STATEMENT OF WORK

For

WOMS 2014-00886

Eglin AFB, FL 30 September 2014

1. INTRODUCTION. This Statement of Work (SOW) defines the requirements for the contractor to Engineer, Furnish, Install and Test (EFI&T) a 25-pair copper cable to the existing ready service locker site from building 8874 located at training site C-87J (See attached map).

1.1 General Requirements. The contractor shall provide all equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to EFI&T the requirements as stated in this SOW. The contractor shall furnish and install a new 25-pair copper cable with associated equipment from the communications room (Rm

130) in building 8874. Cable shall be terminated in a new, contractor installed, 25 pair pedestal block. The contractor will then install a 1/2” galvanized steel conduit from the 25 pair pedestal block and connect it to the junction box to the left of the existing weatherproof box on the side of the Ready Service Locker (RSL) at the C-87J training site. The contractor will then install a wall mounted call box to the left of the junction box and install a conduit to connect them. The contractor will then install 2 UV rated Category 5e cables from the 25 pair pedestal block to the junction box and distribute one to the newly install call box and one to the pre-existing ADVANTOR access box, located inside the weatherproof box. The contractor will test and receive passing results on 100% of all copper pairs from RSL back to building 8874. The cable number and pairs count to be used will be identified by 96 CS/SCOW during the survey. All equipment, supplies, and materials shall be provided by the contractor. All materials shall be new and not refurbished. No material shall be provided by the government.

2. SPECIFIC TASKS AND REQUIREMENTS.

2.1 Copper Cable Installation. This section describes the general copper cable installation requirements that the Contractor will be required to execute. The sequence of installation is at the contractor’s discretion.

2.1.1 Install one 25-pair Building Entry Protection (BEP) terminal in building 8874 comm room (room 130).

2.1.2 Install one new bus bar in room 130 and connect it to service ground.

2.1.3 Install one new 25 pair pedestal block no more than 36” away from existed fence.

2.1.4 Install one new wall mounted call box to the left of existing junction box on the RSL.

2.1.5 Install new, 25-pair copper cable from new BEP in building 8874, room 130 to the new 25 pair pedestal block, utilizing an empty 4” conduit leaving building 8874.

2.1.6 Install one 1/2” conduit underground from 25 pair pedestal block to junction box on the side of the RSL.

2.1.7 Terminate the end in building 8874 of the newly installed 25-pair copper cable to new

25-pair BEP inside room 130 (comm room). Terminate other end to the 25 pair pedestal block.

2.1.8 Install 2 UV rated Category 5e cables from 25 pair pedestal block to the RSL junction box utilizing the ½” galvanized steel conduit. Install one into the newly installed call box and one inside the ADVANTOR access box.

2.1.9 Label and tag as directed by 96CS/SCOW. Perform an acceptance test IAW RUS bulletin 1753F-201A (PC-4). This acceptance test shall be witnessed by a 96CS/SCOW representative. Schedule this acceptance test through 96CS/SCXP at least four business days in advance.

2.2 Fiber Optic Installation. There are no fiber optic installation requirements for WOMS

#201400866.

2.3 Testing.

2.3.1 Perform acceptance testing of all newly installed, spliced copper and fiber cables IAW

RUS bulletin 1753F-201A (PC-4) and IEA/TIA standards. Document test results IAW same standards. All workmanship and parts used shall be IAW Eglin AFB Cable Installation Specifications dated 11 August 2014.

3. CONTRACTOR REQUIREMENTS.

The contractor shall:

• Provide all personnel, equipment, tools, materials, supervision, and services necessary to perform this project.

• Order all supplies to complete the project that is already not Government Furnished.

• Store all supplies throughout the project.

• Understand that any distances provided in this SOW are approximations and should NOT be used for ordering material.

• Identify their proposed route and cable footages required to accomplish this contract during the site survey.

• Be responsible for any required trenching and/or boring necessary to install the cable.

Directional drilling will be used for major road crossings. Otherwise, crossing of paved surfaces may be performed by pavement cuts and resurfacing with appropriate matching road material. This does not prevent the Contractor from using directional drilling if it is more cost effective. Ducts will be appropriately protected when placed under paved surfaces.

• Coordinate with base agencies to ensure flags are placed over existing base infrastructure prior to digging or directional drilling and will take precautions to protect existing infrastructure.

• Ensure that all required permits are completed and current throughout the duration of the installation i.e the digging permit, AF Form 103.

4. TASKS.

The contractor shall complete the following tasks during the project:

• Install one 25-pair Building Entry Protection (BEP) terminal in building 8874 comm room (room 130).

• Install new ground bar in room 130 and connect it to service ground.

• Install one new 25 pair pedestal block no more than 36” away from existing fence.

Pedestal must be grounded IAW RUS bulletin 1751F-802 and National Electrical Code, Article 250.

• Install one new wall mounted call box to the left of existing junction box on the RSL.

• Install new, 25-pair copper cable from new BEP in building 8874, room 130 to the new

25 pair pedestal block, utilizing an empty 4” conduit leaving building 8874.

• Install one 1/2” conduit underground from 25 pair pedestal block to junction box on the side of the RSL.

• Terminate the end in building 8874 of the newly installed 25-pair copper cable to new 25-pair

BEP inside room 130 (comm room). Terminate other end to the 25 pair pedestal block.

• Install 2 UV rated Category 5e cables from 25 pair pedestal block to the RSL junction box utilizing the ½” galvanized steel conduit. Install one into the newly installed call box and one inside the ADVANTOR access box.

• Test all cables that are installed under this project. Fiber optic cable shall be tested for dB loss end-to-end, bi-directionally through patch cables. Copper cable shall be tested IAW Eglin AFB Cable Installation Specifications

• Conduct a final walk-through/inspection with the base contracting rep, 96 CS Cable Maintenance rep and the 96 CS/SCX rep. The contractor will fix any discrepancies identified in the walkthrough, if needed.

5. DELIVERABLES.

The contractor agrees to the following deliverables:

• Provide all test results to the 96 CS Plans and Programs Flight rep. The test results shall be provided to the 96 CS/SCX rep.

• All cables will be labeled and tagged IAW applicable standards and technical orders.

Information on cable identifiers will be identified/provided by 96 CS/SCOW personnel.

All cables will be grounded IAW applicable standards. Upon completion of the project, base layout drawings will be updated by the contractor and provided as a deliverable item on this contract. Updated drawings are to indicate cable path, cable designator and any other pertinent information as related to this installation.

6. PERIOD OF PERFORMANCE & COSTING.

Dates will be pending based on when this requirement is funded, the availability of parts and contractor personnel.

7. PLACE OF PERFORMANCE.

Building 8874 to the Ready Service Locker (RSL) located at C-87J.

8. TRAVEL.

Travel onto Eglin AFB job locations will be the sole responsibility of the contractors and must not hinder the project’s completion. Payment for travel will not be part of the contract if the contractor is in the local area.

9. CLASSIFICATION/SECURITY.

Contractors are not required to have any security clearances, but should meet the initial requirements in the Contractor Requirements section above.

10. GOVERNMENT FURNISHED PROPERTY.

None.

11. MAINTENANCE AND SUPPORT.

Once the project is complete and all work has been accepted, the contractor’s obligation is complete and no further support is needed. The 96 CS will continue to provide all future technical support for any needed maintenance or repairs to the phones and cabling.

13. PAYMENT SCHEDULE.

The contractor will bill upon completion.

14. NON-PERSONAL SERVICES STATEMENT.

Contractor employees performing services under this order will be controlled, directed, and supervised at all times by management personnel of the contractor. Contractor management will ensure that employees properly comply with the performance work standards outlined in the statement of work. Contractor employees will perform their duties independent of, and without the supervision of, any Government official or other Defense Contractor. The tasks, duties, and responsibilities set forth in the task order may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The base contracting representatives and the base communications representatives will all need to be present and perform the final inspection and acceptance of the completed work.
