1. INTRODUCTION:

Outdoor recreation (ODR) supports mission readiness through expertly managed programs and facilities delivering family and individual well-being, unit cohesion, and fitness. Air Force Instruction 34-110, Air Force Outdoor Recreation Programs and Procedures, outlines six essential program components in which we focus our recreational activities. One of the six components is providing popular mainstream outdoor recreational activities as well as outdoor adventure activities.

The Airmen, Sailors, Soldiers and Marines within our community seek recreational activities that maximize the local offerings of the Florida Panhandle. One of the demands of our patrons is to offer jet skis. Within a thirty-five mile radius of Eglin Air Force Base there are no less than eight jet ski rental operations. The second leading patron demographic that uses the jet ski rental operation within that radius is the Department of Defense affiliated patron group, second only to the tourist patron group (information provided by a proprietor that operates a jet ski rental operation within the community).

It is our charge to offer outdoor recreational activities, when within our means, to our community members. We feel we can meet the need of our community by entering into a partnership with a jet ski rental proprietor and offer that activity out of the ODR on Eglin Air Force Base. We feel we can offer this activity while mitigating some of the risks that our community members may be exposed to off-base. We believe that by setting geographic parameters in a sparsely populated environment that the risk for injury will be lower than it is in denser populated areas such as the Destin Harbor and Crab Island. It is our vision to set an operating perimeter that consists of Rocky Bayou and Bogey Bayou. We also feel that the potential for alcohol consumption in conjunction with jet ski operation can be mitigated by the fact of on-base oversight and less environmental influences.

2. OBJECTIVE:

Provide jet ski rentals through the partnership of a contractor. It is our objective to provide an hourly jet ski rental service that is at or below the rental cost on the economy.

3. SCOPE OF WORK:

The contractor will maintain a minimum of four rental jet skis available during Post’l Point operational hours. The contractor will provide all of the necessary equipment for a safe jet ski rental operation. That equipment includes, but is not limited to, a safe and functional jet ski that meets all of the regulatory requirements of the State as well as the Coast Guard. Jet skis must be environmentally compliant; contractor will be responsible for all Environmental Protection Agency (EPA) requirements, and culpable for spills, fuel or oil, from the water vessels. The contractor will be responsible to provide all safety equipment needed for the operation of a water vessel to include personal flotation devices, sanitized whistles and any other equipment required for safe operations.

The contractor will also be responsible to orient all patrons on safe jet ski operations to include a safety briefing that focuses on overall safe operating practices. The contractor will ensure that its employees that deliver the safety briefing have completed a boating safety course under the Boat US certification. The contractor is responsible for ensuring that all jet ski rental operators are certified under the Boat US certification and have been tested for proficiency in accordance with AFI 34-110, para. 3.13.2.

The contractor will not rent a jet ski to anyone under the age of eighteen. The contractor will ensure that no minor under the age of eighteen operates the jet ski.

The contractor is responsible to ensure that no individuals that have consumed alcohol are allowed to operate a jet ski.

The contractor is also liable for recoupment of any damage that occurs from the patron. ODR will not be party to the collection of monies due to the determination of culpability for damages.

Eglin AFB ODR will not be responsible for any operating costs of the jet skis nor any type of physical or environmental damage caused by their operation.

The contractor will staff the business with their own personnel and must have at a minimum of one employee fully responsible for all aspects of the rental of jet skis. The contractor will ensure employee(s) are in place at least thirty minutes prior to ODR business operations and available through the end of the business day. There will be no rentals prior to or after ODR hours of operation.

The contractor will be responsible for the fuel to maintain jet ski operations. Fuel will be available on-site. Customers may be held responsible to fill the jet ski with fuel, however ODR will not bear that cost.

ODR will provide all point of sale operations for the jet ski rental operation. Patrons will be provided a receipt of sale which will be utilized to confirm payment.

4. PERIOD OF PERFORMANCE: The Start Date will be 4 May 2017 - 30 September 2017 with an option to extend annually until 30 September 2022. The period of performance for each option year will be 1 April – 30 September.
