all required NDT measurements listed below to include any site preparation (e.g. paint removal, surface cleaning, etc.) necessary for the following NDT test methods selected by the 46TS:

i. Magnetic Particle testing will be performed on required locations consisting of ferromagnetic material. The Magnetic particle testing provided by the contractor will be capable of detecting surface and slightly subsurface imperfections in welds and base materials of the low carbon, low alloy steel; of which the system structure is comprised.

ii. Liquid penetrant testing will be performed on all non-ferromagnetic materials (such as stainless steels), where the Magnetic particle test does not provide accurate results. The liquid penetrant will be capable of detecting surface defects or discontinuities such as cracks, at or near the surface in areas of interest.

iii. Ultrasonic Thickness Testing -- Ultrasonic Thickness (UT) Gage will be capable of measuring structural thickness (accurate to .001 inch) in low carbon, low alloy, steel in specified areas of interest.

iv. Positive Material Identification – Material identification equipment provided by the contractor will provide complete composition of the low carbon, low alloy steel, to include material percentage of Carbon, Manganese, Phosphorous, Sulphur and Silicon; all accurate to .01%.

b) After NDT testing, the D-RAPCON antenna will be instrumented and ran through a formal wind test by McKinley labs. At the completion of the McKinley wind test, the contractor will:

i. Provide a second inspection of all areas inspected prior to the wind test.

ii. Upon completion of all NDT testing a report will be provided by the contractor with record of the individual site locations inspected and corresponding findings at each location before and after the wind test (to include thickness, crack/imperfection location, size and orientation and material identification).

c) Hours of operation will be in agreement with McKinley labs, currently 0700 – 1500.

d) Cost will include personnel labor, per diem, setup/teardown of instrumentation, testing and calibration, data system collection setup/use, project documentation, meetings, cleanup and disposal.

e) Billing: Costs will be based on a daily rate and billed only for actual days used. Currently, it is anticipated that there will be 7 days as follows:

i. 2 days a for initial system assessment, penetration location cleaning, liquid penetration application, and measurement/material identification

ii. 4 days for wind test support

iii. 1 days for post wind test penetration location cleaning, liquid penetration application, and measurement

f) Personnel: Professional and field personnel engaged in work are trained in accordance with current OSHA regulations and wearing required protective equipment. Work will be performed in accordance with applicable federal, state and local regulations in effect.

g) Disposal: All removed instrumentation, testing materials, and data collection equipment will be packaged and disposed of by the contractor.

3. Test Preparation and checkout Requirement:

Meeting requirements:

· 1 test planning meeting should be scheduled prior to test to review site layout, planning and schedule

· 1 Post Test meeting, as requested by Government.

Checkout Requirements:

· Independent verification of this requirement will be accomplished using the methods/materials, as selected by the 46TS from section 2a above. Depending on the methods/materials chosen, the following will be provided, as they apply:

· Review of Magnetic Particle, Liquid Penetrant report before and after wind testing.

· Analysis of Positive Material Identification and UT report before wind testing

· Project Documentation to be provided:

· Certificate of Liability Insurance, prior to start

· Calibration/Strain testing results/summary

· Data Collection Results, as generated from the data collection system

· Depending on the methods/materials chosen by the 46TS, the following will be provided, as they apply:

· Analysis report of all Magnetic Particle Testing/results

· Analysis report of all Liquid Penetration Testing/results

· Analysis report of all Ultrasonic Thickness Testing results

· Analysis report of all Positive Material Identification Testing results

4. Period of Performance (POP): Due to mission requirements and unforeseeable circumstances it is hard to pin-point exact testing days; the 7 day testing will occur sometime between 09 February 2018 and 31 July 2018. The Government will notify the contractor within 5 days of needing testing support.

Notional Schedule:

· Wind Test: 9 February 2018 – 17 February 2018 (7 days support within the 8 day event)

5. Classified Storage and Work Area Requirements: None

6. Test Description:

Non-destructive testing (NDT) on the D-RAPCON ASR antenna to include initial system assessment, penetration location cleaning, liquid penetration application, and measurement/material identification. This is critical to ensuring system structural integrity, establish a baseline of performance and handling during the preceding Wind Testing, and ensure the antenna can meet the CSRD requirement for high sustained winds.
