Questions and Answers

1. All questions must be asked by 04 September 2015 at 1630 Central Time. No other questions will be answered after that point in time.

2. Requirements:

Target full cabin patrol boat must be capable of operating in the coastal waters of the Gulf of

Mexico in extremely adverse weather conditions in Sea State 3 to 5, sustain safe operations in Seas to 10 feet and built to meet or exceed USCG, ABYC and NMMA regulation guidelines. No prohibited materials shall be used in construction; the watercraft must be built to the highest marine standards all in accordance with USCG, ABYC, and NMMA regulations. To ensure the agency receives craft of proven performance, the quoted hull must be in current production and have been in production of a minimum of 2 years and must have created a minimum of 20 hulls in that time frame. Proof of this productivity must be provided.

3. Questions

1) Attachment A – under “General” it states 38’-39’-2” Full Cabin however, the second line has

Length Overall (LOA) (no engines) as 39’-2”. Does this mean the boat can be within these margins but cannot exceed the 39’-2”?

Answer: Yes, the hull of the boat must be a minimum of 38’ with an LOA of 39’ 2” (No engines) not longer. This must be done without adding any superficial items such as an extended engine bracket or other nonfunctional extremity items added to the hull.

2) Is there a restriction in either the overall length or overall beam that is mandating the current specifications? Would a craft be considered that has the overall length the Air Force is looking for however, has a beam of 11’?

Answer: Yes, the length and beam are specific Air Force operational requirements. A vessel with a larger beam will not be considered

3) Attachment A Question: – under “Hull, Deck & Angled Stringer System”, 5/16"- 5086 bottom plate with exclusive stringer system with angled transverse framing, Stepped transom with speed shoe in bottom plate, Performance wings below collars for increased lift and stabilization while maneuvering; clearly identifies building practices of a particular manufacturer but does not identify performance met standards or expectations which are achievable utilizing different approaches to design and manufacture. Would the Air Force revise these requirements to state hull structure to be designed to meet the rules of ABS High

Speed Craft and ABYC guidelines allowing open competition to this contract? If not, will this contract be identified as a sole-source?

Answer: The requirement will not be revised; However the speed shoe performance wing design and stringer system of all manufacturer will be evaluated provided their proposal meets the requirement that the hull structure shall be comprised of an angled stringer system to protect against failure. As specified all of the ribs will tie into the bottom of the hull to the centerline keel at an angle, (opposed to perpendicular) then into the stringers, chines, and transom.

30 Attachment A – under “Electrical System & Power Generation” the Diesel Heater is identified being a Webasto, would the Air Force consider “or equal” such as Espar?

Answer: Yes provided it matches the type of heater, heating capability, relative size, mechanical and electrical quality as well as warrantee provisions of a Webatso heater, 31 Boat Trailer – Attachment A calls out a trailer however, no requirements are listed to identify minimum requirements (i.e. aluminum or galvanized, type braking system, hitch); is this information available?

Answer:

Boat Trailer Specification:

-New, warranty for trailer and all components for 2 years and axles 5 years.

- Length: 38’ Custom designed to fit boat for size and weight capacity

- Type: Heavy duty aluminum I-beam construction, using all Stainless Steel fastener w/nylon lock nuts & washers

- Custom boarding ramp/steps on front of trailer tongue

- Axel Type: 3 each Galvanized torsion axles w/galvanized spoke wheels and spare tire with carrier

- Brake System: Electric over hydraulic actuating system with cadmium rotors and stainless steel actuators on all 3 axles

- Load Weight: GVRW rating 24,000# w/Net carrying capacity-20,000#

- Tongue coupler: Surge type 20,000# gross load. 2000# max tongue weight pintle & ball type

- Tongue jack: 8000# cap. Side wind type

- Positive pressure lubrication system

- 6 tie down rings

- Tool box

- Lights: LED lighting w/12 VDC electrical system

- Bearing protectors

- Dual safety chains

- Bunks: Carpeted, pressure treated wood, bolted w/ 3/8 stainless steel bolts

4) Would it be possible to have the contract revised to 180 days from award of contract?

Delivery of boat 180 days ARO is acceptable.
