SECTION 01010
GENERAL PARAGRAPHS
1. GENERAL INTENTION: It is the declared and acknowledged intention for the contractor to provide three Delivery Orders, paving, grading, drainage construction, and other associated work.
2. GENERAL DESCRIPTION: In general, the work under this contract consists of furnishing all labor, materials as required, travel, surveying, equipment and service, and performing all operations required, in accordance with Plans and Technical Specifications. The principal items of work described here will in no way limit the responsibility of the Contractor to perform all items of construction specified on the drawings or in the Technical Specifications. The work may consist of resurfacing, full depth reconstruction, and new full depth construction of bituminous concrete and portland cement concrete pavements to include roadways, parking lots, and sidewalks, coldplaning of bituminous concrete pavement, construction of curb return widenings, new construction of bituminous concrete ramp-downs, crack repair in bituminous concrete pavement, new construction of concrete foundation walls and footings, slabs on grade adjusting of covers and frames and grates to be flush with new pavements, removal and resetting of existing concrete curbing, painting new pavement markings, rubber removal from airfield surfaces, and removal and reinstallation of existing parking bumper blocks and traffic control devices as well as placement of new parking bumper blocks and traffic control devices as required.
The above general description of work does not in any way limit the responsibility of the contractor to perform all work and furnish all labor, materials, and equipment complete in accordance with the plans and specifications.
3. LOCATION: The work shall be located at Eglin Air Force Base, Florida. The exact location of work will be indicated by the Contracting Officer with each delivery order.
4. SITE INSPECTION: The contractor shall be expected to visit the area of work and verify all conditions and dimensions.
5. RECORD DRAWINGS: The contractor shall maintain at the job site two sets of full size contract drawings, marking them in red to show all variations between the construction actually provided and that indicated or specified in the contract documents, including buried or concealed construction. Where variations in scope or character of work from that of the original contract are authorized, the drawings shall be marked to define the construction actually provided. The representations of such changes shall conform to standard drafting practice and shall include such supplementary notes, legends, and details as necessary to clearly portray the as-built construction. On completion of the work, both sets of marked-up drawings shall be delivered to the Contracting Officer and shall be subject to this approval before acceptance.
6. STORM PROTECTION: Should warnings of wind of gale force or stronger be issued, the contractor shall take every practicable precaution to minimize danger to persons, to the work, and to adjacent property. These precautions shall include closing all openings, removing all loose materials, tools, and equipment from exposed locations, and removing or securing scaffolding and other temporary work.
7. INTERFERENCE WITH STATION OPERATIONS: Permission to interrupt any station utility, communication, operational or traffic service or pattern in accordance with a delivery order shall be requested in writing at least 10 days prior to the date of the desired interruption. The Contractor shall receive approval in writing from the Contracting Officer before the requested interruption may be put into effect.
8. DEFINITION OF CONTRACTING OFFICER: Any reference made herein to the Contracting Officer shall include the Contracting Officer as well as a designated representative, which could be the Project Engineer and/or the Construction Inspector.

9. TIME OF WORK: In addition to normal daytime work, the Contractor shall be required to conduct all operations specified herein during evenings and weekends, if so directed by the Contracting Officer. The evening shall be defined as the period after official sunset and before official sunrise. Weekends shall be defined as the period between 12:00 a.m. Saturday morning through 11:59 p.m. on Sunday evening. Work during all other times shall be considered daytime work. Costs associated with work done during evening/weekend hours shall be kept separate from costs associated with work done during the day. To accomplish this, the Contractor shall have an evening/weekend factor rate, by which he can multiply the day prices in order to come up with an evening/weekend cost. Should evening/weekend work be required in addition to normal daytime work, the Contracting Officer will work provide the Contractor with an overall percentage of work to be accomplished during evening/weekend hours.

SECTION 01500
GENERAL ENVIRONMENTAL PROTECTION
1. SCOPE: This section covers environmental protection in general. Specific environmental requirements are included in other appropriate sections of the specifications. Additional general environmental requirements are included in the General Provisions of the contract. The provisions of this section are in addition to the aforementioned requirements. Where the general provisions of this section conflict with specific requirements elsewhere, the specific requirements shall control.
2. GENERAL: The contractor shall comply with all applicable local, state, federal, and Air Force environmental regulations. These items include, but are not limited to the following:
a. Vehicles and other powered equipment shall meet all applicable air quality regulations for emissions. Equipment shall be mechanically sound and have all seals, grease rings, and other containment systems in place to prevent leakage. Drip pans shall be maintained such that overflow and spills do not occur. Associated waste shall be handled in accordance with all applicable regulations. There shall be no activities for equipment maintenance including oil changes, filter replacements, or hydraulic equipment repair performed on base without prior approval by the contracting officer.
b. All solid waste shall be collected and disposed of on a daily basis. There shall be no accumulation of solid waste unless properly containerized or put within a fenced area to prevent material from being blown about by the wind. No liquids shall be put into base dumpsters. This includes paints, oils, chemicals, compressed gas, pesticides, and other similar materials. Dried paint cans will be allowed in dumpsters only if such cans do not contain lead, chromium, cadmium, or other hazardous materials.
c. All Hazardous wastes such as sandblast media, chlorinated solvents, paint, paint thinners, cleaners, and fuels shall be labeled and an inventory management system shall be initiated to ensure timely removal and proper disposal. No on-base disposal will be allowed.
(1) All drums shall be labeled with a hazardous waste label. The label shall include the proper DOT shipping name, UN or NA, EPA waste number, generator information, and accumulation start date. The label shall be placed on the side of the drum.
(2) All drums used to store hazardous waste shall be nonleaking and safe to handle. Drums that are rusted, dented, or leaking shall be overpacked. Drums and/or overpacks shall be provided by the contractor. All drums shall be DOT approved containers.
(3) Storage of drums shall be approved by the Contracting Officer prior to the generation of hazardous waste. The contractor shall document inspection of drums for leaks on a daily basis or if not working in the area daily, then a weekly inspection will suffice. A drum shall be disposed within 90 days of the first drop in the container. A copy of the inspection checklist shall be forwarded to the Contracting Officer every Friday.
(4) Hazardous waste drums shall be stored at an approved accumulation site. A sign identifying the site as an accumulation site, and listing two points of contact, shall be placed in a highly visible location.
(5) Hazardous waste transportation and disposal shall be coordinated through through the Contracting Officer. The transporters and disposal facilities shall be approved by the Contracting Officer prior to their use.

d. Hazardous Materials: The contractor shall submit to the Contracting Officer a list of all hazardous materials to be brought onto Eglin AFB property prior to the onset of any work. The list shall include all paints, solvents, POL products, pesticides, etc. to be used during the duration of the contract. All newly identified requirements for hazardous materials shall be coordinated with and approved by the Contracting Officer, who will work with the Compliance Division of the Environmental Management Directorate (EMC), prior to bringing the material on Eglin property.
e. Fuel storage shall be limited to 500 gallons and shall be contained in a government approved portable tank. Siting of the tanks shall be approved by the Contracting Officer, with coordination through the Base Fire Department and AFDTC/EMC.
f. Storage of oils, greases, chemicals, or other liquids shall require a fully contained facility for spill prevention and security. A minimum of 40 pounds of absorbent material per 44 gallons of chemical/oil/grease shall be on hand for spill control.
g. All spills shall immediately be reported to the Eglin Consolidated Command Post (882-3278) or the Base Fire Department dispatch desk (911). Information as to spill location, type of material, and estimated time when the spill occurred shall be provided. The contractor shall ensure appropriate personnel protective equipment (PPE) is available to take care of spill cleanup and handling of residues of materials under their control.
h. Spray painting shall be conducted by using low-volatile organic chemical (VOC) paint technology or water base paints.
i. Contractor sites (i.e. trailer and storage sites) shall be properly maintained at all times. Repair of all damage due to improper erosion control shall be the responsibility of the contractor. Release of the site by the contractor will be accomplished by a final contractor site review, at which time site deficiencies will be noted. The contractor shall have 14 calendar days ( beyond the contract completion date if necessary) to correct all deficiencies. The contract completion date will not be changed due to any of the required site review actions.
j. Asbestos: If the contractor encounters unforeseen site conditions including, but not limited to, suspected asbestos containing materials during the performance of this contract, the contractor shall cease operations in the suspect area, immediately evacuate all personnel, and notify the Contracting Officer, the construction inspector, and EM. Samples will be taken and analyzed by the Government.
k. Banned Ozone Depleting Chemicals: All equipment using any Class 1 ozone depleting chemicals (ODCs) for a fire suppressant, refrigerant or solvent shall be banned from acquisition or use unless it has an Air Force waiver. This shall include, but is not limited to, systems using Class 1 ODCs such as halon 1211, halon 1301, R-11 (trichlorofluoromethane), R-12 (dichlorodifluoromethane), R-113 (trichlorotrifluoroethane), R-114 (dichlorotetrafluoroethane), R-115 (chloropentafluoroethane), and all azeotropic mixtures containing controlled chemicals such as CFC 500, 501, 502, and 504.
l. Ground Contamination: If suspected contamination is encountered during excavation activities (often indicated by unusual colors or odors), the contractor shall contact the Contracting Officer immediately.
m. Environmental Training: Specific contractor personnel may be required to attend Hazard Communications (HazCom) Training and Hazardous Waste Seminars held bi-annually at Eglin AFB at no expense to the contractor. If the contractor has a HazCom Program in place and can provide proof of such program, then the HazCom Training can be waived. Proof of an existing HazCom Program shall be provided to the environmental management representative at the pre-construction meeting and updated annually.

SECTION 02050
DEMOLITION AND REMOVAL
1. SCOPE: This section covers milling of existing asphalt pavement, complete.
2. APPLICABLE PUBLICATIONS. The publications listed below form a part of this specification and are incorporated herein. The publications are referred to in text by the basic designation only.

3. UTILITY SERVICES: Contractor shall notify Contracting Officer for approval prior to removal or disconnecting of government-owned utilities.
4. PROTECTION OF EXISTING WORK: All existing building surfaces, utilities, equipment, and fixtures shall be protected by the contractor from damaged during work under this contract, and any damage to such items due to work under this contract shall be promptly repaired by the contractor at his own expense. Any taxiway lighting damaged by construction shall be repaired by the contractor at his expense.
5. DESCRIPTION OF WORK: a. Work specified shall consist of removing existing asphaltic concrete pavement by cold milling. Contour (header) cuts shall be required. The resulting asphalt aggregate shall become the property of the contractor and shall be removed from Government property and legally disposed of.
(1) Traffic Maintenance. The contractor shall maintain at least one lane of traffic in each direction; however, from 7:30 a.m. to 3:30 p.m. local time, the contractor may be allowed to restrict traffic to one-way operations for short periods of time, provided adequate means of traffic control are effected, traffic is not unreasonably delayed and subject to Contracting Officer approval. The contractor shall be required to provide all flagmen, traffic cones, barricades, warning lights, signs, etc., necessary to provide for the safe and efficient flow of traffic. Also, the contractor shall submit a traffic plan for each delivery order at least 10 days in advance for review and approval by the Contracting Officer. Work shall not begin until this traffic plan has been approved. The traffic plan shall include expected traffic flow and placement of flagmen, signs, cones, barricades, etc. All flagmen and traffic control personnel shall be required to have on their person a two-way radio or other communication device that gives them instant access to every member of the traffic control team and the contractor's general superintendent.
(2) Equipment. The equipment for this operation shall be a machine capable of maintaining a depth of cut and cross slope which will achieve the results specified herein. The machine shall be equipped with automatic grade controls which operate by sensing from one or more skids moving along the pavement surface and where required shall produce a skid resistant surface texture. The machine shall be equipped with a means to effectively limit the amount of dust escaping from the removal operation. If the machine is equipped with preheating devices, special attention is directed to the fact that local environmental and other regulations governing operation of this type equipment may vary considerably from place to place. It shall be the contractor's responsibility to familiarize himself and comply with all such local regulations, as well as State and Federal rules, and to obtain all necessary permits.
(3) Construction. Where indicated on the drawings, removal shall be to a specified depth and shall produce a specified cross slope. The longitudinal profile of the milled surface shall be established by a skid sensor on the side of the cut nearest the centerline of the taxiway, street, road or parking lot. The cross slope of the milled surface shall be established by a second skid sensing device near the outside edge of the cut or by an automatic cross slope control mechanism. The contractor may elect to make multiple cuts to achieve the required configuration or depth of cut. The milling machine shall be operated to effectively minimize the amount of dust being emitted from the machine. Prewetting of the pavement may be required.

(4) Finished Surface. The finished base shall have a reasonably uniform texture and shall be within 1/4" of a true profile grade and shall have no deviation in excess of 1/4" from a 15' straightedge applied to the pavement perpendicular to the centerline. The contractor shall be required to have one 15' straightedge at the job site during all operations. Areas varying from a true surface in excess of the above stated tolerances may be accepted without correction if the Contracting Officer determines that they were caused by conditions over which the contractor could not have reasonably exercised control. Any unsuitable texture or profile, as determined by the Contracting Officer, shall be corrected by the contractor at no additional cost to the government.
(5) Milling Machine Travel Speed. The milling machine shall not mill at a rate faster than 20 feet per minute (FPM).

SECTION 02210
GRADING (EARTHWORK)
1. SCOPE: The work covered by this section consists of furnishing all plant, labor, equipment and materials and performing all operations necessary in the clearing, excavating, grading and associated operations related to the construction of airfield pavements, roads, streets, railroads and culverts, complete.

3. DEFINITIONS: a. Satisfactory Materials. Materials classified in ASTM D 2487, Unified Soil Classification System, as SC, SW, SP, GW, and GP are satisfactory.
b. Unsatisfactory Materials. Materials classified in ASTM D 2487, Unified Soil Classification System, as Pt, OH, and OL are unsatisfactory.
Unsatisfactory materials also include man-made fills, refuse or backfills for previous construction.

c. Cohesionless and Cohesive Materials. Cohesive materials include materials classified as GG, SC, Ml, CL, MH, and CH. Cohesionless materials include materials classified in ASTM D 2487 as GW, GP, SW, and SP. Materials classified as GM and SM will be identified as cohesionless only when the fines have a plasticity index of zero.
d. Degree of Compaction. Degree of compaction is a percentage of the maximum density obtained by the test procedure presented in ASTM D1557-91, Laboratory Compaction Characteristics of Soil Using Modified Effort. This will be abbreviated herein as a percent ASTM 1557-91 maximum density.
4. CLEARING AND GRUBBING: Clearing and grubbing shall be in accordance with FLDOTSSRBC, latest edition, Section 110, with the following exceptions:
a. Designation of Authority. Unless otherwise specified, wherever the designation "Engineer" or other state authority occurs in these specifications, such designations shall be changed to "Contracting Officer."
b. Sampling and Testing. Unless otherwise specified, all sampling and testing necessary to determine conformance with the requirements of this specification shall be performed by an approved commercial testing laboratory at the contractor's expense. Within 7 days after the samples were taken, results of all sampling and testing shall be submitted directly to the Contracting Officer by the lab for approval.
c. Payment. Delete reference to "payment" in the Florida specifications.
5. EXCAVATION: After all stripping has been completed, excavation of every description, regardless of material encountered, within the grading limits of the project shall be performed to the lines and grades indicated. Satisfactory excavation material shall be transported to and placed in fill areas within the limits of the work. All unsatisfactory material, including any soil which is disturbed by the contractor's operations or softened due to exposure to the elements and water, and surplus material shall be disposed of at locations indicated on the plans. Excavations carried below the depths indicated, without specific directions, shall, except as otherwise specified, be refilled to the proper grade with satisfactory material as directed. All additional work of this nature shall be at the contractor's expense. Excavation and filling shall be performed in a manner and sequence that will provide drainage at all times. Excavations shall be kept free from water while construction therein is in progress. Material required for fills in excess of that produced by excavation within the grading limits shall be obtained from borrow areas.
6. DITCHES, GUTTERS, AND CHANNEL CHANGES: Ditches, gutters, and channel changes shall be cut accurately to the cross sections and grades indicated. All roots, stumps, rock, and foreign matter in the sides and bottom of ditches, gutters, and channel changes shall be trimmed and dressed or removed to conform to the slope, grade, and shape of the section indicated. Care shall be taken not to excavate below the grades indicated. Excessive ditch and gutter excavation shall be backfilled to grade either with satisfactory, thoroughly compacted material or with suitable stone or cobble to form an adequate gutter paving as directed. All ditches and gutters excavated under this section shall be maintained until final acceptance of the work. Satisfactory material excavated from ditches and channel changes shall be placed in fill areas. Unsatisfactory and excess excavated material shall be disposed of in accordance with directions in paragraph, "Excavation". No excavated material shall be deposited closer to the edges of the ditches than indicated and in no case less than 3 feet.
7. BACKFILL ADJACENT TO STRUCTURES: Backfill adjacent to structures shall be placed and compacted uniformly in such manner as to prevent wedging action or eccentric loading upon or against the structures. Slopes bounding or within areas to be backfilled shall be stepped or serrated to prevent sliding of the fill. During backfilling operations and in the formation of embankments, equipment that will overload the structure in passing over and compacting these fills shall not be used. Backfill for storm drains and subdrains, including the bedding and backfill for structures other than culverts and drains, shall conform to the additional requirements in other applicable sections.

8. PREPARATION OF GROUND SURFACE FOR FILL: All vegetation, such as roots, brush, heavy sods, heavy growth of grass, and all decayed vegetable matter, rubbish, and other unsatisfactory material within the area upon which fill is to be placed shall be stripped or otherwise removed before the fill is started. In no case will unsatisfactory material remain in or under the fill area. Sloped ground surfaces steeper than one vertical to four horizontal on which fill is to be placed shall be plowed, stepped or benched, or broken up, as directed, in such manner that the fill material will bond with the existing surface. Prepared surfaces on which compacted fill is to be placed shall be wetted or dried as may be required to obtain the compaction specified.
9. FILLS AND EMBANKMENTS: Fills and embankments shall be constructed at the locations and to lines and grades indicated. The completed fill shall conform to the shape of the typical sections indicated or shall meet the requirements of the particular case. Material removed from the excavation shall be used in forming the fill. Fill shall be satisfactory material and shall be reasonably free from roots, other organic material, and trash. The material shall be placed in successive horizontal layers of 8 to 12 inches in loose depth for the full width of the cross section and shall be compacted as required. Each layer shall be compacted before the overlaying lift is placed. If the material is excessively moist, it shall be aerated by blade graders, harrows, or other approved equipment.
10. COMPACTION: a. Other Than Paved Areas. Each layer of the fill or embankment shall be compacted by rolling with an approved tamping roller, pneumatic-tired roller, three-wheel power roller, or other compaction equipment or, where approved, by the construction equipment to at least 90 percent ASTM 1557-91 maximum density.
b. Paved Areas. Areas to be paved and other areas indicated as requiring compaction suitable for paved areas shall be compacted to at least the percentage of ASTM 1557-91 maximum density shown for specific ranges of depth below the surface of the pavement. Compaction shall be accomplished by approved tamping rollers, pneumatic-tired rollers, three-wheel power rollers, or other approved compaction equipment.
11. FINISHED EXCAVATION, FILLS, AND EMBANKMENTS: All areas covered by the project, including excavated and filled sections and adjacent transition areas, shall be uniformly smooth-graded. The finished surface shall be reasonably smooth, compacted, and free from irregular surface changes. The degree of finish shall be that ordinarily obtainable from blade-grader operations, except as otherwise specified. Ditches and gutters shall be finished to permit adequate drainage. The surface of areas to be turfed shall be finished to a smoothness suitable for the application of turfing materials. For subgrade areas to be paved, the following shall be accomplished as required: (a) soft or otherwise unsatisfactory material shall be replaced with satisfactory excavated material or other approved materials; (b) low areas resulting from removal of unsatisfactory material from excavation shall be brought up to required grade with satisfactory materials, and the entire subgrade shall be shaped to line, grade, and cross section and shall be compacted as specified. The surface of embankments or excavated areas for road construction or other areas on which a base course or pavement is to be placed shall vary not more than 0.05 foot from the established grade and approved cross section. Other surfaces shall be finished not more than 0.15 foot above or below the established grade or approved cross section.
12. PROTECTION: Newly graded areas shall be protected from traffic and from erosion, and any settlement or washing away that may occur from any cause, prior to acceptance, shall be repaired and grades reestablished to the required elevations and slopes. All work shall be conducted in accordance with the environmental protection requirements of the contract.
13. FIELD TESTING CONTROL: Testing shall be the responsibility of the contractor and shall be performed by an approved commercial testing laboratory or by the contractor subject to approval. Field density tests shall be performed in sufficient number to insure that the specified density is being obtained. Field density tests shall be in accordance with ASTM D1556 or D2167 or D2922. Test results shall be submitted directly to the Contracting Officer by the testing laboratory for approval. When test results indicate that compaction is not as specified, the material shall be removed and replaced or recompacted to meet specification requirements at no expense to the Government. Subsequent tests on recompacted areas shall be performed to determine conformance with specification requirements.

SECTION 02221
EXCAVATION, TRENCHING AND BACKFILLING FOR UTILITY LINES
1. SCOPE: This section covers excavation, trenching and backfilling for utility lines, complete.

3. PROTECTION OF EXISTING WORK: Existing structures, utilities, trees and other items shall be protected by the contractor from damage during work under this contract. Damage to such items due to work under this contract shall be promptly repaired by the contractor at his own expense.
4. EXCAVATION: a. General. All excavation of every description and of whatever substances encountered shall be performed to the depths indicated or as otherwise specified. During excavation, material suitable for backfilling shall be piled in an orderly manner a sufficient distance from the banks of the trench to avoid overloading and to prevent slides or cave-ins. All excavated materials not required or suitable for backfill shall be removed and disposed off government controlled land. Grading shall be done as may be necessary to prevent surface water from flowing into trenches or other excavations, and any water accumulating therein shall be removed by pumping or by other approved methods. Unless otherwise indicated, excavation shall be by open cut except that short sections of a trench may be tunneled if the pipe, cable, or duct can be safely and properly installed and backfill can be properly tamped in such tunnel sections.
b. Trench Excavation. Trenches shall be of the necessary width for proper laying of pipe, cables, or ducts. The banks of pipe trenches shall be as nearly vertical as practicable. Care shall be taken not to over excavate. The bottom of the trenches shall be accurately graded to provide uniform bearing and support for each section of the pipe on undisturbed soil at every point along its entire length except for the bell holes and for the proper sealing of pipe
02221-1 joints and as hereinafter specified. Bell holes and depressions for joints shall be dug after the trench bottom has been graded and, in order that the pipe rest on the prepared bottom for as nearly its full length as practicable. Bell holes and depressions shall be only of such length, depth, and width as required for properly making the particular type of joint. Stones shall be removed as necessary to avoid point bearing. Except as hereinafter specified for wet or necessary unstable material, overdepths shall be backfilled as and with materials specified for backfilling the lower portion of trenches. Whenever wet or otherwise unstable material that is incapable of properly supporting the pipe, as determined by the Contracting Officer, is encountered in the bottom of the trench, such material shall be removed to the depth required and the trench backfilled to the proper grade with coarse sand, fine gravel, or other suitable approved material.
5. BACKFILLING: a. General. The trenches shall not be backfilled until all required pressure tests are performed and until the utilities systems as installed conform to the requirements specified in the several sections covering the installation of the various utilities. Except as otherwise specified for special conditions of overdepths, trenches shall be backfilled to the ground surface with selected excavated material or other material that is suitable for the specified compaction and as hereinafter specified. Trenches improperly backfilled shall be reopened to the depth required for proper compaction, then refilled and compacted as specified, or the condition shall be otherwise corrected as permitted by the Contracting Officer. The surface shall be restored to its original condition as near as practicable and as hereinafter specified. Pavement, surface course, and base course disturbed by trenching operations shall be replaced in an acceptable manner with materials equal to the adjacent surface course, base course and pavement for a minimum distance of 24 inches on each side of the trench, and shall conform to the requirements hereinafter specified.
b. Lower Portion of Trench. Backfill material shall be deposited in 6-inch maximum thickness layers and compacted with suitable tampers to the density of the adjacent soil or graded as hereinafter specified until there is a cover of not less than 1 foot over the utility lines. The backfill material in this portion of the trench shall consist of sandy clay, sand, gravel, soft shale, or other approved materials free from stones larger than 1 inch in any dimension, except where the pipe is coated or wrapped for protection against corrosion the backfill material shall be free from stones larger than 1/2 inch in any dimension. Classification of the above materials shall be in accordance with ASTM D 2487. Special care shall be taken not to damage the coating or wrapping of pipes.
c. Remainder of Trench. The remainder of the trench shall be backfilled with material that is free of stones larger than 2 inches in any dimension. Backfill material shall be deposited in layers not exceeding the thickness specified below. Each layer shall be compacted to the minimum density as applicable to the particular area except that in areas other than under roadways, parking areas, shoulders of roadways and parking areas subject to vehicular movement, settling of granular and noncohesive material, water will be permitted.
(1) Under Roadways, Paved Parking Areas, and Similar-Use Pavements Including Adjacent Shoulder Areas. Six-inch layers, 98 percent of maximum density prescribed in ASTM 1557-91.
(2) Under-Turfed or Seeded-Lawn Areas. Twelve-inch layers, density of the adjacent soil. This requirement applied to areas designated to be seeded or turfed.
(3) Under Other Areas. Two-foot layers, 85 percent density prescribed in ASTM 1557-91. The surface shall be mounded over and left in a uniform and neat condition satisfactory to the Contracting Officer.

3. DEFINITION: Degree of compaction required is expressed as a percentage of the maximum density obtained by the test procedure presented in ASTM D 1557-91.
4. MATERIALS: Aggregates shall consist of crushed stone or slag, gravel, shell, sand, soil, or other sound, durable, approved materials processed and blended or naturally combined. Aggregates shall be durable and sound, free from lumps and balls of clay, organic matter, objectionable coatings, and other foreign material. Material retained on the No. 4 sieve shall have a percentage of wear not to exceed 50 percent after 500 revolutions when tested as specified in ASTM C 131. Aggregate shall be reasonably uniform in density and quality, and free from thin and elongated pieces. Slag shall be an air-cooled, blast-furnace product having a dry weight of not less than 65 pounds per cubic foot. Aggregates shall have a maximum size of 1 inch and shall be within the limits specified as follows:

The portion of any blended component and of the completed course passing the No. 40 sieve shall be either nonplastic or shall have a liquid limit not greater than 25 and a plasticity index not greater than 5.
5. SAMPLING AND TESTING: Sampling and testing shall be the responsibility of the contractor. Sampling and testing shall be performed by an approved commercial testing laboratory, or by the contractor subject to approval. Tests shall be performed in sufficient number to insure that materials meet specified requirements. Test results shall be submitted to the Contracting Officer for approval.
a. Samples. Samples for laboratory testing shall be taken in conformance with ASTM D 75. When deemed necessary, the sampling will be observed by the Contracting Officer.
b. Tests. (1) Sieve Analyses. Sieve analysis shall be made in conformance with ASTM C 117, C 136, and D 422. Sieves shall conform to ASTM E 11.
(2) Liquid Limit and Plasticity Index. Liquid limit and plasticity index shall be determined in accordance with ASTM D 4318-95a.
(3) Density Tests. Density shall be measured in the field in accordance with ASTM D 1556, D 2167, or D 2922. If method D 1556 is used, the base plate as shown in the drawing shall be used. If method D 2922 is used, the calibration curves shall be checked and adjusted if necessary by the procedure described in 4.3.1, 4.3.1.1, 4.3.1.2, 4.3.1.3, and 4.3.1.4. ASTM D 2922 results in a wet unit weight of soil and when using this method ASTM D 3017 shall be used to determine the moisture content of the soil. The calibration curves furnished with the moisture gages shall also be checked along with density calibration checks as described in ASTM D 3017. The calibration checks of both the density and moisture gages shall be made at the beginning of a job on each different type of material encountered and at intervals as directed by the Contracting Officer. Maximum density at optimum water content will be determined in the laboratory in accordance with ASTM D 1557.
(4) Wear Test. Wear tests shall be made in conformance with ASTM C 131.
c. Approval of Material. The source of the material shall be selected well in advance of the time the material will be required in the work. Tentative approval of the source will be based on an inspection by the Contracting Officer. Tentative approval of material will be based on tests of samples for the specific job. Final approval of both the source and the materials will be based on tests for gradation, liquid limit, and plasticity index, performed on samples taken from the completed and compacted subbase course.

6. EQUIPMENT: All plant, equipment, and tools used in the performance of the work covered by this section will be subject to approval by the Contracting Officer before the work is started and shall be maintained in satisfactory working condition at all times. The equipment shall be adequate and have the capability of producing the required compaction, meeting grade controls, thickness control and smoothness requirements as set forth herein and within the specified time limits.
7. STOCKPILING MATERIAL: Prior to stockpiling of materials, storage sites shall be cleared and leveled by the contractor. All materials, including approved material available from excavation and grading, shall be stockpiled in the manner and at the locations designated. Aggregates shall be stockpiled on the cleared and leveled areas designated by the Contracting Officer so as to prevent segregation. Materials obtained from different sources shall be stockpiled separately.
8. WEATHER LIMITATIONS: Base and subbase courses shall be constructed when the atmospheric temperature is above 35 degrees F. When the temperature falls below 35 degrees F., the contractor shall protect all areas of completed subbase course by approved methods against detrimental effects of freezing. Areas of completed subbase course damaged by freezing, rainfall, or other weather conditions shall be corrected to meet specified requirements.
9. PREPARATION OF UNDERLYING MATERIAL: Prior to constructing the base course, the underlying course shall be cleaned of all foreign substances. Subgrade shall conform to the requirements of Section 02210, "Grading (Earthwork)." Ruts or soft, yielding spots in the underlying courses, areas having inadequate compaction, and deviations of the surface from requirements set forth herein shall be corrected to line and grade and to all specification requirements. For cohesionless underlying courses containing sands or gravels, as defined in ASTM D 2487, the surface shall be stabilized prior to placement of the base course. Stabilization shall be accomplished by mixing base-course or sand-clay material into the underlying course, and compacting by approved methods. The stabilized material will be considered as part of the underlying course and shall meet all requirements for the underlying course. The finished underlying course shall not be disturbed by traffic or other operations and shall be maintained by the contractor in a satisfactory condition until the subbase course is placed.
10. MIXING AND PLACING MATERIALS: The materials shall be mixed and placed in such a manner as to obtain uniformity of the base and subbase materials and at a uniform optimum water content for compaction. The contractor shall make such adjustments in mixing or placing procedures or in equipment as may be directed to obtain the true grades, to minimize segregation and degradation, to reduce or accelerate loss or increase of water, and to insure a satisfactory subbase course.
11. LAYER THICKNESS: The compacted thickness of the base and subbase courses shall be as indicated. When a compacted layer of 6 inches is specified, the material may be placed in a single layer; when a compacted thickness of more than 6 inches is required, no layer shall exceed 6 inches nor be less than 3 inches when compacted.
12. COMPACTION: Each layer of the subbase course shall be compacted with approved compaction equipment. Water content shall be maintained during the compaction procedure at optimum or at the percentage specified by the Contracting Officer. In all places not accessible to the rollers, the mixture shall be compacted with hand operated power tampers. Compaction shall continue until each layer is compacted through the full depth to at least the percent ASTM D 1557-91 density indicated on drawings. The contractor shall make such adjustments in compacting or finishing procedures as may be directed to obtain true grades, to minimize segregation and degradation, to reduce or increase water content, and to insure a satisfactory subbase course. Any materials that are found to be unsatisfactory shall be removed and replaced with satisfactory material or reworked to produce a satisfactory material.
13. EDGES OF SUBBASE COURSE: Approved material shall be placed along the edges of the subbase course in such quantity to compact to the thickness of the course being constructed. When the course is being constructed in two or more layers, to the thickness of each layer of the course, allow in each operation at least one-foot width of the shoulder to be rolled and compacted simultaneously with the rolling and compacting of each layer of the subbase course, as directed.

14. SMOOTHNESS TEST: The surface of each layer shall not show deviations in excess of 3/8 inch when tested with a 10-foot straightedge applied parallel with and at right angles to the centerline of the area to be paved. Deviations exceeding this amount shall be corrected by removing material, replacing with new material, or reworking existing material and compacting, as directed.
15. THICKNESS CONTROL: The completed thickness of the subbase course shall be placed in accordance with the thickness and grade indicated on plans. The thickness of the subbase course shall be measured at intervals providing at least one measurement for each 500 square yards or part thereof of subbase course. The thickness measurement shall be made by test holes, at least 3 inches in diameter through the course. The completed subbase course shall not be more than 1/2 inch deficient in thickness nor more than 1/2 inch above or below the established grade. Where any of these tolerances are exceeded, the contractor shall correct such areas by scarifying, adding new material of proper gradation or removing material, and compacting, as directed. Where the measured thickness of the subbase course is 1/2 inch or more thicker than shown, the course will be considered as conforming with the specified thickness requirements plus 1/2 inch. The average job thickness shall be the average of the job measurements as specified above but within 1/4 inch of the thickness shown.
16. MAINTENANCE: The subbase course shall be maintained in a satisfactory condition until accepted.
17. MEASUREMENT: The quantity of subbase completed and accepted as determined by the Contracting Officer will be measured in square yards. The quantity of subbase completed and accepted as determined by the Contracting Officer will be measured in cubic yards. The volume of subbase in place and accepted by the Contracting Officer will be determined by the average job thickness obtained in accordance with paragraph, "Thickness Control" and the dimensions shown.
18. PAYMENT: a. Subbase Course. Quantities of subbase course, determined as specified in paragraph, "Measurement", will be paid for at the respective contract unit prices, which will constitute full compensation for the construction and completion of the subbase course.
