STATEMENT OF WORK

BLDG 440 REPLACE GENERATOR, FTFA 13-1125

3-Sept-2013

PART 1 GENERAL

1.1 GENERAL INTENTION: It is the declared and acknowledged intention and meaning to remove and replace generator at bldg 440 with a new 175kw generator which shall be located outside within the immediate vicinity of existing indoor location (see attached SKETCH #1) of existing generator to be removed by this contract. Intention is to contract with an Electrical Construction type contractor to accomplish the work as stated in this Statement of Work.

Removal and providing of new generator shall be as indicated below:

1.2 Demolition work to be accomplished and comments regarding existing generator system:

1) Remove existing 170KW natural gas generator. The removed generator shall be properly disposed of, off Eglin AFB property. The existing generator is currently mounted on a raised concrete slab; dimensions of the slab are 144”x42”x10-1/2”.

2) Disconnect and remove power wiring and 4” conduit between generator and automatic transfer switch. Generator and automatic transfer switch are located in the same room.

Length of 4” conduit to be removed is 30 feet at the most; the power wiring consists of 4 #500MCM conductors.

3) The existing battery charger and battery bank shall be removed and disconnected from existing generator (being removed) and a new battery charger and battery bank shall be provided.

4) The existing battery bank is a 24VDC system consisting of two 12VDC batteries connected in series. Remove 24VDC power wiring between battery bank and 24VDC starting motor mounted on generator; size of 24VDC power wiring is #1/0. Total length of #1/0 power wiring to be removed is 12 feet at the most.

5) Remove wiring between battery charger and battery bank; conduit shall be abandoned in place since a portion of the conduit is concrete encased in floor. Total length of conduit between existing battery charger and existing battery bank is 40 feet at the most.

6) Remove start circuit wiring and conduit (3/4”) between existing generator and existing automatic transfer switch. Conduit length is 30 feet at the most.

7) Remove block heater circuit wiring and conduit (3/4”) between existing generator and existing power panelboard. Existing generator and existing power panelboard are located in the same room. Conduit length is 40 feet at the most.

8) Disconnect and cap natural gas piping as required for removal of existing natural gas generator.

9) Disconnect and remove engine exhaust system for existing generator being removed.

10) General comment, the following existing items are all located in the same room:

generator, automatic transfer switch, battery charger, and battery bank.

11) Any required outages shall be during normal work hours (8AM to 4PM), Monday thru

Friday. Request for outages shall be made 21 days prior to any & all requested outages.

Eglin AFB reserves the right to reject specific outage request(s), when deemed necessary by Eglin AFB.

1.3 New work to be accomplished and comments regarding new generator system to be installed by this contract:

1) Provide a new 175KW diesel powered generator, output voltage shall be 480/277V-3 phase-4 wire.

2) Provide a concrete pad for new generator with length and width dimensions of pad to be

12” greater on all four sides than length and width dimensions of new generator. Pad thickness shall be 24” with 18” below finished grade and six inches above finished grade.

Length and width of concrete pad are shown on attached SKETCH #1, and maximum size allowed for new generator is also shown on attached SKETCH #1.

3) Provide new wiring (4 #250MCM conductors and 1 #2 ground conductor) and 2-1/2” rigid steel conduit between new generator and existing automatic transfer switch. In vicinity of existing automatic transfer switch transition from new 2-1/2” rigid steel conduit to existing 4” rigid steel conduit which connects to existing automatic transfer switch.

4) Provide a new battery charger and battery bank for new generator. Provide wiring and conduit as required.

5) Provide start circuit wiring and conduit as required, between new generator and existing automatic transfer switch.

6) Provide block heater circuit wiring and conduit as required, between new generator and existing power panelboard. Existing generator and existing power panelboard are located in the same room.

7) General comment, the following are to be located in the same room: existing automatic transfer switch and new battery charger.

8) Provide four bollards to protect new diesel generator. Bollards shall be six inch diameter (inside diameter) steel pipe filled with concrete. Bollards shall be eight feet in length with four feet above finished grade and four feet below finished grade. The below grade portion of the bollard shall be encased in a concrete footing which is 12 inches in diameter and 48 inches in length. Coordinate location of bollards with bldg customer during construction. Excavating for placement of bollards shall be by hand digging.

9) Any required outages shall be during normal work hours (8AM to 4PM), Monday thru Friday. Request for outages shall be made 21 days prior to any & all requested outages.

Eglin AFB reserves the right to reject specific outage request(s), when deemed necessary by Eglin AFB.

10) Eight hours of training shall be provided at Eglin AFB, by a Factory Generator Rep.

11) New diesel generator shall comply with the following requirements:

• Heavy Duty Air Cleaner w/Service Indicator

• 50 C Ambient Radiator

• Electronic Isochronous Governor with 0.25% Frequency Regulation

Alternator

• Brushless Rotating Field Generator with Class H Insulation

• 1/20AVR 3 PH Sensing With PMG

• Tropical Coating

Circuit Breaker

• 250 Amp, T4 Frame, 100% Rated, Electronic Trip (Long & Short), Main Line

Circuit Breaker Control Panel Digital Generator Set controller to provide integrated engine-genset control, protection, and metering in a single package. Microprocessor based technology to allow for exact measurement, set point adjustment, and timing functions. Front panel controls and indicators to enable quick and simple operation. A wide temperature-range liquid crystal display (LCD) with backlighting viewable under a wide range of ambient light and temperature conditions.

1.4 GENERAL DESCRIPTION: The contractor shall be responsible for performing all calibrations as required for any newly installed equipment and existing equipment as required to interface with existing equipment, systems, and hardware.

1.5 CONSTRUCTION: The contractor shall be responsible for performing all work as required to fulfill the requirements of this Statement of Work.

a) Prospective bidders are expected to visit the areas of work and verify all conditions and dimensions. Submitting a bid will be constructed that such examination has been made and later clams for labor, materials, or equipment required for difficulties encountered and/or oversights will not be accepted.

b) It may become necessary from time to time for the Government to stop the contractor from working due to high priority or sensitive missions. The contractor will cease work as directed by the contracting officer. The contractor may be required to repair or replace items within the scope of the contract to support the continued operation of the base during this time as directed by the contracting officer. For each calendar day and/or portion of a calendar day the contractor is removed from the job site, the contract schedule will be adjusted by one calendar day. Any required outages shall be during normal work hours (8AM to 4PM), Monday thru Friday. Request for outages shall be made 21 days prior to any & all requested outages.

Eglin AFB reserves the right to reject specific outage request(s), when deemed necessary by Eglin AFB.

c) The Contractor shall furnish sufficient technical, supervisory, and administrative personnel at all times to ensure prosecution of the work in accordance with the delivery schedule.

Professional level skills and management practices are required in the performance of this contract Accordingly, the Contractor shall establish an effective quality control program to assure that the end product meets professional standards and complies with the contract requirements.

d) The services of a manufacturer's service engineer who is experienced in the installation, adjustment, and operation of the equipment specified shall be provided. The representative shall supervise the installation, adjustment and testing of the equipment. The representative shall check the wiring between equipment, start up the system, and field test the functions, interlocks and protective devices to ensure that the total system is functioning according to the intent of this Statement of Work. The field tests shall be performed under the supervision of a factory-trained representative of the equipment manufacturer and witnessed by the Government. The Government shall be given 2 weeks written advance notice of the date and time when testing will be conducted. The equipment manufacture for each piece of equipment shall provide at minimum 8 hours of training of the operation and maintenance of each piece of equipment.

e) All electrical work shall comply with NFPA 70.

f) All work to comply with NFPA 37.

g) Work to comply with NFPA 54 as required.

h) Work to comply with ASME B31.3 as required.

i) All work to comply with NFPA 110

1.6 SUBMITTALS: The following submittals are required.

A. Natural gas powered generator B. Wiring C. Conduit

1.7 FIELD SUPERVISION, STARTUP AND TESTING: The services of a manufacturer's service engineer who is experienced in the installation, adjustment, and operation of the equipment specified shall be provided. The representative shall supervise the installation, adjustment and testing of the equipment. The representative shall check the wiring between equipment, start up the system, and field test the functions, interlocks and protective devices to ensure that the total system is functioning according to the intent of the design. The field tests shall be performed under the supervision of a factory-trained representative of the equipment manufacturer and witnessed by the Government. Testing, inspection and as required by NFPA and ASME. The Government shall be given 2 weeks written advance notice of the date and time when testing will be conducted.

1.8 PREPROPOSAL CONFERENCE: Mid Bay Bridge Authority shall establish a conference date to include a site visit, with prospective contractor bidders.

1.9 ADDITIONAL REQUIREMENTS:

a) Contractor shall be responsible for submitting new generator data to the Eglin Air Program office prior to installation and ensure the old generator is deleted from the Air Program data base. POC: Harry Fortenberry, 850-882-7677.

b) Contractor shall be responsible for removal and disposal of existing generator and all other materials removed by this contract, off of Eglin AFB property.

c) All electrical work to be supervised by a licensed master electrician.

d) All electrical work shall comply with the 2011 edition of the National Electrical Code.

e) All mechanical, structural, and civil type construction work shall comply with all applicable codes as required by Eglin AFB.
