About this file

This is a Questions and Answers document addressing contractor inquiries regarding an aquarium maintenance contract at the Child Development Center, Los Angeles Air Force Base.

The contract involves maintenance and support services for two freshwater aquariums (30-gallon and 75-gallon tanks) located in Building #281. The contractor must provide tank and aquarium cleaning and maintenance twice monthly on Tuesdays between 09:30-15:00 hours (CLIN 0001) and respond to emergency service calls within 2 hours of notification. The 30-gallon tank features a Reaction Pro 2 filtration system (serial #622209004579); filtration details for the 75-gallon tank are unavailable. Fish replacement and replacement parts are priced separately under CLIN X002 Series. The Government confirms contractors may stock both tanks with the same fish species—including Cichlid, Clown, Angel, Barb, Black tetra, Catfish (maximum 4 inches), Cherry barb, Cory, Danio, Firemouth, or Plecostomus—provided minimum fish counts of 7 and 12 are maintained respectively. Only regular fish waste is present; no hazardous materials are associated with the tanks. Service call labor is included in CLIN 0001 pricing, while replacement parts and fish are priced under CLIN 0002. The Government requests an estimated 12-month budget for replacement parts rather than a single-unit price. Site visits cannot be arranged due to scheduling conflicts, and tank operational history could not be identified.

10. Can the Government confirm that the contractor has the flexibility to stock both the 30-gallon and 75-gallon aquariums with the same fish species, provided the minimum fish counts of 7 and 12 are maintained? As stated from the Statement of Work 1.3 Fish Count, “Tanks may have any or all of the following: Cichlid fish, Clown fish, Angel fish, Barb fish, Black tetra fish, Catfish (no longer than 4 inches), Cherry barb fish, Cory fish, Danio fish, Firemouth fish or Plecostomus (Suckerfish). (CLIN 0002).”

Furthermore, per Section 2.1.4, what are the 'proper disposal instructions' for hazardous waste generated during the contract, and is the contractor responsible for off-base disposal? There is only regular fish waste.

12. Does the Quantity of '1 Each' for CLIN 0002 refer to a total estimated budget for replacement parts for the entire year, or is it asking for the price of one single repair?

Because parts like a lightbulb vs. a water pump have very different costs, we need to know if the Government wants an estimated total budget for the 12-month period? We would like an estimated budget for the 12-month period

13. How long has the tank been running? We could not identify how long it has been running.

14. Repairs: Section 1.4 says service calls are at 'no additional cost.' Does this apply only to the labor of the visit, or is the contractor expected to provide the replacement parts (pumps/tanks) at no cost as well? Or will parts be billed separately after approval?

Service calls are priced into CLIN 0001. Replacement parts to include fish are priced into CLIN 0002.
