MEMORANDUM FOR PURCHASE REQUEST

SUBJECT: The 96 Test Wing is requesting a purchase request is posted to qualified vendors for quantity of 10 each, 27-30’’ fiberglass hull, Excellent Condition, Non-powered, tow boats.

Requirements:

1. Target center console tow boats must operate and sustain floatation in Sea State 4 and track straight with no fishtailing at speeds up to 40 knots without rudders. They shall be built to meet American Boat and Yacht Council (ABYC) and American Society for Testing and Material (ASTM) standards.

2. Boat Specification:

a. Description:

- Hull Type: Ocean going deep fiberglass V-Hull, Center Console, W/ Rub rails w/o instrumentation, w/ seat or leaning post
- ConstructionFiberglass, non-lined or lined, if lined no water intrusion between hull and liner is acceptable
- Bulkheads/Stringers:Sufficient for hull integrity without flexing, no dry rot
- Battery compartment:w/ battery tray w/operational battery
- Bilge pump:Below deck dual automatic stern mounted high output
- Navigation lights:Operational bow and stern lights required
- Cleats and Chocks:Heavy duty through bolted W/ back plate
- Length:27’-30'
- Beam:89”-120”+
- Dead rise:18 to 26+ degrees
- Draft:6"- 14"
- Weight:1,800-5,500 lbs.
- Center Console:Will have extended vertical boarding hand rail, mounted

for easy access on Port/Starboard sides, windshield not required

- Deck:Open deck/Self-bailing deck with scuppers
- Foam floatation:Full closed cell
- Bow eye:Heavy duty with through bolted back plate
- Tow brackets:¾” tow eyes with backing plates. Mounted on port and starboard sides of hull. Will provide descriptive futher documentation upon request.
- Transom:No engine cut out required.Transom must be structurally

sound and capable of accepting an engine

- Hull layup schedule: Shall contain minimum of two or more layers of biaxial fiberglass w/o exterior spider cracks

3. Boat Trailer: Not Required.

4. If vendors cannot provide in full or any quantity of boats as specified above, please submit what boats can be provided that are compatible. Please specifically identify any differences from the above.

5. Pictures of boat shall be provided in an electronic or hard copy format for review by the Government prior to award of any solicitations. (Note that large files or unrecognized email addresses may be blocked from if sent by email). Pictures may also be uploaded to web site for review by government as an alternative method for review with prior notice.

6. Delivery is FOB Eglin AFB, FL. Each boat shall have a unique Hull/Vin numbers for each item and a statement of which CLIN and contract number the delivery pertains too. Desire all boats delivered on the same day, unless boats are delivered on a trailer.

7. Delivery period requested is 120 days ARO.

8. Final inspection of required specifications will be performed prior to acceptance at Eglin AFB, FL.

9. After final inspection any rejected items will be removed within seven working days from Eglin AFB, FL. This action is the sole responsibility of the offer/seller vendor.

11. Delivery Instructions: Contact Mr. Melvin Tate, (850) 882-9520, Mr. Tim Bader (850) 883-7949, or other authorized representative at a minimum of twenty four (24) hours prior to any shipment under this Solicitation if award is made. All the above parties may be contacted between the hours of 7:00 AM to 4:00 PM Monday through Friday excluding holidays. Note that no delivery can be accepted after 2:00 PM weekdays or on weekends. Contact the above personnel two weeks in advance of delivery to be sent base access instructions. Delivery will be within a radius of 30 miles of the Eglin AFB reservation. Desired delivery of all boats at once unless delivered on trailers. Trailer delivered boats can be accepted in minimum quantity of two per delivery.
