Integrated Solid Waste Post‐Site Visit Questions and Answers – 13 April 2015

1. Clin x011 relates to providing and servicing 5 each 30‐CY compactors. The list of 30 CY compactors in the estimated frequencies references 6 each 30‐CY compactors.

ANSWER: Corrected in Updated bid Schedule

2. Please reference PWS, page 30, Compactors. What is the location of the 6th 30‐CY compactor listed, building 6027, organization 6 RTB?

ANSWER: The compactor at the 6th Ranger Training Battalion bldg. 6027 is located in the rear of the building.

3. The total services calculated in the Estimates Tasks and Frequencies for each container type and size do not match the quantities for each container type and size. Is the contractor to bid strictly on the estimated quantities on of the Clins alone without consideration to the estimated quantities?

ANSWER: The Appendix A and the bid schedule now match. Please bid on the Excel Bid

Schedule.

4. Please reference PWS paragraph 1.1.3.2, Construction and Demolition Debris – Can the government provide the number of Roll Off containers by cubic yard size required to the PWS temporary Roll Off requirements? We are trying to determine the number of units by size that may be required to meet peek requirements.

ANSWER: Page 15 Appendix A, item 18...No specific number of 20, 30 and 40 CuYd containers is required. The total monthly estimated turns for rolloff containers will be 100 as listed. The actual number of rolloffs varies from month to month and shall be sized appropriately for the debris being collected. No hard fast number is assigned.

5. Please reference PWS, Appendix A, Table A2, page 27. Can you please list the locations of the containers assigned to building 8552, 8640, 9300, and 9400?

ANSWER: 8552 Site A6 on Okaloosa Island

9300 Top of Range 70

9400 Range 75 Control

6461 Site C80A

6. Please reference PWS, Appendix A, Table A2, page 28. Can you please list the locations of the containers assigned to building 9461, 9615, and the station referenced as Chicken Little.

ANSWER: 9615 Range 71

Chicken Little is Range C52C

7. Please reference Attachment J, Schedule of Supplies and Services for the Base and all Option

Years.

ANSWER: Please see updated Bid Schedule

8. Assuming the government wants a unit price for each service, please confirm the “Unit Price” column is intended to represent a monthly fee for each single unit of “Month QTY” and not a yearly fee for each of the “Month QTY” units listed.

For Example: If I intend to bid $100.00 to service one each 8 CY refuse containers 5 times per week for a month, then my UNIT PRICE would be $100.00 and the calculated ANNUAL AMONT would be (11 x $100.00 = $1,100.00 x 12 months = $13,200). Is this correct?

ANSWER: Yes

9. Page 9 of 62. Clause 52.209‐1 para. (b) states “None”, does this mean that this clause does not apply to this solicitation?

ANSWER: Correct. There is no requirement for a quality assurance demonstration to be completed before the award.

10. Page 53 of 62 a. Proposal Preparation Instructions 1. States “The response shall consist of four

(4) separate parts;” however the paragraph only goes onto identify 3 separate volumes

(Volumes I, II and III). Please clarify whether a 4th part is required and what it should contain.

ANSWER: Only three volumes will be required with this proposal. This section should read:

The response shall consist of three (3) separate parts; Volume I – Price Proposal, Volume II –

Past Performance Information, and Volume III – Past Performance References and accompanying completed Past Performance Questionnaires.
